"China Textile": Recently, "specialized and special new" has become a hot word, which has been repeatedly mentioned in important occasions. On March 11, 2021, the fourth session of the 13th National People's Congress proposed to "promote small and medium-sized enterprises to enhance their professional advantages, cultivate specialized and special new" small giant "enterprises and single champion enterprises in the manufacturing industry. On July 30, the second quarter meeting of the Political Bureau of the CPC Central Committee stressed the need to speed up the solution of the "neck sticking" problem and develop "specialized, special and new" small and medium-sized enterprises. Earlier, the Ministry of Finance and the Ministry of industry and information technology jointly issued the notice on supporting the high-quality development of "specialized, special and new" small and medium-sized enterprises at the beginning of the year. How do you view and understand the documents issued by the central government to support "specialized, special and new" small and medium-sized enterprises?

Xia Lingmin: the relevant documents issued by the central committee continuously send a clear signal that they firmly support small and medium-sized enterprises to take the road of "specialization, specialty and innovation". They are also aimed at thoroughly implementing the spirit of General Secretary Xi Jinping's important instructions on "cultivating a number of specialized, special and new" small and medium-sized enterprises, and implementing the proposal put forward by the Fifth Plenary Session of the 19th CPC Central Committee "Support the growth of innovative small and medium-sized enterprises as an important source of innovation", the government work report and the work deployment of the leading group of the State Council to promote the development of small and medium-sized enterprises, so as to further enhance the innovation ability and professional level of small and medium-sized enterprises in the "14th Five Year Plan" period.

At present, the proportion of small and medium-sized enterprises in the textile industry is more than 9%, distributed in the upper, middle and lower reaches of the whole industry chain. Since the reform and opening up, the number of small and medium-sized textile enterprises has an absolute dominant position in the industry. It is an important force to expand employment, improve people's livelihood, promote entrepreneurship and innovation, maintain creativity and development toughness, and make great contributions to the industry development and social and economic development. Therefore, the development of small and medium-sized textile enterprises is of great significance to the construction of modern textile industry economic system.

The development action plan of "specialization and innovation" for small and medium-sized enterprises in the textile industry during the "14th five year plan" jointly issued by the industry development department of China Textile Industry Federation and the Ministry of science and technology development is also in response to the instructions and spirit of the central government on the development of "specialized and special new" small and medium-sized enterprises.

China Textile: how do you think textile SMEs should give full play to the advantages of "specialty and innovation"?

Xia Lingmin: 2021 is the first year of China's "14th five year plan". The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China issued suggestions on the 14th five year plan and the long-term goal of 2035, pointing out the direction and drawing the blueprint for us. Entering a new stage of development, the industry needs new responsibilities and calls for new actions. Small and medium-sized textile enterprises should deepen communication and understanding, establish trust and cooperation, build a bridge between "cross-border" series technology, supply chain and value chain, and promote the integration and development of large and medium-sized enterprises and integration innovation; Give full play to the specialization, refinement, characteristics and novelty of small and medium-sized enterprises, and explore the innovation and development road suitable for small and medium-sized enterprises in China's textile industry in the post epidemic era.

Small and medium-sized textile enterprises should first focus on core business, select the main business direction, gather factor resources, improve professional production capacity, and establish stable production, supply, R & D and other professional cooperation and supporting relationship with large enterprises, large projects and industrial chain. Secondly, we should do a good job in fine production, fine management and fine service, and occupy an advantage in the market segments with high reputation and excellent quality products and services. The third is to develop and produce products with regional characteristics and enterprise characteristics by using special resources, carrying forward traditional skills and regional culture, adopting unique processes, technologies, formulas or raw materials. Fourth, carry out technological innovation, management innovation, product innovation and business model innovation, cultivate new growth points in line with "new technology, new industry, new business form and new mode", and form new competitive advantages.

China Textile: in July, at the National Summit Forum of "specialized, special and new" small and medium-sized enterprises, vice premier Liu he pointed out that the soul of "specialty, specialty and innovation" is innovation, and the emphasis on "specialty, specialty and innovation" is to encourage innovation. Innovation has always been the core of the textile industry. In order to strengthen the foundation of textile power, what direction do you think SMEs should focus on to strengthen their own innovation during the 14th Five Year Plan period?

Xia Lingmin: over the years, China's textile industry has always placed innovation at the core of the overall development. The industrial scientific and technological strength has changed from the accumulation of quantity to the leap of quality, from the breakthrough of point to the improvement of systematic ability. The strength of basic research has been significantly improved, and new historic achievements have been made in scientific and technological innovation. Textile industry has broken through a number of technical problems in fiber materials, green manufacturing, textile machinery and other fields.

In the "fourteenth five year plan" development outline of textile industry, it is specially mentioned that innovation driven development strategy should be deeply implemented to create the original technology source of textile industry. Focusing on the four fields of new fiber materials, green textile manufacturing, advanced textile products, and intelligent textile manufacturing and equipment, we will carry out R & D and innovation of technical equipment, complement the short board technology of the industrial chain, realize the safety and self-control of the industrial chain, strengthen the industry's key technological advantages, pay attention to original innovation, increase investment in basic research, and drive the advanced manufacturing, intelligent manufacturing, and intelligent manufacturing of the whole industrial chain Green manufacturing capacity has gradually reached the international advanced level.

China Textile: in recent years, what measures has the China Textile Industry Federation adopted to ensure the high-quality development of "specialized, special and new" small and medium-sized enterprises?

Xia Lingmin: China Textile Industry Federation always attaches great importance to the development of small and medium-sized textile enterprises, and strives to create opportunities for our industrial enterprises. Therefore, China Textile Federation promotes the high-quality development of small and medium-sized enterprises in the industry through four aspects of work guidance.

The first is to guide policy docking. Promote the construction of a fair competition environment conducive to the development of small and medium-sized enterprises. Actively carry out the publicity and implementation of relevant policies, guide, support and help industry enterprises, in combination with their own development strategy needs, make good use of all kinds of special funds, industry guidance funds and special construction funds to invest in scientific and technological innovation, technological transformation, intelligent manufacturing, green manufacturing, brand building, industry service platform construction, etc. We should actively use green finance, encourage the establishment of industry or regional industry green development funds, and attract capital to invest in industry green projects and green enterprises.

The second is to strengthen gradient cultivation. We should establish and improve the database of "specialized and special new" enterprises in the textile industry, and establish the objectives, tasks and measures of phased work, so as to ensure the effectiveness of the cultivation work. At present, 95 enterprises have been selected as the first batch of "specialized and special new" small and medium-sized enterprises in the textile industry, covering 11 sub industries such as industrial textiles, textile machinery and home textile, as well as industry digital services. The second batch of small and medium-sized enterprises with "specialty and special innovation" in the textile industry have basically completed the preliminary declaration and audit work, which will be released in the near future. These enterprises focus on the core business, product refinement, characteristics are obvious, and in the design and development, manufacturing, marketing, information and other fields have a certain degree of innovation demonstration effect.

The third is to improve the service system. In accordance with the overall idea of "continuous, systematic, in-depth and accurate", we integrate and utilize all kinds of high-quality resources, and actively carry out investigation and research, publicity and release, special forums, communication and docking, professional exhibitions, financial services, supply chain, financing and development of large and medium-sized enterprises, and consulting services. Continuously improve the level and quality of professional services, and gradually form a targeted and systematic "specialized, special and new" service system for small and medium-sized enterprises. At the same time, we should support the construction of public service demonstration platform for small and medium-sized enterprises in the textile industry, strengthen the guidance for the work and operation of the public service demonstration platform, and constantly improve the service efficiency of the platform.

The fourth is to strengthen work coordination. The Ministry of industry development, Ministry of science and technology development, China Textile Magazine and other departments and units as the main driving units of the action plan, extensively gather the resources of all parties inside and outside the industry, and establish a working mechanism of collaborative cooperation to jointly promote the development of "specialty, specialty and innovation" of small and medium-sized textile enterprises. In the process of implementation, we should constantly sum up and exchange work experience, and strive to create a new situation to promote the development of small and medium-sized textile enterprises.

It is a long-term and systematic project to promote the development of small and medium-sized enterprises "specialization, specialty and innovation".
