Hengyang: Steady Progress In The Construction Of Xiangnan Textile Base Production Park

In 2018, the textile industry base of southern Hunan was settled in Changning, and in 2020, Hengyang municipal Party committee and municipal government determined the textile and clothing industry chain as one of the dominant industrial chains to be cultivated. After more than three years of construction, the "depression" effect of the textile base in southern Hunan has gradually emerged. The first three enterprises have been officially put into operation, and the construction of the park has been steadily promoted as planned.

In the workshop of Hengyang Xuhua Garment Co., Ltd., workers are busy working. After being cut and sewed, the washed fabric is cut, ironed, nailed and packaged. The jeans are then released to customers. The hot production scene makes the monthly output of Xuhua garment reach 180000 to 200000 pieces, basically foreign trade orders, and the capacity utilization rate exceeds 80%.

We are now expanding our plant. We have a workshop in Tashan, which has been established for almost two months and has more than 60 employees. In addition, there are more than 50 employees in the sanjiaotang poverty alleviation workshop, and there are 40000 pieces in a month.

Xuhua garment is located in the first phase of the clothing production Park of Xiangnan textile base. Three enterprises have been put into operation in the park, and three enterprises are stepping up the decoration and installation of equipment. The park provides standardized workshops for the settled enterprises, which can meet all production processes except printing and dyeing and washing. At present, there are 32 enterprises planning to settle in the clothing production park. They have purchased about 150000 square meters of standard workshops. 260000 square meters of workshops and shift rooms have been built in the first phase, which will be fully put into use in the near future.

The overall planning of the base is about 6 square kilometers, which is divided into two major functional areas: clothing production Park and environmental protection facilities park. The total investment of the project is 10 billion yuan, the annual output value can reach 100 billion yuan, and the annual export trade volume is 30 billion yuan.

Hengyang is one of the 26 old industrial bases in China, and once had a relatively complete textile and clothing industry chain. As a demonstration project of "Xiangnan Xiangxi industrial transfer demonstration area", Xiangnan textile industry base has the advantages of land, labor force and technology, which can meet the requirements of upstream and downstream enterprises to settle in at the same time and reduce production costs. The base covers the whole process of clothing production, washing and printing, cogeneration, sewage treatment, brand research and development, aiming to build a complete industrial ecology and create a whole industrial chain. At present, the key project of the base, environmental protection facilities Park, has been fully started.

The basic work of the first phase construction of environmental protection facility park has been completed and CITIC environmental technology, a leading enterprise in environmental protection field, has been introduced. At present, the agglomeration effect of the industrial chain of the base is obvious. 55 enterprises have officially signed contracts for the first phase of the project, and more than 20 enterprises have begun to reserve workshop and land for phase II.

During this year's "Hong Kong negotiation week", Hengyang held a special investment promotion meeting for textile and clothing industry chain, attracting 31 key projects such as Jincheng clothing and Hongyao textile to sign contracts, with a total investment of 5.445 billion yuan. The base has won a policy loan of 1.154 billion yuan and construction investment of more than 2 billion yuan.
