Jiangsu Province With Sustained Policy Support, The Four Sides Boost Innovation Of Textile Industry Mode.

The twenty-first Jiangsu International Fashion Festival press conference was held in Nanjing, Jiangsu province today (September 5th). Zhang Lefu, Deputy Secretary General of the Jiangsu provincial government, briefly introduced Jiangsu's economic and social development.

1. Jiangsu has taken a solid step in its economic development.

Jiangsu is a big economic province and a big manufacturing province. It has made positive contributions to the steady and healthy development of the national economy over the years. The focus was on promoting the "six high quality", and the overall economic stability of Jiangsu's economy, and the steady progress of Naka Yujin's economy and quality development. In the first half of this year, the province achieved a GDP growth of 4 trillion and 860 billion yuan, an increase of 6.5%; the general public budget revenue increased by 487 billion 580 million yuan, an increase of 5%; the above scale industrial added value increased by 6%; employment, prices and other indicators were at a stable interval; industrial production and investment, consumption and other indicators steadily picked up; the industrial structure continued to optimize and upgrade; the leading enterprises and key industries supported significantly; the profitability of the real economy continued to increase; the proportion of industrial output value of strategic emerging industries and high-tech industries reached 32.5% and 44.7% respectively; the growth rate of high-tech industries was faster than the average growth rate of 1.3 percentage points; 220 provincial major projects completed investment of 270 billion yuan, and the operating rate reached 68%, the best level in recent years. In this process, the textile and garment industry has made an extremely important contribution. By the end of 2018, the textile industry in Jiangsu province had 7224 Enterprises above Designated Size (including textile machinery), and realized the main business revenue of 1 trillion and 60 billion yuan, accounting for 19.82% of the national textile industry. The scale of production and marketing continued to rank first in the country; the total profit amounted to 53 billion 881 million yuan, accounting for 19.48% of the total; the output of chemical fiber was 13 million 705 thousand tons, accounting for 27.3% of the total; the output of cloth was 6 billion 940 million meters, accounting for 13.9% nationwide; the output of yarn was 3 million 32 thousand tons, accounting for the National 10.2%; and the output of clothing was 10.2%, accounting for the national total. After years of accumulation, Jiangsu's textile industry has developed into a dominant industry with complete industrial system, complete product varieties and leading international and domestic industries.

Two, boost the textile industry's new advantages in the development of high quality.

For a long time, the Jiangsu provincial Party committee and the provincial government have attached great importance to and vigorously promoted the development of the textile industry, and issued a series of policies and measures to promote the upgrading, independent innovation and brand building of the textile industry.

1, cultivate advanced textile manufacturing cluster. The Jiangsu provincial government issued the guiding opinions on accelerating the cultivation of advanced manufacturing clusters in 2018, focusing on cultivating 13 advanced manufacturing clusters including high-end textiles. Jiangsu's high-end textile cluster is mainly composed of Suzhou, Wuxi, Nantong, Changzhou, Nanjing and other places. The whole province is actively coordinating with the development of the whole country, launching and CO ordinating the advantageous and innovative resources at home and abroad, developing the high-end links of value chain, such as technology innovation center, fashion creative center and brand marketing center. By 2020, we will build an advanced manufacturing cluster with comprehensive competitive power, which has reached or near the international advanced level. By 2025, we will build an advanced manufacturing cluster with global innovation leading ability and comprehensive influence reaching the world first-class level.

2, create state-level manufacturing innovation centers. We should give full play to the manufacturing advantages and business advantages of Jiangsu's textile industry, and promote Suzhou's creation of the national advanced functional fiber innovation center with the collaborative innovation mode of industry, University, research, and downstream, and serve the whole industry and important application fields. In June 2019, the Ministry of industry and Commerce approved and agreed that the Jiangsu new horizon advanced functional fiber Innovation Center Co., Ltd. set up the national advanced functional fiber innovation center, becoming the first national manufacturing innovation center of the national textile industry. The center mainly focuses on the research and development of key common technologies in three directions, such as new functional fiber materials, high-end fiber materials and textiles, and new materials for cutting-edge fiber. It provides cross industry key common technology R & D, engineering verification and industrialization support for the industry, and contributes to China's core competitiveness in the field of advanced functional fibers.

3, guide the industry to accelerate transformation and upgrading. Taking informatization, intellectualization, networking and greening as the main direction, we will promote the wide application of new technologies, new equipment, new processes and new materials in the industry to accelerate transformation and upgrading, and promote the deep integration of new technologies such as industrial Internet, big data, cloud computing, artificial intelligence and cluster development, and guide industrial transformation and upgrading. In depth demonstration of the creation of intelligent workshop, has now built 52 provincial-level demonstration intelligent workshop in Jiangsu, Guo Wang Gao and Dasheng group were selected as National Smart manufacturing demonstration projects. Encourage backbone enterprises to cooperate with well-known Internet companies in depth, create industry level industrial Internet platform and several comprehensive industrial Internet platforms that have certain influence in China. The red bean group will carry out the construction of intelligent red beans, effectively integrate all kinds of marketing channels such as online shop, red bean mall, micro business, APP and so on. "Red bean textile and garment industry internet platform" has been listed as the pilot project of integrated innovation application of industrial Internet platform in 2018 by Ministry of industry and commerce. Developing green manufacturing system, popularizing and publicizing green manufacturing related standards, and strengthening green building, green design products, green parks, green management enterprises and other green manufacturing system construction demonstration, forming a green development mode. Guo Wang Ke, Xu Rong knitting, Wuxi Baihe weaving, sik Ke fiber, black peony textile, Dan Mao textile and other enterprises have been identified by the Ministry of industry as green factories.

4, accelerate the cultivation of leading enterprises. Implementing the plan of "100 enterprises pilot and 1000 enterprises upgrading" to promote the development of large and medium sized enterprises, support the backbone enterprises to carry out mergers and acquisitions around the industrial chain, and guide SMEs to develop "specialized and special new", and speed up the cultivation of "hidden champions" and "singles champion" enterprises. Implementing the strategy of "one belt and one way", giving full play to the advantages of overseas industrial parks in Kampuchea, such as the West Hong Kong Special Administrative Region, the Eastern Industrial Park of Ethiopia, etc., and supporting the backbone enterprises to make full use of the two markets and two resources at home and abroad, accelerate the pace of "going out" and create an international enterprise with core competitiveness through new forms, mergers and acquisitions and equity participation.

Through these years' development, Jiangsu's textile industry has made important progress in terms of total economic volume, quality and efficiency, market competitiveness and structural adjustment. The industrial agglomeration degree is high, and it has formed 3 hundred billion level industrial bases (Wujiang, Changshu, Jiangyin) and 3 hundred billion level market (Changshu Garment City, Wujiang Oriental silk market, and the Jiangyin city of Yexi bridge), more than 70 textile industrial clusters, Wujiang chemical fiber, Changshu clothing, Nantong home textiles, Jiangyin wool spinning, Jintan clothing, filtering materials, and coated yarn. Remarkable achievements have been made in innovation. 4 national technological innovation demonstration enterprises, 9 state-level enterprise technology centers and 138 provincial enterprise technology centers have been built, and the key technologies and applications of "dry spray wet spinning 1000 tons of high-strength / 100 ton middle modulus carbon fiber industrialization" participated in the first prize of national science and technology progress. In 2018, 36 achievements were awarded the China Textile Union science and technology award. The company is strong enough to have 15 billion enterprises, including 3 hundred billion enterprises (Hengli, Hai Lan and Sheng Hong). Hengli was selected as the top 500 enterprise in the world in 2019. Hengli, Sheng Hong, Hai Lan, San Fang lane, Hongda, Huahong industrial, sunshine, Bosideng, Australia and other 9 enterprises were selected to be the top 500 Chinese enterprises in 2019. Hengli is the largest PTA factory and the largest production base of functional fiber in the world. Sheng Hong is one of the largest fine differentiated fiber and polyester production enterprises in the world. The development and construction of red bean in Kampuchea Sihanouk special economic zone is the national strategic model project of "one belt and one road"; sunshine is the largest wool production enterprise and the high-end clothing production base in the world; Bosideng has won the first sales in the domestic market for 20 consecutive years. With the accelerated development of its own brand, Bosideng was awarded the second China Industrial award, Sheng Hong received the third China Industrial award Recognition Award, the sunshine group won the third China Industrial Award nomination award and the third China Quality Award. The 6 brands of "red bean", "Hengli", "dream Lan", "Hai Lan home", "Bosideng" and "Yalu" were selected to be the top 500 brands in China in 2018. Nantong home textiles and Changshu autumn and winter were selected as the experimental units of the regional brand construction of the industrial cluster of the Ministry of industry and industry, and 36 enterprises were selected as the brand cultivation and demonstration enterprises of the Ministry of industry.

The nineteen major reports of the Party pointed out that the Internet, big data, artificial intelligence and the deep integration of the real economy should be promoted. When inspecting general Xi Jinping in Jiangsu, general secretary stressed that we should speed up the transformation and upgrading of traditional industries, promote the deep integration of information technology and traditional industries, effectively extend the chain of traditional industries and increase the value added links of traditional industries. The six plenary session of the thirteen session of the provincial Party committee held in mid year stressed that we should focus on 13 advanced manufacturing clusters and support the development of backbone leading enterprises. We should focus on the industrial chain layout innovation chain and arrange the capital chain to form a more complete and competitive upstream and downstream industrial chain. We should vigorously develop advanced manufacturing industries, accelerate technological upgrading, and promote the transformation from "made in Jiangsu" to "made in Jiangsu", so as to upgrade the industrial transformation and upgrading. All of these points out the direction of development for the future of Jiangsu's textile industry and outline a beautiful blueprint. Next, we must speed up the use of new technologies, new formats and new models to promote the technological upgrading of textile and garment industry, model innovation and brand optimization, so as to make traditional industries glow with "new atmosphere". 3, we should carefully cultivate and create our own brand, and guide enterprises to develop brand development strategy around the whole process of R & D, design, production, quality management and marketing services, strengthen the existing well-known brands, cultivate independent innovation brands, strengthen brand promotion, and form a number of regional industrial cluster brands.

4, we should actively promote industrial exchanges and cooperation, give full play to the role of the north and South Construction of the Industrial Park as a carrier, and guide the conditional textile enterprises and projects in South of Jiangsu to accelerate the transfer to northern Jiangsu and coastal areas. Take advantage of the industrial cooperation platform such as the Yangtze River economic belt, the Jiangsu and Xinjiang cooperation, the Su Shan cooperation and Su Qinghe cooperation, we should strengthen the cooperation of the advantages of the "one belt along the way" and promote the textile enterprises to "go out" to help the transformation and upgrading of the textile and garment industry and achieve the high quality development.
