The State Council held a standing meeting a few days ago to hear the report of the sixth major inspections of the State Council, and urged that efforts should be made to eliminate the policy and implement the plugging point; deploy further efforts to stabilize foreign trade, promote stable and upgrading imports and exports, and optimize foreign exchange management measures to facilitate cross border trade and investment facilitation.

The meeting, which is proposed for cross-border electric providers, will expand trade facilitation experiments, simplify the procedures for the receipt and payment of small and micro cross-border electricity suppliers, optimize the reporting mode of foreign exchange business of goods trade, and choose whether to open accounts to be verified, and facilitate the registration of foreign exchange receipts and payments for trade branches of enterprises and branches, so as to allow contracted project enterprises to centrally manage offshore funds.

At the meeting, entrusted by the State Council, the Minister of Commerce, Zijin Mountain, made a report on the State Council's report on accelerating the transformation and upgrading of foreign trade and promoting the development of high quality trade.

According to the report, the total import and export volume of goods in China increased from 20 billion 640 million US dollars in 1978 to US $4 trillion and 620 billion in 2018 (about 223 times), becoming the first largest country in World Trade in goods, accounting for less than 1% of the world market share to 11.8%. Among them, exports expanded from 9 billion 750 million US dollars to US $2 trillion and 480 billion, and imports expanded from US $10 billion 890 million to US $2 trillion and 140 billion.

Zijin Mountain said that since 2009, China has ranked the world's first largest exporter of goods trade and the second largest importer of trade in goods for 10 consecutive years. The total import and export volume of our services increased from US $4 billion 690 million in 1982 to US $791 billion 900 million in 2018. Since 2014, China has been ranked the second largest importer and exporter in the world for 6 consecutive years.

The meeting confirmed that we should cultivate new formats of foreign trade. We will set up a comprehensive cross-border e-commerce pilot area and introduce measures for the verification and collection of cross-border e-commerce retail export income tax as soon as possible.

Since July, the government has frequently studied and deployed new policies to improve cross-border electricity providers and other policies.

Li Gang, vice president of the Institute of international trade, said that as a new growth point in the development of foreign trade, the development of cross-border electricity providers will promote two-way growth of imports and exports. We need to further consolidate its development base and further standardize the development of this new trade format.

As far as Zijin Mountain policy is concerned, China will promote the construction of comprehensive pilot area for cross border e-commerce, improve the management mode of cross border e-commerce retail export, optimize the customs operation process and customs statistics system. We should deepen reform and opening up in the field of service trade and improve the management system and policy system to promote the development of service trade.
