[peak]: the negative entry of market access in 2019, compared with the 2018 edition, on the basis of maintaining stability and continuity, further reducing and optimizing management measures, enriching the contents of information disclosure, and making the list more mature and perfect. It has the following characteristics:

First, the "national list" system is more perfect. The negative list of industrial admittance (or prohibition of restricted catalogue) of local key ecological functional zones and main agricultural production areas shall be included in the 2019 edition list, and 23 negative entry lists of market access for each region shall be cancelled.

The two is to ensure that all legal and effective access measures are incorporated. Timely incorporation of newly established measures includes additional measures that are in line with inventory positioning, including some local measures.

Three, we should continue to promote the shortening of the list length. Release a number of measures with gold content, remove some measures that do not conform to the list positioning. The 2019 edition list included 131 items, 20 fewer than the 2018 edition.

The five is to reflect the demands of market players more comprehensively and accurately. Reporter: we know that the national economic development zone has increasingly become an effective platform for stabilizing foreign trade and stabilizing foreign investment. Before the Ministry of foreign affairs disclosed that the work of the national economic and trade zone was held, what achievements did the Ministry of commerce make in promoting the "three innovation and two improvement" in the national economic development zone? What are the future deployments?

[peak]: in May this year, the State Council decided to develop the "three innovation and two enhancement" of the national economic and Technological Development Zone. Some state-level economic development zones are actively exploring relevant practice. For example, the Guangzhou Economic Development Zone has promoted the agglomeration of high-quality foreign capital, and has established 3400 foreign-funded enterprises, of which 192 of the world's top 500 enterprises have become one of the most densely invested regions in China. Through the open area, Jiangning went abroad to actively develop innovative resources and set up overseas collaborative innovation centers. The reform of statutory bodies has been carried out in Tianjin Economic Development Zone, and some useful explorations have been made in the aspects of administrative system, organization mode, employing mechanism and performance evaluation. At present, there are 2.2 high-tech enterprises in 219 national level economic zones, and there are more than 450 national incubators. In the first 3 quarters of this year, the total import and export volume reached 4 trillion and 400 billion yuan, up 7.6% from the same period last year, accounting for 19.2% of the total import and export volume in the same period, an increase of 0.6 percentage points. Three, efforts should be made to promote institutional reform. In addition to the Wal-Mart Store Inc this year, there are a number of multinational retail enterprises to increase investment in the mainland market. Adidas, Nike, Lego and other cities have opened many new flagship stores in Shanghai and Beijing. ALDI has entered the mainland market for the first time, and Rosen has opened stores in Northeast, Northwest and three or four tier cities in China rapidly. Overall, this year, foreign retail enterprises have accelerated the layout of the Chinese market, showing the characteristics of new brands, new flagship stores and new formats.

China's commercial retail market is open and fast growing. According to the Ministry of Commerce monitoring, last week (November 18-24), the average wholesale price of pork in 36 large and medium-sized cities nationwide was 43.66 yuan per kilogram, a decrease of 8.6% over the previous week, a 1.7 percentage point drop from the previous week, a decrease of 16.5% over the beginning of November.

Next, the Ministry of Commerce will actively take the following measures with relevant departments to ease the fluctuation of pork market prices and ensure the corresponding stability of meat market supply.
