Relevant matters are notified as follows:

(1) the applicant is an enterprise registered within the territory of the people's Republic of China, with independent legal person status (branches of legal person are allowed to declare in case of special industrial situations such as petroleum and petrochemical industry and non-ferrous metal industry), with good economic benefits and good credit record in recent three years.

(2) the intelligent manufacturing level of the applicant shall be in the leading position in China or in the world, with strong demonstration and leading role, the key technical equipment and industrial software used shall be safe and controllable, and the solution shall be free from intellectual property disputes.

(3) the application subject of demonstration factory shall pass the public service platform of intelligent manufacturing data resources (hereinafter referred to as the public service platform), http://miit-imps.com ）To carry out the self-assessment of intelligent manufacturing capability maturity, it is required to meet the requirements of national standard GB / T 39116-2020 intelligent manufacturing capability maturity model level II or above or meet the requirements of relevant industry intelligent manufacturing guidance documents.

(4) the applicant is willing to actively cooperate with on-site assessment and publicity summary, and actively promote typical experience.

(5) in the application materials, the scene description should be focused, concise, and logical, which can provide reference from the implementation methods and elements, guide innovation, and have strong readability. The number of words in each scene should be controlled within 3000 words, which can be illustrated with pictures.

(6) no major or extraordinarily serious work safety accidents, major or extraordinarily serious environmental accidents, and no violation of laws and regulations have occurred to the applicant in the past three years.

(7) the declaration of the pilot area shall be carried out in accordance with the method of "one case, one discussion".

(1) the application subject carries out the application for excellent scenes and demonstration factories through the public service platform, and the paper application materials shall be consistent with the contents filled in online. The application materials for excellent scenarios can be compiled according to the reference guide for typical scenarios of intelligent manufacturing (2021) (Annex 2); For the application direction of demonstration factory, refer to the task of unveiling demonstration factory of intelligent manufacturing (2021) (Annex 3). The declaration subject shall be responsible for the authenticity of the declaration content.

(2) the competent departments of industry, information technology, development and reform, together with the financial and market supervision departments, shall organize the recommendation of the local application projects, complete the online audit before November 23, 2021, fill in the recommendation summary table according to the priority of the recommended projects, and submit the paper version of the application form (Annex 4 and 5) and the recommendation summary table (Annex 6 and 7) with effective official seal Two copies of each shall be submitted to the Ministry of industry and information technology (the first Department of equipment industry) and the national development and Reform Commission (the Department of Industrial Development).

(3) there are no more than 20 and 10 application subjects for excellent scenes and demonstration factories recommended by provinces (districts and cities), and no more than 10 and 5 excellent scenes and demonstration factories recommended by cities with separate planning and Xinjiang production and Construction Corps. Each central enterprise shall declare no more than 6 excellent scenes and 3 demonstration plants, which shall be recommended by the local competent department of industry, informatization, development and reform, and shall not account for the territorial index.

(4) the recommendation work should follow the principle of government guidance and enterprise voluntariness, give priority to recommending projects with good basic conditions, good growth and strong demonstration, and give full consideration to the industry coverage. (1) excellent scenes of intelligent manufacturing. Relying on the factory or workshop, the key requirements are refined for single or multiple manufacturing links. Through the deep integration of 5g, industrial Internet, big data, artificial intelligence, Beidou system and other new generation information technologies with core manufacturing links, we focus on combing and refining the excellent scenes of intelligent manufacturing that can be copied and promoted.

(2) intelligent manufacturing demonstration factory. Focusing on the subdivided industries in the fields of raw materials, equipment manufacturing, consumer goods, electronic information, etc., the intelligent manufacturing demonstration factory will be built around the whole manufacturing process of design, production, management and service, so as to drive the realization of manufacturing technology breakthrough, process innovation, scene integration and business process reengineering, and play a demonstration and driving role.

Support regions with distinctive industrial characteristics, urgent transformation needs and good basic conditions to create intelligent manufacturing leading areas, improve policy system, innovate factor guarantee mechanism, accelerate the integration and application of new technologies, build and improve regional intelligent manufacturing development ecology, and create intelligent manufacturing innovation technology source, demonstration application cluster area, key equipment and solution output place.

Summarize the practical experience during the 13th Five Year Plan period, explore the implementation path during the 14th Five Year Plan period, sort out a batch of new modes and formats of intelligent manufacturing, condense a number of typical intelligent manufacturing scenarios, and constantly improve the reference guide for typical intelligent manufacturing scenarios through case collection and intelligent manufacturing innovation competition.

Combined with the development status and future trend of Intelligent Manufacturing in China, focusing on the subdivided industries in the fields of raw materials, equipment manufacturing, consumer goods, electronic information, etc., the tasks of intelligent manufacturing demonstration factory to be unveiled and the annual plan are formulated.

(3) build intelligent manufacturing demonstration factories. Encourage local industry and competent departments of informatization, development and reform, finance, market supervision and other competent departments to jointly promote the construction of provincial intelligent manufacturing demonstration factories, and recommend projects with remarkable results, prominent demonstration role and good growth to unveil the tasks of national intelligent manufacturing demonstration factories. The intelligent manufacturing expert committee (hereinafter referred to as the Advisory Committee) of the national manufacturing Power Construction Strategy Advisory Committee (hereinafter referred to as the Advisory Committee) takes the lead in demonstrating the pilot area establishment scheme by adopting the method of "one case, one discussion". The Ministry of industry and information technology, the national development and Reform Commission, etc. shall approve the establishment of the pilot area.

(5) promote the application of intelligent manufacturing. Summarize and refine the implementation experience and construction effect of typical intelligent manufacturing scenarios, demonstration plants and pilot areas, hold on-site meetings by industry and region, organize in-depth activities of intelligent manufacturing demonstration plants, system solution suppliers entering the park and entrepreneurs' dialogue, prepare excellent case sets, and accelerate the popularization and application of intelligent manufacturing implementation experience.

6. Implement dynamic management. The validity period of the intelligent manufacturing demonstration factory and the pilot area is 3 years. According to the principle of "dynamic adjustment", the review is carried out regularly. If the re evaluation fails, the pilot demonstration title shall be cancelled. Relevant units shall submit the progress of project implementation regularly.

(1) strengthen organizational leadership. The Ministry of industry and information technology, the national development and Reform Commission, together with the Ministry of Finance and the General Administration of market supervision, have done a good job in overall coordination, organization, implementation, evaluation and management of pilot demonstration actions. We should give full play to the role of the intelligent manufacturing expert committee of the National Strategy Advisory Committee for building a strong manufacturing country, and strengthen the research on forward-looking and strategic issues of intelligent manufacturing. The provincial authorities in charge of industry, informatization, development and reform should implement the pilot demonstration actions, and strengthen the guidance, support and service for the intelligent manufacturing demonstration factories and pilot areas.

(2) strengthening policy coordination. Promote the integration of qualified intelligent manufacturing pilot demonstration projects into key R & D plans and special support for related industry development. We will promote the effective convergence of relevant national industrial funds, financial institutions, social capital and intelligent manufacturing pilot demonstration actions. We should strengthen the coordination of central and local policies, encourage local governments to issue supporting policies, increase support, and guide the gathering of various social resources to form a systematic work pattern.

(3) improve service capability. We should build a public service platform for intelligent manufacturing data resources, formulate public service platform specifications, and build a service network with complementary advantages and collaborative development. We will speed up the formulation and revision of key standards and the promotion of standard implementation, and promote the formation of a working pattern of iterative optimization and mutual promotion of standards and pilot demonstration. Accelerate the cultivation of system solution suppliers, promote the standardized development, and guide the provision of professional, high-level, one-stop integrated services.

(4) strengthen summary and publicity. All localities, relevant industry organizations and relevant enterprises should strengthen the experience summary of pilot demonstration actions, carry out a series of publicity activities by industry and region, and build a multidimensional and three-dimensional publicity system. Make use of the world Intelligent Manufacturing Conference, world intelligent conference and other platforms to publicize the excellent scenes, new technologies, new equipment and new achievements of Intelligent Manufacturing in a timely manner, and set up a benchmark for industrial and regional transformation and upgrading.
