At present, the digital transformation of the world economy has become the general trend. Small and medium-sized enterprises are an important part of the real economy, and also the focus and difficulty of industrial digital transformation. In order to implement the decision-making and deployment of the CPC Central Committee and the State Council on accelerating digital development, and promote SMEs to enhance their comprehensive strength and core competitiveness through digital transformation, the guideline for digital transformation of small and medium-sized enterprises (hereinafter referred to as the guide) is formulated.

(1) enhancing the matching degree of supply and demand
Internet platform enterprises and digital transformation service providers and other suppliers focus on the common digital needs of small and medium-sized enterprises, and develop basic digital applications such as instant communication, remote cooperation, project management and process management. Following the idea of "large enterprises build platforms and small and medium-sized enterprises use platforms", large enterprises create industrial Internet platforms that meet the needs of small and medium-sized enterprises, export mature industry digital transformation experience, and drive small and medium-sized enterprises in the upstream and downstream of the industrial chain supply chain to carry out digital transformation. Digital transformation service providers of subdivided industries develop and promote products and services with industry characteristics. Low code service providers continue to improve the scalability of products, and help business personnel build digital applications independently and efficiently to meet the needs of instant personalization.

Digital transformation service providers, Internet platform enterprises, industrial Internet platform enterprises, etc. through the combination of online and offline, display scene integration application and transformation method path, and enhance the awareness and willingness of small and medium-sized enterprises in digital transformation. Where conditions permit, we can explore different industries and areas to promote the digital transformation of small and medium-sized enterprises.
(2) increase financial support
According to the idea of "enterprises give up a little, platforms give way to a little, and the government makes up a little bit", we should lower the threshold of digital transformation of small and medium-sized enterprises, and encourage the platform to reduce and reduce the common demand expenditure for transformation if conditions permit. We should give full play to the role of local government special funds to support "chain owners" and "chain star" small and medium-sized enterprises with outstanding transformation effect. Financial institutions are encouraged to develop special products and services for the digital transformation of small and medium-sized enterprises, set up special loans for digital transformation of small and medium-sized enterprises, and broaden the financing channels for the transformation of small and medium-sized enterprises.
(3) promotion of pilot application
In combination with local key industries and key fields, small and medium-sized enterprises' digital transformation pilot demonstration is selected to cultivate and promote the digital transformation case benchmark of small and medium-sized enterprises, and small and medium-sized enterprises are encouraged to "look at the sample and learn from the sample". We will support specialized and innovative small and medium-sized enterprises to carry out digital transformation, and play a leading and exemplary role in promoting the digital development of more small and medium-sized enterprises. We should cultivate and select a number of replicable typical models of upstream and downstream collaborative transformation of industrial chain supply chain, promote the innovative mode of large and medium-sized enterprises, and effectively support the supply chain of industrial chain to supplement and strengthen the chain.
(4) improve supporting services
We should build and improve the public service system for digital transformation of small and medium-sized enterprises, strengthen the construction of public service platform for digital transformation of small and medium-sized enterprises, and improve the public service capabilities of policy publicity, diagnosis and evaluation, resource docking, talent training, engineering supervision, etc. To organize and carry out the "inquiry" service for the digital transformation of small and medium-sized enterprises, and organize experts to go deep into the front line of small and medium-sized enterprises to carry out "resident" diagnosis service. We will support vocational colleges and large enterprises to build digital talent training bases and improve the supply of digital talents for small and medium-sized enterprises.

Strengthen the construction of new infrastructure such as industrial Internet, artificial intelligence, 5g and big data, and optimize the external environment for digital transformation of small and medium-sized enterprises. We will build and improve the local business environment assessment system, and bring the achievements of digital transformation of small and medium-sized enterprises into the scope of assessment. We will carry out conferences and activities related to the digital transformation of small and medium-sized enterprises and create a good development atmosphere. We should give full play to the role of government guidance fund to drive social capital to support small and medium-sized enterprises' digital transformation service providers to become bigger and stronger. Based on the reality of digital transformation of local small and medium-sized enterprises, we should optimize policies and measures such as finance, finance, talent training and so on, so as to stabilize the policy expectation of transformation of small and medium-sized enterprises.
