As an important commodity cotton production base in China, the XPCC produces more than one-third of the country's cotton with a quarter of the country's planting area. In order to further improve the cotton quality and market competitiveness of the Corps, in 2021, the Corps proposed to establish a cotton quality traceability system.

The cotton quality traceability is to associate the cotton planting and harvesting information with the processing enterprise and the notarized inspection result information through the unique identification code, so as to achieve the accurate traceability of cotton production throughout the whole process. After the traceability is completed, the quality traceability subsidy will be calculated for the seed cotton that meets the specified quality standards according to the notarized inspection results, and will be distributed to the actual cotton growers.

The implementation of cotton quality traceability is an important part of improving the cotton target price policy, a specific means of implementing cotton quality subsidies, and an important measure to promote cotton quality. A few days ago, the Leading Group for the Reform of the Target Price of Cotton of the XPCC issued the Implementation Plan for the Cotton Quality Traceability of the XPCC in 2023 (hereinafter referred to as the Plan), proposing specific measures to further strengthen cotton quality management.

Why should cotton quality traceability be implemented? What are the main contents of the Plan? How will we ensure the income of cotton growers, improve cotton quality, and promote the coordinated development of the industrial chain? Carry out cotton quality traceability in all cotton growers

Cotton fiber length and breaking strength are important indicators to measure cotton quality and determine the use value and economic value of cotton. According to the public inspection data of China Fiber Quality Monitoring Center, in 2021, the average cotton fiber length of the Corps will be 29.39 mm, the average breaking specific strength will be 29.36 cN/tex, and the quality index will be "Double 29", reaching the standard of high-quality cotton.

In 2022, the overall quality index of cotton of XPCC will reach the "Double 29" and above quality cotton standard. Compared with the autonomous region and the whole country, the six indexes of color grade, rolling quality, average length, micronaire value, average length uniformity, and average breaking strength are higher than those of the autonomous region and the whole country in the same period, further polishing the gold lettered signboard of high-quality cotton of XPCC.

In the past two years, the XPCC has carried out cotton quality traceability pilot work in 38 regiments in 8 divisions and cities, and taken strong measures such as strengthening field management and quality control during harvest to promote the "double improvement" of cotton quality and yield.

"The XPCC has established a whole process quality control and quality traceability system for cotton production, and promoted the cotton industry to embark on a quality and benefit oriented development path." The relevant person in charge of the XPCC Market Supervision Administration introduced that cotton quality traceability was carried out, which on the one hand forced cotton production and processors to gradually abandon the previous practice of valuing quantity over quality; On the other hand, the upgrading of XPCC cotton quality inspection means has also improved product quality from the institutional and technical levels.

The Plan proposes that cotton quality traceability in all cotton planting division cities of the Corps is to guide actual cotton growers and cotton processing enterprises to continue to attach importance to and improve cotton quality through the price mechanism of "high-quality and excellent compensation", so as to better serve the construction of high-quality cotton and cotton yarn bases. At the same time, we will integrate the quality data of the existing cotton industry chain, improve the quality traceability system, establish and improve the quality traceability system from seed cotton to lint cotton, focus on solving the problem of data disconnection in the processing link, effectively link cotton planting, acquisition, processing, storage, notarization and inspection and other information, achieve accurate traceability from cotton growers to lint cotton, and promote the high-quality development of the cotton industry of the Corps.

Strengthen cotton quality supervision in key links

Solving the problem of cotton processing quality supervision and promoting the high-quality development of cotton is the top priority of the cotton quality traceability work of the Corps. For this reason, the Plan specifically puts forward requirements for cotton quality traceability processing enterprises.

For example, processing enterprises should post the commitment letter to participate in cotton quality traceability in a prominent place, install the software and hardware required for quality traceability, and assign special personnel to take charge of cotton quality traceability; In the process of cotton purchase, it is necessary to ensure that the cotton farmers involved in quality traceability brush their ID cards, give each cotton roll a unique identification code, and bind the relationship between cotton farmers and seed cotton; In the cotton processing link, processing is carried out by grading and tracing units; The processed lint shall be processed and warehoused as required before 24:00 on March 15, 2024, and the seed cotton involved in the quality traceability delivery shall be subject to the weight and quality notarization inspection organized and implemented by the state.

What is the meaning of making such institutional arrangements and requirements?

The relevant person in charge of the XPCC Market Supervision Administration said that the processing quality of cotton purchasing and processing enterprises is directly related to the quality of lint and determines the value of cotton spinning. In order to ensure the cotton quality and the interests of the workers and the masses, the market supervision department of the XPCC implements the evaluation grade assessment of honest operation for cotton processing enterprises. Only cotton processing enterprises that reach Grade A or Grade B can conduct processing operations according to the quality traceability requirements.

At the same time, cotton processing enterprises must, according to the results of "one trial and five determinations", purchase and stack seed cotton by varieties, grades and traceability units, and process it by grades and traceability units during processing. By scanning the unique identification code of seed cotton roll, binding the relationship between cotton roll and lint, the actual cotton grower's seed cotton sales information and processing enterprises The notarized inspection result information is related to realize the traceability from the actual cotton grower to the lint inspection result.

It was reported that the XPCC cotton quality traceability system also added an early warning function module, which mainly set three early warning functions: whether the processing enterprise prints the traceability card as required, the weight tolerance of the total amount of seed cotton sold by cotton farmers and the actual amount of seed cotton involved in the traceability, and the weight tolerance of the amount of seed cotton converted into lint and the actual amount of lint traced, Assist the supervision department to master the relevant information of quality traceability.

The Plan proposes that all divisions and cities should strengthen the supervision of cotton processing enterprises to carry out cotton quality traceability, and carry out on-site inspection of processing enterprises according to early warning information, strictly investigate the behaviors that violate the requirements of quality traceability, and ensure that the interests of actual cotton growers are not damaged.

"Supplement to promote excellence" to ensure implementation

Reading the Plan carefully, we can clearly feel its distinctive characteristics and guidance of "promoting excellence through compensation".

The Plan specifies the quality traceability standards and subsidy standards for high-quality cotton. The seed cotton delivered by the actual cotton growers involved in the cotton quality traceability is processed into lint cotton, which, through notarial inspection, has reached the quality of "double 29B2" and above (i.e., the fiber length is greater than or equal to 29 mm, the breaking specific strength is greater than or equal to 29 cN/tex, and the micronaire value is A or B2) fine cotton, A quality traceability subsidy of 0.35 yuan can be obtained per kilogram.

The relevant person in charge of the XPCC Market Supervision Administration said that it is very important to strengthen the overall planning, especially for the objects of cotton quality traceability subsidies, the conditions that must be met for actual cotton growers to participate in quality traceability, and the review of high-quality cotton data statistics in the quality traceability unit.

The Plan specifies that the cotton quality traceability subsidy targets the actual cotton growers of the Corps who have been reviewed and entered into the Corps cotton target price policy information platform, voluntarily participated in cotton quality traceability, and sold seed cotton that meets the quality traceability requirements before 24:00 on January 31, 2024. According to the Plan, the quality traceability unit can be divided into three forms: company group, free group and cooperative group. When seed cotton is sold, a quality traceability unit with a cotton planting area of 500 mu or more must be formed. The actual cotton growers who meet the conditions of planting area can participate in quality traceability alone. The actual cotton growers who independently participate in quality traceability are counted to individuals or legal persons; If multiple actual cotton growers form a traceability unit, they shall be distributed according to the actual weight proportion of seed cotton sold by the growers in the quality traceability unit.

One is deployment, nine is implementation.

The relevant person in charge of the XPCC Market Supervision and Administration Bureau proposed that, in order to make good use of the "high-quality subsidy" policy and guide the production of high-quality cotton, the relevant divisions and regiments should timely issue bonus and subsidy funds. After the completion of cotton quality traceability, the quality traceability system will count the sales volume of seed cotton according to the notarized inspection results of cotton quality, combined with the quality award and compensation standards, and form a detailed list of high-quality cotton sales information. The regiment yard will publish the summarized information, and after the confirmation of the actual cotton growers, they will report to the division city and the Corps level by level for review. The relevant departments will formulate a cotton quality traceability award and compensation plan and submit it to the Corps for review. After the review and approval, the financial department of the Corps will distribute the Corps cotton quality traceability award and subsidy funds to each division and city, and each division and city will distribute the quality traceability subsidy funds to the actual cotton growers involved in cotton quality traceability through the "all-in-one card".
