Local Hot Spot: Promotion Of Industrial Sericulture Industry In Shengzhou, Zhejiang Province

Shengzhou City of Zhejiang Province, relying on Musang high tech of babei group, has successfully achieved an annual output of 10000 tons of fresh cocoons (phase I project) on January 20, 2019. Through the measures of planning ahead, progress tracking and talent guidance, Shengzhou City of Zhejiang Province has accelerated the pace of annual output of 100000 tons of fresh cocoons (phase II project), and launched the brand of "China silk highland".

1、 Planning first

The second phase of mosang high tech has an annual output of 100000 tons of functional protein fiber construction project, which is the upgraded version of the first phase of 10000 tons of high-density full-age artificial feed industrialized silkworm rearing project. According to the 14th five year plan, full-age artificial feed industrialized silkworm rearing has been written into the high quality development action plan of sericulture and silk industry (2021-2025) issued by six ministries and commissions. According to the plan, mosang high tech phase II functional protein fiber construction project with an annual output of 100000 tons will be officially constructed on July 30, 2020, and the construction period is expected to be two years. The first phase is planned to be completed by the end of 2021, with an annual output of 40000 tons of fresh cocoons. Next, we will build a production capacity of 60000 tons. On the basis of the first phase project, the second phase project will continuously improve the silkworm rearing technology, upgrade the mechanical equipment, excavate the functional silk, expand the fields outside the textile industry, and strengthen and expand the silk industry. After completion, it will become the world's largest industrial silkworm rearing base with artificial feed. The project is an effective practice of transforming traditional agriculture with industrial thinking, which provides a sample for the transformation and development of sericulture industry. It will vigorously promote the sustainable development of China's sericulture industry and effectively stabilize the status of China's silk industry.

2、 Follow up on progress

All levels and departments at all levels have given strong concern and support. In terms of funds, the provincial financial holding group and other units have given full support to babermousang high tech through the way of industrial funds to help enterprises. After the process of site selection, land index, auction and transfer, the Secretary of the municipal Party committee and the mayor visited the site every month to solve the problems of project implementation. Special meetings led by the Standing Committee of the municipal Party committee and attended by relevant Bureau committees have been held for many times. The specific work of the project, such as compensation for young seedlings, complete delivery of land, access road, power supply, water supply, diversion of middle trunk canal, relocation of ancient trees, clearing and transportation of south end stacking materials, approval of temporary construction permit, outward movement of mobile launching tower, supporting of power special line and steam pipeline, etc. At present, the main structure of No.1 Workshop of mosang high tech phase II project has been completed, 75% of the main works of the supporting plant have been completed, and the main structure of canteen and dormitory has been completed; Decoration design is in progress. The first phase of the project will be completed and accepted in November 2021. At that time, it is necessary to take into account the difficulties such as fire inspection, pipe network acceptance, geothermal acceptance and power facilities, so as to timely coordinate and solve the problems, and speed up the project commissioning progress.

3、 Talent help

The government set up a platform to hold the unveiling ceremony for the Provincial Key Laboratory of silkworm bee resource utilization and innovation research. The science and Technology Bureau followed up the progress of scientific research projects of enterprise research institutes and key laboratories, concerned about the difficulties of enterprise research institutes in the actual operation process and solved them in time. By introducing the introduction of high-quality skilled workers by the human resources and Social Security Bureau, this paper introduces the third-party intermediary service agencies to the enterprises for many times to carry out docking negotiations, and provides countermeasures and assistance for the recruitment difficulties of enterprises. The government has provided 5000 square meters of scientific research base to enterprises and sent 6 sets of talent apartments for experts to carry out scientific research work and life in enterprises. Adhering to the combination of production, learning and research, following the tenet of "high-end talents relying on introduction and intermediate talents relying on training", the project mode of "experts + employees" is adopted to promote enterprises to improve their independent innovation ability and cultivate R & D and industrial talents by means of project implementation and old to bring new ones, thus gradually forming a 113 person R & D team.
