Industry Representatives: Textile Industry Representatives Of The National Two Sessions In 2023 Are Interested In High-Quality Development

To maintain the safety and stability of the textile industry chain and supply chain, this year's attention has been further increased.

"This year, I am very concerned about the safety of the industrial chain supply chain and the expansion of exports," Liu Zibin, a deputy to the National People's Congress and chairman of Lutai Textile Co., Ltd., told China Textile News.

Liu Zibin said that at present, due to the continuous increase of China's processing and manufacturing costs and the rise of trade environment risks, the transfer of international textile industry investment and international purchase orders to other developing countries and regions has formed a trend. The textile processing capacity invested by the United States, the European Union, Japan, South Korea and other countries in Southeast Asia has grown rapidly in recent years. Long term development is bound to form a competitive relationship with China's textile industry, which will pose a major challenge to the sustainable and healthy development of China's textile industry.

Shao Changjin, deputy to the National People's Congress and chairman of Xinxiang Bailu Investment Group Co., Ltd., also expressed concern about the stability and security of the textile supply chain in an interview. He said that the stable supply of high-quality raw materials is the basis for the steady and healthy development of the textile industry. In recent years, the capacity of viscose fiber and Lyocell fiber has been expanding, and the demand for dissolving pulp is also increasing. China's dependence on the import of dissolved pulp has also continued to increase, reaching more than 80% by 2021. This poses a potential threat to China's industrial security. In order to strengthen the guarantee of raw materials for the textile industry and maintain the safety and stability of the industry, Shao Changjin suggested accelerating the cultivation and development of bio based chemical fiber manufacturing industry.

The 20th National Congress of the Communist Party of China proposed that by 2035, China should build a modern economic system, form a new development pattern, and basically realize new industrialization, informatization, urbanization, and agricultural modernization.

Wan Bin, a deputy to the National People's Congress and general manager of Linqing Sanhe Textile Group Co., Ltd., said that the textile industry is highly market-oriented and internationalized. On the basis of basically building a textile power, it is necessary to further promote the modernization of the whole textile industry chain and contribute to the textile industry for the modernization of China. He said that promoting the modernization of key textile industrial clusters plays an important role in building a modern economic system, leading and driving the high-quality development of industrial clusters and industries, promoting the upgrading of county economic development, promoting regional coordinated development and achieving common prosperity.

Wang Zhen, deputy to the National People's Congress and chairman of Ordos Resources Co., Ltd., is very concerned about building a modern textile industry system and promoting the construction and development of textile industry clusters. She said that the textile industry in Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao Greater Bay Area and other regions is very developed, and the textile industry in Inner Mongolia and Xinjiang in the central and western regions has obvious advantages. She suggested that relevant competent departments rely on industry associations to select a group of well developed and representative textile industry clusters to give key support in the construction of modern industrial system and play a leading, exemplary and driving role.

The report of the Twentieth National Congress of the Communist Party of China stressed that the strategy of strengthening the country with talents should be implemented in depth. The report also proposes to build a talent team with large scale, reasonable structure and excellent quality.

At this meeting, she brought suggestions on "strengthening the role of public welfare units for talents in the textile industry in the national skilled personnel training and construction system".

Li Chengxia, a deputy to the National People's Congress and chairman of the trade union of Changzhou Laosan Group and a sample garment worker, told reporters that she brought two suggestions to the conference this year, both about workers in the front-line industries. First, suggestions on deepening the reform of industrial worker team construction in non-public enterprises, and second, suggestions on promoting the construction of new labor relations and labor security systems that adapt to the digital era. "Influenced by factors such as work experience and skill level, front-line industrial workers have relatively little room for promotion, and it is difficult to rise to advanced technical and management positions." For this reason, she suggested that more effective ways should be taken to open up the fast growth lane of industrial workers in non-public enterprises. We will intensify efforts to organize labor and skill competitions in non-public enterprises, commend a group of outstanding industrial workers through competition training and selection, and accelerate the upgrading of industrial workers in small, medium-sized and micro enterprises.
