It was proposed that from 2022 to 2025, the central finance plan would support local governments to carry out digital transformation pilot projects for small and medium-sized enterprises in three batches, so as to improve the ability of digital public service platforms to serve small and medium-sized enterprises, We will create a number of small, fast, lightweight and accurate digital system solutions and products, and form a number of typical digital transformation models that can be replicated and promoted. Around 100 subdivided industries, we will support about 300 public service platforms, and create 4000 to 6000 "small lighthouse" enterprises as digital transformation samples.

The circular made it clear that small and medium-sized enterprises in key fields of manufacturing industry and key links of industrial chain will be the key direction of digital transformation pilot, and they will be inclined to small and medium-sized enterprises in pharmaceutical and chemical manufacturing, general and special equipment manufacturing, automobile parts and accessories manufacturing, transportation equipment manufacturing, electrical machinery and equipment manufacturing, computer and other industries. At the same time, we will cultivate a number of service platforms rooted in the subdivided industries and familiar with the needs of small and medium-sized enterprises, and provide digital services such as transformation consultation, diagnosis and evaluation, equipment transformation, software application and so on.

We should encourage the central government to support the transformation of small and medium-sized enterprises, and give full play to the role of the central government in promoting the transformation of the environment. At the same time, it is clear that the central finance arranges reward and subsidy funds to support the service platform, which provides digital transformation services for small and medium-sized enterprises. Among them, about 100 service platforms will be supported in 2022.
