As an important pillar industry of the national economy, textile industry shares the same destiny with the nation and grows together with the country. It is the mother industry of China's industrialization process, the forerunner of opening up and system reform, and the vanguard of China's manufacturing power construction. Under the leadership of the party, in the first hundred years of journey, the industry has realized from small to large, from weak to strong, so that clothing and quilt all over the world. At the beginning of the 14th five year plan, textile power has been basically completed.

Entering the new stage of development, the industry is faced with the deepening changes in the past century and the ever-changing complex situation. Half a hundred miles travel, how to promote higher quality development of the industry at a high starting point is an urgent issue facing our industry service.

To answer this question well, we should not only find the right direction and focus, promote service systematically, and create certainty in uncertainty; We should also grasp the rhythm and strength, carry out the work skillfully, and find a balance in the new changes. This requires us to have a clear understanding of the present, face the future, clearly take advantage of the situation, and seek practical reality.

First, entering a new stage of development, the industry has achieved a good start

This year can be called the "year of hot search" in the industry, and every move attracts much attention. In March, in view of the widespread social concern caused by international brands such as H & M in Xinjiang cotton issue, Anta, Li Ning and other Chinese brands clearly supported Xinjiang cotton, and relevant news occupied the whole hot search list; From CCTV's "13th five year plan" achievement tour to Xinhua News Agency's "this is China's textile" special report, from every leap of aviation industry to the bright red flag flying in space, from the general secretary's praise of Miao embroidery to the promotion of Qinghai's "rich carpet", the industry has frequently appeared in mainstream media and public vision; In July, Henan rainstorm, hongxingerke and other brands' donation action caused heated discussion throughout the network. Textile industry and enterprises have received unprecedented attention from the people. Behind all this is the recognition and recognition of industry value at the social level. The basis of recognition comes from the value creation and responsibility of the industry.

In the first half of the year, in the face of complex internal and external situation, the industry grasped the window period to achieve stable and good development. Especially in the case of a sharp rise in the price of raw materials, the industry has maintained price stability and no export inflation, which fully reflects the resilience and responsibility of the industry. The healthy development of the industry has made outstanding contributions to stabilizing the economy, protecting people's livelihood, promoting employment and preventing risks.

The quality and efficiency of industry development has been steadily improved under pressure. From January to June, the industrial added value of Enterprises above Designated Size in the industry (excluding textile machinery) increased by 9.6% year on year; The utilization rate of production capacity was significantly improved, with 79.7% and 86.1% in textile industry and chemical fiber industry respectively. Textile Enterprises above Designated Size realized 2343.49 billion yuan of operating revenue, up 20.3% year on year; The total profit was 107.89 billion yuan, up 41.1% year on year.

The role of the industry in the internal circulation continues to strengthen. The scale of domestic sales exceeded the level before the epidemic. From January to June, the per capita clothing consumption expenditure of residents was 742 yuan, with a year-on-year increase of 21.4%; The retail sales of clothing, shoes, hats, needles and textiles above the quota increased by 33.7% year on year; New models such as rural e-commerce, cross-border e-commerce and live e-commerce have developed rapidly. The retail sales of online wear goods nationwide increased by 24.1% year-on-year.

Affected by the return of orders, the export of the industry maintained a good growth trend. From January to June, the total export volume of textiles and clothing increased by 12.1% year on year. Among them, textile exports decreased by 7.4% year-on-year, while clothing exports increased by 40.3%. From January to may, China's textile and clothing exports to Vietnam, India and Malaysia increased by 48.9%, 92.6% and 53% respectively over the same period of the same period.

Investment confidence in the industry has increased. From January to June, the fixed assets investment of textile industry, textile clothing industry and chemical fiber manufacturing industry increased by 15.2%, 5.8% and 16.6% respectively. But the growth rate is slowing down. The growth rate of textile industry, textile clothing industry and chemical fiber manufacturing industry slowed down by 1.9%, 2.5% and 5.1% respectively compared with January to May. The market remains cautiously optimistic.

In the global market and capital market, the industry value began to be re examined. The investment value and future potential of industrial enterprises are also reflected in the capital market. In the first half of the year, from chemical fiber raw materials to advanced manufacturing and then to fashion brands, the whole textile and clothing sector performed brilliantly. Anta has a total market value of about HK $500 billion, surpassing Adidas as the world's second largest sports brand. The intensive development process of industrial enterprises is speeding up, and the opportunity is becoming more and more mature from domestic brand to international brand.

In the first year of the 14th five year plan, the industry has been speeding up at the beginning, showing a new atmosphere. At present, the epidemic situation is still evolving, and the domestic economic recovery is still not stable. There is uncertainty and obvious pressure in the future development of the industry. Relying on the advantages of scale and system, the supply chain of the industry chain in the future will have enough toughness, meet the challenges, and achieve long-term stability.

Second, practice the new development concept and achieve actual results in the industry work

China Textile Federation adheres to the party's overall leadership, carries out party history learning and education throughout the industry service work, and actively practices the new development concept. In the first half of this year, the industry related work has been fruitful. At the same time, strict implementation of various epidemic prevention and control measures, vaccination, personnel investigation and other work in risk areas were carried out in a standardized and orderly manner, and China Textile Federation carried out the normalized epidemic prevention and control work in a consistent, scientific and reasonable manner.

With this as a support, during the "two sessions", CFA assisted representatives of the textile industry to form proposals, covering international cooperation in the supply chain of the textile industry chain, expanding the consumer market of Xinjiang cotton and its products, developing biodegradable materials, ensuring the supply of industrial raw materials, supporting the green development of the industry, strengthening the new competitive advantages of industrial textiles in the international market We should guide the digital development of the industry, speed up the construction of the core fashion platform and technological innovation platform, and promote the optimization and upgrading of the professional market of the industry.

Facing the medium and long term, based on the overall situation of national development and the strategic positioning of the industry, China Textile Federation coordinated the industry forces, and completed the compilation and release of the "14th five year plan" development outline and guidance on science, technology, fashion and green development of the textile industry. The outline and guiding opinions have pointed out the direction for the development of the industry during the "14th five year plan" period. Focusing on the "development outline", CFA has carried out communication and exchanges with the leaders and decision-making levels of 31 provinces, cities and autonomous regions in China to deepen the strategic docking with regional planning. At the same time, 71 industry development outlines were submitted to relevant central government departments and financial institutions to enhance the understanding of the future development of the industry and strive for greater development space for the industry.

We should give priority to employment and constantly improve people's livelihood. We will continue to increase employment support for key groups such as college graduates, migrant workers and ex servicemen. Carry out vocational skills training to improve the quality of employment. Based on the new pattern, we should focus on improving the quality and efficiency of the industry. We have entered the stage of high-quality development, but we are still in the primary stage of socialism, and the problem of unbalanced and inadequate development is still prominent. At present, the policy is increasing the standard guidance of digital culture such as the game industry, emphasizing the original content and cultural consciousness, and emphasizing the protection and prevention of teenagers' addiction. The increasingly standardized and healthy digital cultural ecology will become a fertile land for the long-term development of the industry. On the other hand, the development of science and technology also promotes the development of design and content in the industry. The rise of scene economy, experience economy and live broadcast economy, as well as the emergence of intelligent clothing, interest e-commerce and virtual idol make the whole industrial ecology more abundant. The change from "online" to "on-site" driven by virtual reality technology is opening up a new space for immersive experience. In the rising trend of digital culture, promoting the innovation and development of the industry is a new topic for us to deepen the industry service.

New infrastructure. Digital infrastructure and platform is an important support to promote the digital transformation, intelligent upgrading and integration innovation of the industry, which determines the quality and scale of digital industrialization and industrial digitization. According to the data of ICT Institute, the industrial Internet industry economy is expected to contribute more than 16% to the growth of digital economy in 2020. At present, the industry digital infrastructure and platform construction is mainly driven by enterprises, showing the characteristics of fragmentation and fragmentation. The value of digital comes from centralization. The key to centralization is platform. The success of platform comes from trust. In the first half of the year, the state issued a three-year action plan for the construction of industrial Internet and new data center to guide the green, safe, intensive and efficient development of digital infrastructure. In the establishment of relevant standards, the connection of digital platform, cluster digitization, digital clustering and other fields, the association has a bright future.

New market rules. Data concerns the whole situation, algorithms are rules, and computing power is power. The development of digital economy is becoming an important concern of global industrial policy and market regulation. Focusing on the issues of privacy protection and public security, the establishment of data resource property rights, transaction circulation, cross-border transmission and security protection systems and norms began to accelerate. The essence of algorithm is the solidification of experience, method and logic. With the digital transformation of economic society, algorithm has become the implicit form of market rules and order. For example, recommendation algorithm has become an important means of information filtering, affecting the formation of people's cognition, strengthening the relationship of similar groups, and increasing the differentiation of different groups. The development of digital economy and the deepening of its supervision are promoting the formation of new market rules. At present, the world's major economies generally regard the development of green economy as the basic path to break the constraints of resources and environment, deal with climate change, and cultivate new economic growth points. By the end of 2020, a total of 44 countries and economies have officially announced carbon neutral targets. On July 14, the European Commission announced 13 policies under its fit for 55 package to ensure that the European continent meets its carbon emission reduction targets by 2030 and 2050. It has become a global consensus to deal with climate change, and the economic and trade rules for international green development have been formed rapidly. In the face of the rapid development of green development, our industry services should keep pace with the pace, continue to maintain the leading edge, and enhance the participation and discourse power in the formation of green rules.

From a global perspective, carbon pricing with carbon trading and carbon tax as the core is reshaping the cost structure and competitive advantage of the industry. By 2020, there are 61 countries (or regions) that are implementing or planning to implement carbon pricing mechanism.
