Three Big Cloud Government News Release
Tencent is an important direction of the Internet industry. In the past five years, Tencent has been exploring this field continuously along the development thread of "e-government digital government smart city", and has made some achievements.
According to the data disclosed on July 15, Tencent government has provided digital services to nearly 30 ministries and commissions, 30 provinces, 500 cities and 10000 communities.
Wang Gang, general manager of Tencent's cloud government industry, said in an interview with the 21st century economic report that the development history of Tencent's government affairs is not long. In the past, many governments may have known about Tencent, but they have not really contacted the digital services provided by Tencent. This year, the sudden outbreak of the epidemic, so that many governments have a new perception of Tencent's service capabilities, and become Tencent government users.
Wang Gang said frankly, "for the government industry, the epidemic has brought crisis, but also brought opportunities.". Looking back on the first half of the year, the epidemic has indeed pressed the pause button for the offline economy, but at the same time, it has also pressed the fast forward key for the digital transformation of online services, especially the industry.
According to Wang Gang, when the epidemic was at its worst, Tencent invested a lot of manpower and material resources to support various government departments, served 900 million citizens and supported information systems related to the epidemic situation in nearly 400 cities. After the epidemic situation has entered into normal prevention and control, these governments have also realized the importance of digital construction, and began to deepen cooperation with Tencent.
Based on the practice in the epidemic situation, Tencent government has recently completed a product iteration, and officially released a new generation of wecity technology platform on July 15, as well as three products including "unified management of one network", "government cooperation" and "future community".
From urban service to urban governance
The three products released by Tencent government this time have their own focuses on service scenarios. For example, "one network unified management" and "government affairs collaboration" platforms are for digital management and collaboration of the government, while "future community" is for intelligent governance of communities.
Wang Gang told reporters that starting from the initial Internet + government affairs, major manufacturers have focused on providing external services. At present, both the quantity and quality of government services have become more and more perfect. For example, Tencent has provided more than 1000 mobile services, and more than 80% of them can be completed by zero running.
However, when the service level develops to a certain stage, if we want to continue to improve, we must carry out the internal transformation and upgrading of the government, so now, urban governance and management has become particularly important.
Tencent's products released this time also catch up with this trend. For example, "one network and one management" has four capabilities, including one picture and multiple scenes, city signs, call and respond, and comprehensive command. Among them, "one map and multiple scenes" is based on a variety of information models, such as geographic information model GIS, city information model CIM, and integrates satellite map, indoor map, video stream, IOT sensing equipment, analysis chart, etc., to present the overall situation of urban operation in the form of data.
The government affairs cooperation platform is a collaborative office information system based on the unified construction of government wechat, which helps the government departments to achieve efficient communication across departments, regions and levels. For example, through the government wechat, enterprise wechat and wechat terminal, we can realize the three terminal integrated communication of civil servants, enterprises and the public, and then help the government to improve the ability of cooperative operation.
As the smallest cell of social governance, community is the key link of urban digital development. During the epidemic period, many people realized the importance of overall property management, digital communication of community information, contactless intelligent communication and online service ability of surrounding merchants.
Tencent's "future community" also aims at the community scene, aiming to create a smart community ecology integrating g, B and C by connecting the government, residents, property and community service providers. Specifically, Tencent's future community can provide convenient community service entrance for residents, provide standardized and customizable product services for companies, city operators and surrounding merchants, and create top-down management and supervision tools and community comprehensive management management platform for the government.
Breaking the barriers of data sharing
It is reported that the new generation of wecity technology platform released this time can be summarized as "1 + 1 + 6". Among them, the first "1" represents the new infrastructure digital base integrating Tencent 5g, big data, Internet of things, artificial intelligence and other technical capabilities; the second "1" represents the integrated integration engine built on the basis of digital base; and "6" refers to the ability upgrading of the government in the six fields of service, coordination, supervision, decision-making, governance and city production.
Wang told wegang that the "new generation + 1 + 3" platform had been upgraded comprehensively. "In the past, Tencent government affairs emphasized one cloud base, three middle platforms and four fields, while the new generation platform added more elements, such as adding Internet of things, blockchain, 5g and other elements to the cloud base, it became a new infrastructure digital base, and the integrated integration engine added the service capabilities of management, operation and maintenance, operation and other integration for the three middle platforms."
Behind the upgrading of technology platform, there are some changes in the concept of Tencent's government service. Wang Gang said that Tencent used to emphasize connection, such as the connection between people and things, but now, Tencent government hopes to enhance the government's perception ability, such as the perception of people, enterprise organizations and urban components.
Secondly, in the process of product design and external service, Tencent government attaches more importance to the ability of integration. This includes not only the integration of Tencent's internal capabilities, but also the integration of external customers and Tencent's ecological capabilities.
Wang Gang told reporters that there are great differences in the level of digitalization among different provinces and cities. For example, some first tier cities and some advanced provinces have begun to develop from digitalization to intellectualization. At this time, what needs to be tackled is the ability of internal cooperation.
A relatively mature scheme for other cities can share the direct benefits. For example, solution providers like Tencent will bring experience from other cities when they serve new cities.
But Wang Gang said frankly that Tencent's government affairs are not unimpeded in expanding government business. The first is the subjective will of the government. Only when the government is willing to carry out digital construction, can the urban services and urban governance programs really be implemented.
Second, there is a problem of cross departmental data sharing. In the past, several heads of smart city service providers have told reporters that data sharing is the most important problem hindering urban digital construction.
Wang Gang said that there are two reasons for the failure of many data. One is that they don't want to do it, and the other is that they dare not. The so-called "don't want to do it" means that many departments have no motivation or have not enjoyed the convenience brought by data sharing. This situation needs to be promoted by the government leadership to turn it into a common task that everyone should do.
In addition, the problem of "not daring to do" is to enhance the government's confidence through the protection of tools. For example, some data services can be used to let government departments know that the data sharing process can be managed, and the government departments' concerns can be dispelled through standardized data use and clear security boundaries.
