China ASEAN RCEP'S Industrial Advantages Are Increasingly Prominent

This year is the first year for the establishment of China ASEAN comprehensive strategic partnership and the year when the regional comprehensive economic partnership agreement (RCEP) comes into effect. With the in-depth implementation of major national strategies such as the western land sea new channel and Pinglu canal, the implementation of RCEP and the start of the construction of China ASEAN Free Trade Area version 3.0, Guangxi's advantages in developing green petrochemical industry facing ASEAN with Qinzhou as the core have become increasingly prominent.

On September 14, the 2022 China ASEAN International Cooperation Forum on petroleum and chemical industry, jointly sponsored by the Qinzhou Municipal People's government, the development and Reform Commission of Guangxi Zhuang Autonomous Region, the Department of industry and information technology of Guangxi Zhuang Autonomous Region, the China Petroleum and Chemical Industry Federation and the China chemical industry information center, was held in Qinzhou.

Gu Xiulian, vice chairman of the Standing Committee of the 10th National People's Congress, delivered a video address to the conference. Li Shousheng, President of China Petroleum and Chemical Industry Federation, Zheng Yuguo, academician of Chinese Academy of engineering and President of bioengineering School of Zhejiang University of technology, Han Sheng, foreign academician of Russian Academy of natural sciences and President of Scientific Research Institute of Shanghai University of applied technology, Zhang Xinmin, vice president of China Textile import and Export Chamber of Commerce, mayor of Qinzhou Municipal People's government, Mr Wang xiongchang, director of Qinzhou Port Area Management Committee of the free trade zone, delivered keynote speeches respectively.

With the theme of "sharing RCEP new opportunities and win-win Petrochemical new future", the forum focused on the development and cooperation of petrochemical downstream industries such as high-end chemical fiber and textile, fine chemicals and new materials, and promoted the construction of cross regional cross-border industrial chain, focusing on the establishment of China ASEAN comprehensive strategic partnership, the effective implementation of RCEP, and the start-up of China ASEAN Free Trade Area version 3.0 Supply chain, better service and integration into the new development pattern.

After more than ten years of development, Qinzhou petrochemical industry has continuously strengthened its industrial base and advantages. It will further develop and expand four major industrial clusters, including new olefin materials, chemical fiber and textile, fine chemical industry and new energy materials, and promote the industry to be high-end, intelligent and green. We hope to work with all parties to deepen the cross-border industrial chain, scientific and technological innovation, high-level talents, etc Professional supporting services and other aspects of cooperation to jointly build important petrochemical industry clusters facing ASEAN.

China is the largest textile and garment producer and exporter in the world. In the construction of the belt and road initiative, ASEAN is one of the key regions of China's international textile production capacity cooperation. The textile and garment industries of China and ASEAN are highly complementary. There is great potential for international cooperation in the region to form a closed loop of industrial chain, supply chain and value chain.

At the China ASEAN International Cooperation meeting on chemical fiber and textile held at the same time, Hua Shan, director of the industry department of China Textile Industry Federation, introduced the opportunities and challenges in the textile field between China and ASEAN, and put forward suggestions for future development. She pointed out that at present, China's textile industry is speeding up the construction of a global production network system and resource allocation system, and ASEAN, as a close neighbor, is an important cooperation region for China's textile industry. Since this year, RCEP has come into effect among eight ASEAN Member States and China, which has created a very good environment for trade and investment cooperation between China and ASEAN.

Wang Huaping, director of Key Laboratory of high performance fiber and products of Ministry of education of Donghua University and deputy director of fiber special committee of China Textile Engineering Society, elaborated how to carry out international cooperation with ASEAN from the perspective of chemical fiber industry chain. Adhering to the idea of "14 trillion level chemical fiber industry cluster, Qinhua chemical fiber industry will fully develop in the process of" five trillion "chemical fiber industry.

In August this year, Tongkun Qinzhou green chemical base phase I new chemical materials project was accepted and announced. At the meeting, Li Shengjun, vice president of Tongkun group, talked freely about the new thinking on the development of chemical fiber enterprises under RCEP from the perspective of enterprises. He introduced that Tongkun is based on the strong chain, complementing the chain and extending the chain, develops in an all-round way, takes economic benefits as the center, adheres to the whole industry chain building strategy, and focuses on the existing dominant polyester chemical fiber industry to build a complete downstream ecological circle. Building a green chemical industry base in Qinzhou is in line with the national strategy of western development, with the support of local policies, it will have a bright future.

As the host of the meeting, Wang Yuping, director of the national advanced functional fiber innovation center, said that industrial chain innovation needs the joint efforts of industry, University and Research Institute. It is suggested that in the process of building a trillion level industrial cluster, Qinzhou should not only introduce investment from leading enterprises, but also introduce new research and development institutions to provide technical services for the entire petrochemical and textile chemical fiber enterprises.

In addition, Bai Ming, deputy director of the International Market Research Institute of the Research Institute of the Ministry of Commerce, and Shi Xianping, President of the China Dyestuff Industry Association, introduced the new opportunities for international trade and dye industry after the implementation of RCEP. Zhang Zifei, deputy secretary of Qinnan District, Qinzhou City Xiao Lifu, district chief of the people's Government of the people's Republic of China, introduced the construction plan of ASEAN chemical fiber textile industrial base and Qinnan Modern Light Industry Textile Industrial Park.
