Shengze Releases The First White Paper On Climate Innovation Of Industrial Clusters

On October 25, 2022, at the 11th Jiangsu (Shengze) Textile Expo, China Textile Information Center and Shengze Town, an important textile town in China, jointly released the white paper on climate action of Shengze textile industry (hereinafter referred to as "white paper").

The white paper systematically combs the development status of Shengze textile industry and green and low-carbon development progress, analyzes the opportunities and challenges faced by the industry in the implementation of climate action at present and in the future, completes the baseline measurement of greenhouse gas emissions of Shengze textile industry for the first time, identifies the key sources, fields and enterprises of industrial emission, and clarifies the goal of dual carbon industry Emission reduction roadmap and key tasks.

Energy consumption of Shengze textile industry is speeding up the transformation to high efficiency, low carbon and clean. First, the total energy consumption shows a slow growth trend. From 2015 to 2019, the total energy consumption of Enterprises above Designated Size in the textile industry increased by 140300 tons of standard coal, with an average annual growth rate of 1.93%; In 2020, affected by the epidemic situation, the economic development and energy consumption of the industry will drop significantly. In 2021, with the recovery of industrial economic development, the energy consumption will recover to 1844800 tons of standard coal, but still lower than the level in 2019. Second, energy efficiency has been gradually improved. Since 2015, Shengze has established and improved the "double control" system of energy consumption intensity and total amount, and the overall energy consumption intensity of textile industry has maintained a downward trend. In 2021, the energy consumption intensity of Enterprises above the designated level of textile industry is 0.34 tons of standard coal / 10000 yuan, which is 14.85% lower than that in 2015. Third, the energy consumption structure has been continuously optimized, and the energy consumption is accelerating the transformation from primary energy to secondary energy. In 2021, the total coal consumption will drop to 560300 tons of standard coal, accounting for 30.4% of the total energy consumption of the cluster, which is 13% lower than that in 2015; The sum of electricity and heat consumption accounts for 66.3% of the total energy consumption of the cluster, which is about 9% higher than that in 2015. From 2015 to 2021, the sum of the three energy consumption accounted for more than 96% of the total emissions of the cluster. Fourth, the emissions show strong aggregation. In terms of industrial distribution, the emissions of textile industry and chemical fiber manufacturing industry in 2021 accounted for 61.43% and 38.42% respectively. More than 80% of enterprises are distributed in clusters.

The greenhouse gas emission of Shengze textile industry shows the following characteristics:

From 2020 to 2020, the total carbon dioxide emissions will rise significantly, that is to say, the total carbon dioxide emissions will rise from 20240 tons to 6 83000 tons in 2020, and then decrease.

Secondly, the trend of emission intensity is opposite to the total emission, that is, it decreases first and then increases. In 2021, the emission intensity is about 1.21 tons of CO2 equivalent / 10000 yuan.

Third, emissions mainly come from electricity, raw coal and heat consumption.

Shengze textile industry climate action goal and path are clear. Based on the results of scenario analysis, considering the national dual carbon target, local peak task requirements and Shengze textile industry development plan, Shengze can choose the strengthening action scenario path as the textile industry climate action path. Under this scenario, the emission of greenhouse gases from textile industry will reach a peak in 2029, with a peak level of 12.146 million tons of CO2 equivalent, a platform period of 2029-2035, and a neutralization time of 2058. The emission will be controlled below 1.5 million tons of carbon dioxide equivalent. In order to achieve the above goals, Shengze should formulate and implement the green and low-carbon transformation action plan of textile industry, build a modern textile industry system characterized by high efficiency, green, recycling and low-carbon, so as to achieve high-quality and sustainable development. We can focus on the low-carbon transformation of energy consumption, build a green and low-carbon industrial system, enhance the ability of green technology innovation, and focus on cultivating green and low-carbon brands.

The release of the white paper is not only the embodiment of Shengze's active implementation of the national dual carbon strategy and the commitment of "Shengze textile industrial cluster carbon neutral vision", but also the embodiment of Shengze's determination to build a world-class climate action demonstration zone for textile industry. This will greatly boost the confidence of local enterprises to carry out the double carbon action, and will lead more textile enterprises and industrial agglomeration areas to take action, and promote the industry to accelerate the green and low-carbon transformation. The climate innovation practice of Shengze textile industry has important practical significance for China and the world to explore the effective path of carbon neutralization in textile industry.

In order to further serve the green, low-carbon and sustainable development of Shengze textile industry, China Textile Industry Federation also set up a sustainable innovation office in Shengze to promote the sustainable development ability of Shengze textile industry and promote the construction of Shengze world-class climate action demonstration zone for textile industry.

Since the double carbon target was put forward, Shengze has taken the lead in response to carry out the double carbon work in the textile industry. On June 16, 2021, Shengze released the carbon neutral vision of textile industry cluster, and established the development goal, that is, strive to create the best practice of China's industrial regional climate governance, strive to take the lead in building the world's leading zero carbon textile industrial cluster, and make action commitments, mainly including the establishment of Shengze Town's carbon peak, carbon neutralization work leading group and work Implementation Committee as soon as possible, Join the China Textile Industry Federation's "climate innovation 2030 action", formulate carbon emission baseline and dual carbon roadmap planning of Shengze textile industry in line with the Paris Agreement and China's independent contribution goals, and issue the "Shengze textile industry climate action white paper", etc. In July 2021, Shengze launched the "Wujiang high tech Zone (Shengze Town) textile industry climate innovation action project" and carried out the preparation of "Shengze textile industry climate action white paper". On August 17, Shengze textile and garment enterprise climate training camp was successfully held in Shengze. More than 50 enterprise representatives from 41 key enterprises and seven sub sectors of Shengze textile and garment industry participated in the training camp, focusing on improving the enterprise's climate change professional knowledge level and climate innovation action ability.

Shengze's exploration and practice will have important practical significance for China and the world to explore the path of carbon neutralization in textile industry, and also has reference significance for other industrial fields.
