How To Get Through The Last Kilometer Of Cargo Transportation Under The Epidemic Situation
The
Nowadays, the epidemic situation in Shanghai is still continuing. Under the epidemic situation, the problems of express delivery and logistics are more and more concerned.
Recently, the news that "SF City Knights earn more than 10000 yuan a day" circulated on the Internet. During the period of Shanghai's closure, riders on various platforms who have permits to move freely in the urban area have become an important force to ensure supply. At the same time, they also bear several times more workload than usual during this special period, and many people have also received several times more income than usual.
Behind the high income of riders is the scarcity of logistics resources. Under the epidemic situation, textile and garment domestic trade enterprises are suffering, and foreign trade export enterprises are also in trouble.
"The most worrying thing still happened"
Foreign trade enterprises lose orders frequently
"At present, the export of enterprises is greatly affected." Recently, Gao Baolin, chairman of Shanghai Zhonghao Knitting Co., Ltd., talked about it in an interview with a reporter from textile and garment weekly. Shanghai Zhonghao Knitting Co., Ltd. is an enterprise mainly engaged in sock products. In recent years, the export of socks has been far ahead in China. Its products are mainly exported to the United States, Japan and Europe. In 2019, more than 1.8 billion pairs of socks such as silk stockings, cotton socks and pantyhose will be exported. The main products are ODM of top brands and private brand products. Gaobaolin said that not only the maritime logistics for export, but also the domestic freight transportation was blocked.
"The most worrying thing still happened. Just after answering the phone call, another export order was cancelled, with an estimated loss of 1 million yuan." Wang Ping, general manager of Wuxi Lumeng Garment Co., Ltd., said that since March, due to epidemic prevention and control, logistics, transportation, supply chain and express delivery industry were suspended or constrained, three orders for Lumeng clothing had been cancelled. However, for the orders signed successfully, the raw and auxiliary materials cannot be imported, and the finished clothing cannot be exported, even affecting the supply chain and franchisee relations, laying hidden dangers for the follow-up operation.
Wang Ping said that in order to repair the customer relationship in time and restore the reputation of Lumeng clothing, they have changed part of their foreign trade orders to air transportation. Although the transportation costs have risen sharply, which has seriously squeezed the profit margin, they can only swallow the front teeth. She calculated the account, taking goods to Vietnam as an example. For a 20 foot container with 11 tons of goods, the shipping cost is about 10000 yuan, but the air transportation price is about 165000 yuan, and the cost of freight insurance alone has increased nearly 16 times.
Not only in Wuxi, Lianyungang beautiful poem Clothing Co., Ltd. is also suffering from poor logistics and reduced orders. Tao Shiping, the general manager of meilishi clothing, who has been shut down for more than 20 days, said that due to the epidemic situation, foreign trade orders decreased, the rate of employees coming to work was insufficient, and the production rhythm of the enterprise was disrupted. In the first quarter, the loss was at least 1 million yuan, while the profit in the first quarter of previous years was at least 1 million yuan.
In analyzing the reasons for the decrease in foreign trade orders, Tao Shiping, who has been engaged in foreign trade for many years, said: "half of our products are exported overseas, and the fluctuation of the international market has a great impact on us." In recent years, some middle and low-end orders have generally shown a trend of transferring from home to abroad. After the outbreak of the global epidemic, due to the earliest resumption of work and production of domestic factories, textile and clothing export orders have returned in many countries. However, this year, the production capacity of many Southeast Asian countries has recovered, and many orders have gone back.
Gao Baolin also said that due to the supply chain instability caused by the epidemic, the production cycle could not be guaranteed, and many orders were transferred to Southeast Asia.
Foreign trade export blocked by logistics
Take the goods and get stuck on the way
"Help! Are there any Beijing friends in the group who can forward them?" Recently, the reporter saw in the wechat group that the textile enterprise had issued a help seeking information. The information said that although the enterprise has a DHL account number, the international express delivery in Jiangsu, Zhejiang and Shanghai areas needs to take off from Pudong, Shanghai, and can not be sent due to the impact of the epidemic situation. Therefore, we hope that friends in the wechat group can help forward the message from Beijing.
Zhou mu, the head of a garment foreign trade manufacturing enterprise from the inland province of Anhui, said that since March 28, they had received notices from international express companies, freight companies and warehouses that they would suspend relevant services due to the impact of epidemic control. Even if some companies take away the goods in order to collect the goods, most of them are stuck on the way, and there is no logistics news for a few days. At present, the freight forwarding companies that have suspended services have not yet made clear when they will return to normal.
Xu Yang, COO, co-founder of yunqu, said in an interview with the reporter of textile and garment weekly that the impact of the epidemic on international logistics at present mainly includes the following aspects:
First, there are obstacles in ports and routes. Due to the closure of some storage yards and warehouses in the port due to the epidemic situation, the loading and unloading of containers by import and export customers will be affected, and some goods piled up in the storage yard can not be handled in time. At the same time, Maersk, MSC and other large-scale shipping companies have cancelled the plan of connecting multiple routes in Shanghai in order to ensure the ship loading rate and reduce congestion. ?
Secondly, some factories in Jiangsu, Zhejiang and Shanghai were forced to stop production due to the epidemic, which will have an impact on the production and shipment of goods.
The third is the obstruction of road transportation. Due to the road control in Shanghai and the surrounding Jiangsu, Zhejiang and Anhui, some high-speed intersections are closed and advised to return, which will lead to the delay of highway transportation, and then affect the arrival of goods into the port. At the same time, the blocking of roads has also affected the supply of raw materials and parts, and increased the impact on factory production.
The fourth is the impact on offline business. Under the current sealing and control measures in Shanghai, most of the personnel stay at home, which will have a certain impact on the documents and payment business that need to be handled at the counters of ports, banks and shipping companies.
Statistics show that in 2021, the container throughput of Shanghai Port exceeded 47million TEUs, ranking first in the world for 12 consecutive years.
In the process of Yangtze River Delta integration, the Yangtze River Delta area with Shanghai as the center has become the area with the largest ship density and the busiest traffic organization in the world. Xu Kai, director of the Shipping Information Research Institute of Shanghai International Shipping Research Center, points out that the number of positioning signals of ships along the Yangtze River Delta is more than 15000 all the year round. In addition to the special natural environment and complex channel order of the Yangtze River Estuary, it has become the most densely populated water area in the world.
On April 12, in order to overcome the impact of the epidemic and ensure the normal operation of sea and airport ports, Shanghai Customs urgently issued the second batch of targeted measures to promote the efficiency of customs declaration and delivery, and further enhance the port's collection and distribution capacity. For customs declaration business, Shanghai Customs said that at present, import and export declaration forms of main business can be declared online through "single window" of international trade and "Internet + customs". According to the actual situation, enterprises can choose the mode of "advance declaration" and "two-step declaration" to go through the declaration procedures as soon as possible. There is no sequence requirement for declaration and replacement of customs declaration, and bill of lading is not required to be submitted during declaration.
In view of the situation that employees of import and export enterprises are unable to handle business at the port site under control, Shanghai Customs said that enterprises can carry out inspection by "not meeting". After receiving the notice of goods inspection, the enterprise may choose "not to accompany the inspection" or "entrust the operator of the supervision workplace to accompany the inspection" instead of sending personnel to accompany the inspection. Shanghai Customs promised that: the customs of all sea and air ports in Shanghai Customs area will actively adopt the mode of unaccompanied inspection according to the application of enterprises, so as to fully inspect the import and export goods with inspection conditions; For key commodities such as people's livelihood and supply guarantee, green channels should be set up and priority should be given to inspection.
In addition, Shanghai customs also suggested that enterprises should timely inquire about the release status of customs declaration forms through the "single window" of international trade, and strengthen the cooperation with customs declaration, freight forwarders and freight stations, so as to further accelerate the speed of goods leaving the port area and the warehouse of cargo terminal, so as to improve the overall efficiency of port collection and distribution.
However, affected by the epidemic prevention and control, some of the goods whose exports were blocked are transferring from Shanghai port to Ningbo Zhoushan port or Nanjing port.
Focus on truck drivers
Get through the last kilometer of cargo transportation
Freight logistics is an important part of the industrial chain supply chain, and is the "last kilometer" to ensure people's livelihood and material supply.
Truck drivers and other logistics practitioners who "have been living on the road" are important forces to ensure the "continuous line" of logistics supply chain.
Recently, truck drivers who are often seen in newspapers have indeed experienced many hardships, which also leads to the dilemma that even if some enterprises charge a high price of 30000 yuan for freight, no drivers are willing to accept orders.
Truck drivers are worried that after the goods are delivered to Shanghai, due to the fact that Shanghai is an epidemic area, truck drivers will not be able to get off the high speed in some places due to the fact that Shanghai is an epidemic area; Even if they get off the highway, they will be required to be isolated locally. Generally, they will be isolated for half a month, and there will be no income for this half month.
The reporter learned that in order to combat the epidemic situation, container vehicles and drivers entering and leaving Shanghai port need to be inspected more strictly, which has significantly affected truck freight. Since March 29, container vehicles involved in inbound transportation of Shanghai port need to hold electronic epidemic prevention pass issued by Shanghai port group, Container truck drivers need to hold both a negative nucleic acid test within 48 hours and a negative antigen test within 24 hours to obtain a pass.
Strict epidemic prevention measures have led to significant drag on container truck freight. During the control period of Shanghai, container truck freight transport is basically in a "semi paralyzed state". It is very difficult for vehicles to enter Shanghai and even if they do, it is difficult to get out. Many container yard personnel and truck drivers are locked in their residential areas, resulting in a lack of vehicles for empty containers.
In addition to the drag of the epidemic prevention and control measures on the efficiency of container truck freight transport in Shanghai port, the trans provincial transportation is also significantly hindered. Most of the goods exported by Shanghai Port come from the Yangtze River Delta, but many places in the Yangtze River Delta take measures to persuade the vehicles from Shanghai to return directly; In addition, after entering Shanghai, vehicles from other places need to be isolated for 14 days after returning, which leads to many vehicles unwilling to enter Shanghai. The blocking of road transportation will affect the import and export of many goods, which will lead to the delay of export delivery time and the economic loss that cannot be estimated. How to do a good job in the Yangtze River Delta logistics coordination, has become an urgent matter. Different isolation policies are the external reasons for the shortage of some transport capacity, which further aggravates the logistics difficulties of foreign trade enterprises exporting from Shanghai port.
In order to ensure the stability of the supply chain of foreign trade industry chain, Gao Baolin, chairman of Zhonghao, put forward the following suggestions and appeals: in order to avoid the isolation of drivers caused by transporting foreign trade goods into Shanghai, it is suggested to establish two-stage logistics. In other words, a temporary hub will be built near the periphery of Shanghai. After unloading, the foreign freight cars will be transported back to the foreign trade warehouse center by the local trucks in Shanghai. Without contact between the two parties, the risk of drivers being isolated can be reduced, so as to minimize the impact on transport capacity.
In response to the epidemic situation, the Yangtze River Delta region can maintain multi-party coordination, try to "pass" mutual recognition and intercommunication, establish and improve the communication mechanism, and timely solve the problems and sudden situation in cargo transportation.
The owner of the goods shall apply to the competent department for the preparation of single batch of goods, that is, declaration in advance and inspection and release at the highway crossing. ?
