In the two sessions this year, Sun Pishu submitted a proposal on promoting the new capital construction of Intelligent Computing Center and accelerating the industrialization of AI. In Sun Pishu's view, "the future demand for AI computing is the Intelligent Computing Center (Intelligent Computing Center), the data center and the Intelligent Computing Center as the future power source, and will be developed and popularized worldwide. Construction of Intelligent Computing Center

According to the latest data from IDC, Gartner and other authoritative research institutions, the wave server has ranked the top three in the world and China's number one. In the field of AI server, the wave took three place in the first half of the year. At present, there is one wave of three servers installed on every machine in China, and one of every two running AI servers is wave manufacturing.

Sun Pishu also pointed out that artificial intelligence has become a new focus of international competition and a new engine of economic development as a strategic technology to lead the future. The continuous deepening of application scenarios and data streams is the unique advantage of developing AI in China. Therefore, building a computing center carrying huge AI computing needs has become the key to the overtaking of artificial intelligence in China.

The Intelligent Computing Center will use data as resource and provide AI Intelligent Computing for data deep processing by computing power to provide cloud computing services. In Sun Pishu's view, the power plant can provide power services to the outside world. The intelligent computing center can provide various computing services, data services and AI services to the outside world, making artificial intelligence computing power as easy to obtain and use as hydropower and coal.

Therefore, Sun Pishu suggested that the intelligence center should adopt an open mode, which is guided by the government, or even led by the government. The guidelines and standards should be issued, and the top-level design and overall planning should be done to ensure the standardization and orderliness of the intelligence center, and to ensure the integration of standards and interconnection among the computing centers, so as to avoid the emergence of new information islands.

It also believes that the current artificial intelligence is extending from technological innovation to industrialization, and is in the upgrading stage of "AI industrialization" and "industrial AI". With the introduction of new infrastructure related policies, from policy to capital to technology accumulation, the development of AI industry in our country will soon enter the fast lane. At the same time, smart computing is growing rapidly, and it will occupy more than 80% of computing demand in the future. It will be the computing power production center and supply center in the age of wisdom, supporting intelligent services such as smart computing, smart city, intelligent manufacturing, and promoting AI industrialization to AI industry.
