　　 Gao Yong pointed out that foreign investment and cooperation of China's textile industry has gone through an extraordinary two years. The new crown pneumonia epidemic has a great impact on China's textile industry's foreign investment. In 2020, the growth rate of China's foreign direct investment in the industry will obviously slow down; By the first half of this year, the outward investment of the industry showed a recovery growth trend, with the scale of foreign investment reaching US $950 million, up 101.3% year-on-year, accounting for 11.5% of China's manufacturing industry's foreign investment in the same period.

　　 At present, the countries along the belt and road, especially those in Southeast Asia and Africa, are the key regions for overseas green space investment in textile industry, attracting a large number of investment in new production capacity. For the textile industry, it is of great significance for the high-quality development and transformation and upgrading of the industry to actively and steadily carry out international cooperation, comprehensively consider and optimize the domestic and foreign production capacity layout, integrate and utilize the global high-quality resources, and consolidate the core position of the industry in the international textile supply chain.

　　 In his speech, Cao Xuejun pointed out that the "14th five year plan" period is the key starting period for opening a new journey of modern national construction on the basis of building a moderately prosperous society in an all-round way. Based on the new stage, the development of the textile industry should take meeting the people's needs for a better life as the fundamental purpose, promote high-quality development as the theme, and deepen the supply side structural reform as the main line. It is necessary to form an industrial chain supply chain with stronger innovation force, higher added value, more flexibility, more security and reliability, and build a textile power with a higher level. Deepening international textile cooperation is the inevitable requirement of high-quality textile development. It should be based on strengthening the domestic industry, strengthen the awareness of risk prevention and control, build an industrial chain supply chain with mutual benefits and win-win, and expand diversified markets. This is in line with the requirements of promoting the high-quality development of the "belt and road" initiative, and is also the proper strategy for the development of textile power.

　　 Xu Yingxin said at the meeting that as a staunch supporter of the "belt and road" cooperation and an important participant in the "belt and road" construction, China's textile industry has always adhered to the concept of mutually beneficial and win-win international cooperation and development, and has made remarkable achievements. After eight years of hard work, China's textile and garment industry has become a leading and exemplary industry of the belt and road initiative, and fruitful cooperation has been achieved along the belt and road initiative. Since 2000, the total amount of foreign direct investment in China's textile and clothing industry has exceeded 11 billion US dollars, mainly flowing to countries and regions along the belt and road. It has become an industry consensus to adhere to the "belt and road" initiative.

　　 Xiang Lemin said that in recent years, under the guidance of China Textile Industry Federation and other units, Huzhou's modern textile industry has made high-quality development steps. On the one hand, Huzhou has accelerated the "green and quality" development of the industry, forming a whole industrial chain from textile raw materials, weaving to textile and home textile terminal products, with an annual output value of more than 70 billion yuan and four listed enterprises. On the other hand, Huzhou actively serves enterprises to better "go out" and promotes enterprises to deeply participate in the "belt and road" construction.

　　 According to reports, the "belt and road" conference of China's textile industry is held every two years, which is the most authoritative and professional industry event with the theme of international layout of textile industry and "belt and road" cooperation. Since the national "one belt and one road" initiative was proposed in 2013, four sessions of the conference have been held in Beijing, Shanghai, Nanjing and Shengze respectively, gathering global industry development experience and cross-border wisdom to explore the capital, capacity, market integration and win-win way between China's textile industry and the world's textile industry.
