China'S Total Value Of Imports And Exports Of Goods In The First Half Of The Year Was 14.24 Trillion Yuan
According to the data released by the General Administration of Customs on July 14, China's total import and export value of goods trade in the first half of this year was 14.24 trillion yuan, a year-on-year decrease of 3.2%, a decrease of 1.7 percentage points compared with the previous five months. Among them, exports were 7.71 trillion yuan, down 3%; imports were 6.53 trillion yuan, down 3.3%. Li Kuiwen, a spokesman for the General Administration of customs, pointed out that although China's foreign trade import and export fell by 3.2% in the first half of the year, the decline was significantly narrowed by 3.3 percentage points compared with the first quarter. Among them, the import and export in June achieved the first double positive growth in the year, and the overall performance of foreign trade import and export in the first half of the year was better than expected. With the continuous release of the effects of a series of policies and measures to stabilize foreign trade, we are confident to stabilize the basic market of foreign trade and strive to promote the stability and quality of import and export.
Export growth for three consecutive months
On the performance of China's foreign trade in the first half of the year, Li Kuiwen gave four points of analysis at the press conference of the office of the State Council of Singapore on July 14.
Import and export have gradually stabilized. From the perspective of the quarterly trend, China's import and export value reached 7.67 trillion yuan in the second quarter, with a year-on-year decline narrowed to 0.2%, and a month on month growth of 16.7%; exports increased by 4.5% and 31.3% on a year-on-year basis, while imports fell by 5.7% year-on-year and 1.6% month on month. In terms of the monthly trend, the import and export in June increased by 5.1% year-on-year, and the export kept positive growth for three consecutive months since April; after the double-digit decline in April and may, the import "turned negative to positive" in June, increasing by 6.2%.
The export of epidemic prevention materials and mobile phones is better. In the first half of the year, the export of textiles including masks increased by 32.4%, the export of medical materials and medicines, medical instruments and devices increased by 23.6% and 46.4% respectively. The increase of consumption of "housing economy" led to the growth of notebook computer and mobile phone export by 9.1% and 0.2% respectively.
Import value rebounded. The situation of epidemic prevention and control in China is getting better, taking the lead in promoting enterprises to return to work and production, forming a strong support for import and export. China's imports increased year on year in June. In the first half of the year, the import value of China's mechanical and electrical products increased by 1.2%, of which the import of electronic components, automatic data processing equipment and their parts increased by 14.1% and 7.2% respectively, and the import of bulk commodities such as crude oil, coal, iron ore and copper ore increased by 9.9%, 12.7%, 9.6% and 3% respectively.
Most of the imports and exports with major trading partners increased. In terms of the top ten trading partners in the first half of the year, growth and decline accounted for half of the total, while in the second quarter alone, 8 showed growth. In the first half of the year, the value of imports and exports between China and ASEAN reached 2.09 trillion yuan, a year-on-year increase of 5.6%, accounting for 14.7% of China's total foreign trade, an increase of 1.2 percentage points over the same period last year.
New types of trade rose against the trend
As a new type of trade, cross-border e-commerce has risen against the trend with its advantages of online trading, contactless delivery and short trading chain. According to customs statistics, in the first half of this year, the import and export of Customs cross-border e-commerce supervision platform increased by 26.2%, including export growth of 28.7% and import growth of 24.4%.
Li Kuiwen pointed out that the Customs has continuously optimized the regulatory system, improved the cross-border e-commerce statistical system, and actively supported the orderly development of new trade formats such as cross-border e-commerce. For example, we will comprehensively promote the supervision measures on the return of cross-border e-commerce exports, explore the establishment of efficient, safe and fast channels for cross-border e-commerce export returns, solve the problem of "difficult return" of cross-border e-commerce exports, and fully support cross-border e-commerce export enterprises to "sell the world".
"We will carry out the export pilot of cross-border e-commerce enterprises to enterprises (B2B), and start a new journey of large-scale cross-border e-commerce of" selling globally. " Li Kui Wen introduced that enterprises adopting the new mode of customs clearance can enjoy one-time registration, one-point docking, simplified declaration, priority inspection, permission to transfer customs, return account management and other facilitation measures. Small and medium-sized enterprises can also enjoy the convenience of the new customs clearance of goods.
According to the data of the General Administration of customs, as of the first week of the pilot project on July 7, the 10 pilot customs had checked and released 266000 pieces of cross-border e-commerce B2B export declaration forms and declaration lists, with the value of 250 million yuan. The export goods mainly include clothing, shoes and hats, small household appliances, intelligent office furniture, mobile phone accessories, outdoor supplies, etc.
"Continue to actively study and optimize the world trade rules of cross-border e-commerce with the World Customs Organization and other international organizations, further strengthen cooperation with UPU and customs of other countries and regions on multilateral data sharing, and jointly build a global high-quality cross-border e-commerce delivery service network." Li Kui Wen said.
Continue to optimize the port business environment
Overall, it is better than expected, and the situation is still grim. According to the latest world economic organization forecast, the world economic fund will decline by 2.5% this year. The world trade organization is expected to decline by 32% to 20% of the world trade organization.
Li Kui Wen believes that the current epidemic of new crown pneumonia is still spreading around the world, the world economy is in a serious recession, and international trade and investment are shrinking sharply. China's foreign trade development is facing a significant increase in uncertain and unstable factors, which are affected by the economic and trade frictions between China and the United States. The import and export situation in the second half of the year is still complex and grim.
How to stabilize the basic foreign trade market?
Li Kui Wen said that since this year, 10 measures for steady growth of foreign trade and a package of policies and measures such as 50 specific task lists have been formulated to support enterprises to resume work and production, ensure smooth operation of foreign trade industry chain and supply chain, and stabilize the basic foreign trade market.
For example, to further improve the efficiency of customs clearance, the overall customs clearance time of imports and exports in June was 39.7 hours and 2.3 hours, respectively, which was 59.3% and 81.5% lower than that in 2017. The scope of importing countries and commodities was continuously expanded, and 5965 foreign registered enterprises were approved. In the first half of the year, the imports of meat (including miscellaneous food) and grain were 109.5 billion yuan and 154.22 billion yuan, respectively, up 107.3% and 18.1% year-on-year; We supported the construction of open platforms such as pilot free trade zones, free trade ports and comprehensive bonded zones. In the first half of the year, the import and export of the comprehensive bonded zones amounted to 1.42 trillion yuan, an increase of 13.2%; it helped foreign trade enterprises to solve the difficulties, and reduced the accumulated overdue declaration fees of 137 million yuan for imported goods that were affected by the epidemic and failed to declare customs in time.
The General Administration of Customs stressed that it will further optimize the business environment at the ports, help enterprises to open up the international market, strive to stabilize the basic market of China's foreign trade, promote the stability and quality improvement of foreign trade, and make greater contributions to the accomplishment of the economic and social development goals and tasks of the whole year.
