Strike Hard! The General Administration Of Customs Has Launched The "Blue Sky 2019" Special Concentration Action To Defend The War.

At 6 hours in December 18th, the third round of centralized operation of the Customs against foreign garbage smuggling "blue sky 2019" was officially launched.

Under the unified command of the General Administration of customs, 10 customs offices, including Tianjin, Xiamen, Dalian, Nanjing, Ningbo, Qingdao, Guangzhou, Shenzhen, Shantou and Whampoa, dispatched 718 police officers. They were divided into 103 action groups to conduct centralized investigation and arrest in 9 provinces, including Shantou, Whampoa, and Shantou. As of press release, 20 smuggling gangs were arrested in one fell swoop, 72 suspects were arrested, and 79 thousand and 100 tons of goods were destroyed, including the smuggling of waste slag and waste plastics. This is the 5 round of the third round of inspections of foreign garbage smuggling operations conducted by the General Administration of customs this year after a series of high-density, cluster and chain attacks last year.

According to the customs, the national customs adhere to the guiding ideology of Xi Jinping's new era socialism with Chinese characteristics, firmly implement the important instructions of general secretary Xi Jinping, continuously improve the political standing, fulfill the duties of the National Guard, and continue to strengthen supervision, high pressure, severe crackdown and comprehensive management, and ban the entry of foreign garbage. Since the beginning of this year, 13 million 102 thousand and 700 tons of solid waste have been imported, down 37.45% from the same period last year. 354 cases of smuggling of foreign goods have been investigated and verified, involving 763 thousand and 200 tons of waste, down 21% and 48.64%, respectively, and 376 suspects were arrested, down 20.34% from the same period last year. In accordance with the notice issued by the Supreme People's court, the Supreme People's Procuratorate and the General Administration of Customs to surrender the crime of illegal smuggling, a total of 56 smugglers were voluntarily surrendered.

Next, the General Administration of Customs will implement the "blue sky 2020" special action to build up three defense lines at overseas, port and domestic level. In conjunction with the relevant departments, we will vigorously promote joint efforts, take concerted efforts, take measures to prevent and control joint efforts, deepen international cooperation in law enforcement, establish and improve a long-term mechanism to crack down on solid waste smuggling, and firmly block foreign garbage.

The following is a summary of the results of each battle.

Tianjin customs

Tianjin customs launches operations in Tianjin, Shanghai, Guangdong, Jiangsu and Liaoning. A total of 4 criminal cases were registered and 8 suspected smugglers were arrested. A total of 28 thousand tons of smuggled solid waste were seized at the scene, and 4000 tons of smuggled solid waste were verified. This is since this year on Tianjin's customs seized the largest case of whole ship smuggling of "foreign garbage".

In this case, a certain metal material Co., Ltd. of Shanghai declared the imported sinter iron ore sand to the customs of Tianjin at the southern customs of the customs office. It was banned by the specialized department. The actual goods were prohibited from importing solid waste. A large number of non-standard by-products and iron containing dust and mud in the solid waste, such as smelting by blast furnace, would cause high energy consumption and pollution, and cause serious hidden danger to safety production. The solid waste mentioned above will be returned to the country in accordance with the law.

Xiamen customs

Xiamen customs in Fujian, Fuzhou, Xiamen, Guangxi Beihai, Hebei Baoding, Liaoning Yingkou, Yingkou, Yingkou, six provinces, seven places, synchronized to Wang and Lee led by 2 solid waste smuggling Gang to arrest arrest action, a total of arrests. The suspects were 7, and all the main targets were arrested. At the scene, 1109 tons of prohibited solid waste, including vanadium slag, were found.

According to the investigation, 2 smuggling solid waste groups headed by Wang Mou and Li Mou, in order to obtain illegal interests, were entrusted to Xiamen local trading companies in the name of a company in Jiangyin and a Baoding company respectively. They declared to the Xiamen customs that the imported solid waste, including vanadium slag and lead ore slag, was imported into the Xiamen customs by a false name, which amounted to 1109 tons.

Dalian customs

Dalian customs arrested 3 suspects in the Dalian area and knocked out 1 smuggling of imported waste bag solid waste by way of false reporting.

According to the investigation, the suspect Lee took the way of false reporting of names, and banned solid waste imported from waste bags and other countries into a waste polyethylene packaging film, and smuggled imports by using the import license of Dalian Heng Mou company. After preliminary verification, the gang smuggled more than 80 tons of solid waste into imported waste bags.

Nanjing Customs

Nanjing customs launched a crackdown in Jiangsu, Shandong and other places, and arrested 4 suspects. The scene searched for a batch of documentary evidence and electronic evidence.

In this operation, the Nanjing customs anti smuggling Bureau has filed 3 criminal cases to verify 1800 tons of solid waste, including 1290 tons of oxide scale and 530 tons of waste plastic. More than 1290 tons of iron oxide scale were all seized at the scene.

Ningbo customs

Ningbo customs carried out investigation and seizure of targeted persons and involved enterprises in Ningbo area, and smashed a smuggling gang and seized a number of evidence materials, including documents and computers. According to the investigation, the smuggling gang smuggled 490 tons of imported scrap metal by false reporting in order to evade Customs supervision.

Qingdao Customs

Qingdao customs carried out operations in Qingdao, Beijing, Tianjin and other places to conduct centralized investigation of 4 smuggling solid waste gangs, arrested 6 suspected smugglers, and seized a large number of evidence of smuggling. It verified that over 1500 tons of smuggled solid waste were collected from waste diapers, waste e-waste and waste slag, and 60 tons were seized at the scene.

At the scene of customs supervision in Huangdao, the anti smuggling personnel opened the container door and saw that 12.5 tons of waste diapers that were simply tied up with iron wire and plastic film were stacked in containers directly. After preliminary identification, the waste paper diapers are disabled foreign products, which have lost their original functions, do not meet the national standards, do not have market circulation, and prohibit the import of solid wastes for the state.

Guangzhou customs

Guangzhou customs carried out the arrest and net operation in Foshan, Guangdong, and successfully destroyed 6 smuggling of waste plastic gangs. As at 7:30 on December 18th, a total of 13 suspects were arrested. All the major suspects were present at the scene, and a number of important documentary evidence and electronic evidence were seized at the scene.

After preliminary investigation, 6 smuggling solid waste groups headed by the suspect, such as Luo and others, smuggled 321 plastic bottles of imported plastic waste into a total of about 9000 tons by way of fraudulent use of other people's licenses. At present, Guangzhou customs has placed 6 criminal cases in this operation, and the case is being further investigated.

Shenzhen customs

Shenzhen customs in Guangdong, Shenzhen, Huizhou, Shanwei, Shantou, Foshan and other places to carry out the arrest arrest, destroyed 2 smuggling Gang, arrested 7 suspects (all the target persons to the case), the scene seized documents and material evidence.

In November 2019, Shenzhen customs investigation found that Shenzhen Kun Hardware Plastic Co., Ltd. and Huizhou Shun Shun Plastic Products Co., Ltd., illegally imported plastic waste plastic licenses to customs clearance groups, and imported smuggled plastics for individuals and factory cabinets without qualification of EIA. The entry customs clearance group was declared in the name of a Kun and a Shun company. The relevant import documents were returned to the involved companies, and the goods were transported to the actual consignees of Shenzhen, Huizhou and other places. The companies involved subsequently deducted the relevant taxes and fees from the tax authorities and obtained illegal profits, and initially verified the total number of waste plastics involved in the total 6702.58 tons.

Shantou Customs

Shantou customs carried out network operations in Foshan, Meizhou and other places in Guangdong respectively. They searched 3 companies and houses, seized 2 suspects, and verified 4528 tons of solid waste, such as waste plastics. The value of the case was about 45 million yuan, and the seizure of documentary evidence and electronic evidence. In one fell swoop, Zeng and Chen led the fraudulent use of the import license of solid waste imported from People's Republic of China, which can be used as raw materials, and 2 smuggling of imported plastic waste.

After preliminary verification, domestic shippers, such as tengmou, Chen and other customs clearance groups, used other people's licenses to smuggle imported plastic waste into bags and packages, and two cases were suspected of smuggling 4528 tons.

Whampoa customs

Whampoa customs operates in Guangzhou, Foshan, Shenzhen, Shantou and Zhanjiang. Up to now, 3 smuggling gangs have been smashed in one action, 18 suspects have been arrested, and a number of documents have been seized to verify that about 21 thousand and 900 tons of smuggled plastic waste were suspected of smuggling.
