The Review Meeting Of The Survey Results Of The New Trends Of Employment In China'S Textile And Clothing Industry Was Successfully Held
In the afternoon of November 7, 2023, the review meeting of the research results of the new employment trend series of China's textile and clothing industry was held in the fifth conference room on the sixth floor of the All China Federation of Trade Unions. The meeting was presided over by Zhao Wu, Minister of the Textile Work Department of the China Finance and Trade Light Textile Tobacco Union, and attended by Lv Jie, the second level inspector of the China Finance and Trade Light Textile Tobacco Union, and Duan Xin, the third level investigator of the Textile Work Department of the China Finance and Trade Light Textile Tobacco Union. The meeting specially invited Pei Chaofeng, the head of the Research Office of the General Research Office, Yuan Chaohui, the director of the Labor Economy Research Office of the China Institute of Labor Movement, Wen Xiaoyi, the president of the School of Labor Relations and Human Resources of the China Institute of Labor Relations, Zhang Wei, the executive vice president of the Human Rights Research Institute of the China University of Political Science and Law, and Hu Faxiang, the chief economist of the China Textile Information Center, as evaluation experts. Liang Xiaohui, the chief researcher of the Social Responsibility Office of the China Textile Industry Federation, and Wang Jing, the researcher, attended the meeting as representatives of the project undertaking units and made project reports.
Lv Jie, the second level inspector of the China Finance and Trade Light Textile Tobacco Trade Union, briefly introduced the survey and put forward expectations. As an important strategic industry in China, the textile and clothing industry has always been closely concerned about the steady development of the industry, especially the employment problem of the textile and clothing industry, and entrusted the China Textile Information Center of the China Textile Industry Federation to carry out research on the employment problem of enterprises, analyze the employment problems of enterprises in complex domestic and foreign backgrounds, and put forward appropriate and effective policy recommendations, Provide cutting-edge intellectual support for employment problems in the textile and clothing industry. At the same time, due to the limitations of the survey and the room for improvement, it is hoped that the experts participating in the review will conduct professional evaluation and guidance on this series of survey on new trends in employment in the clothing industry.
At the meeting, Liang Xiaohui, the chief researcher of the Social Responsibility Office of the China Textile Federation, and Wang Jing, the researcher, respectively made a survey report on the employment of enterprises in the textile and clothing industry from the micro and macro levels.
Wang Jing stated in the report of Research Report on the Impact of Order Fluctuation on the Employment Status of Textile and Garment Enterprises that due to the lower than expected economic recovery and the so-called "Xinjiang related Act" and other factors, the demand of China's textile and garment industry has declined, and the reduction of orders has generally affected industry enterprises, which has eroded the market confidence of enterprises to a certain extent, and more than 80% of enterprises have insufficient operating rate. However, the survey found that enterprises take more measures to increase the rest time to cope with the insufficient operating rate, workers also have a strong desire to share the pressure with enterprises, and the employment relationship of enterprises is relatively stable. In reality, enterprises also face challenges such as difficult recruitment, aging front-line labor force and financing difficulties in traditional manufacturing industries.
Liang Xiaohui explained the findings of Research on Employment Issues in the Transfer of Textile and Garment Industry to the Midwest: the process of domestic industrial transfer of China's textile and garment industry plays an important strategic role in the development of the Midwest, while highlighting the enterprise employment problems in the Midwest that deserve attention, such as the low level of labor supply The labor cost advantage is not obvious, the technical and management talents are scarce, the employment mode is short-term and family oriented, and the level of enterprise management is low. Therefore, the report suggests that the employment problem of enterprises be solved by means of talent training and introduction system matching the industry, improvement of quality of life and public service, and improvement of soft treatment of employees, Increase the attraction of central and western China to textile and clothing enterprises.
The review experts listened to the report on the project results, and discussed and analyzed the findings in detail. The experts agreed that this survey has a strong problem oriented awareness, has far-reaching ideas, wide coverage, detailed data, and typical cases, and has a positive guiding significance for solving employment problems in the textile and clothing industry. At the same time, in view of the limitations and shortcomings of this survey, the review experts proposed that the scientific research investment in China's textile and clothing industry is relatively weak compared with foreign enterprises, and the industry association should also vigorously advocate enterprises to increase the proportion of scientific research investment; In addition, in terms of guiding and regulating short-term and home-based employment, labor relations in different situations can be classified and identified, enterprises can be guided to use labor in accordance with laws and regulations, enterprises can be guided to sign written agreements with workers, workers' rights and obligations can be reasonably determined, and workers' rights and interests can be protected under flexible employment; In terms of the comparison of advantages and disadvantages of overseas industrial transfer and industrial transfer in the central and western regions, further increase the suggestions that can attract textile and clothing enterprises to settle down and take root in the central and western regions.
The review meeting of the series of research results of new employment trends in the textile and clothing industry was a complete success. In the future, the China Finance, Trade, Light Textile and Tobacco Trade Union and the China Textile Industry Federation will continue to give play to the advantages of all parties, deepen cooperation, and work together to improve the quality of life of workers in the industry.
