In order to strengthen the promotion of energy conservation and carbon reduction, take practical and practical measures, and try our best to achieve the binding targets of energy conservation and carbon reduction in the 14th Five Year Plan, the State Council recently officially released the Action Plan for Energy Conservation and Carbon Reduction in 2024-2025.

Energy conservation and carbon reduction is an important measure to actively and steadily promote carbon peak and carbon neutrality, comprehensively promote the construction of a beautiful China, and promote the overall green transformation of economic and social development. This plan is formulated in order to strengthen the promotion of energy conservation and carbon reduction, take practical and practical measures, and try our best to achieve the binding targets of energy conservation and carbon reduction in the 14th Five Year Plan.
1、 General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the Twentieth National Congress of the Communist Party of China, comprehensively implement Xi Jinping's economic thought and Xi Jinping's thought on ecological civilization, adhere to the general tone of seeking progress while maintaining stability, and comprehensively implement the new development concept in a complete, accurate and comprehensive manner. First, we will adhere to the principle of giving priority to saving, and improve the regulation of total energy consumption and intensity, Focus on controlling fossil energy consumption, strengthen carbon emission intensity management, implement special actions for energy conservation and carbon reduction in different fields and industries, do a better job in energy conservation and carbon reduction at a higher level and with higher quality, and give better play to the economic, social and ecological benefits of energy conservation and carbon reduction, so as to lay a solid foundation for achieving the goal of carbon peak and carbon neutrality.
In 2024, the energy consumption and carbon dioxide emissions per unit of GDP will be reduced by about 2.5% and 3.9% respectively, the energy consumption per unit of added value of industries above designated size will be reduced by about 3.5%, the proportion of non fossil energy consumption will reach about 18.9%, and the energy conservation and carbon reduction transformation of key fields and industries will generate about 50 million tons of standard coal and 130 million tons of carbon dioxide.
In 2025, the consumption of non fossil energy will account for about 20%. Energy conservation and carbon reduction in key areas and industries will result in about 50 million tons of standard coal and 130 million tons of carbon dioxide, and we will try our best to achieve the binding targets of energy conservation and carbon reduction in the "14th Five Year Plan".
2、 Key tasks
(1) Alternative actions to reduce fossil energy consumption
1. Strictly and reasonably control coal consumption. We will strengthen the clean and efficient use of coal, promote the low-carbon transformation and construction of coal power, and promote the "three transformation linkage" of coal power energy-saving and carbon reduction transformation, flexibility transformation, and heating transformation. We will strictly control the total amount of coal consumption in key areas for air pollution prevention and control, focus on reducing non electric coal consumption, and continue to promote the integration of coal-fired boiler shutdowns, the replacement of clean energy for industrial kilns, and the treatment of bulk coal. In accordance with the law, the new construction, reconstruction and expansion of coal use projects in key areas for air pollution prevention and control shall be replaced by equal or reduced coal. Reasonably control the scale of semi coke (semi coke) industry. By the end of 2025, the bulk coal in the plain areas of the key areas for air pollution prevention and control will be basically cleared, and the coal-fired boilers and various coal-fired facilities of 35 steam tons/hour and below will be basically eliminated.
2. Optimize the oil and gas consumption structure. Rationally regulate oil consumption, promote advanced biological liquid fuel and sustainable aviation fuel. Accelerate the large-scale development of unconventional oil and gas resources such as shale oil (gas), coal-bed gas and tight oil (gas). We will guide natural gas consumption in an orderly manner, and give priority to ensuring residents' living and clean heating in northern China. High sulfur petroleum coke shall not be used as fuel except for the existing self-contained units of petrochemical enterprises.
(2) Non fossil energy consumption promotion action
1. Increase the development of non fossil energy. Accelerate the construction of large-scale wind power photovoltaic bases focusing on desert, gobi and desert. Develop offshore wind power in a reasonable and orderly manner, promote the large-scale development and utilization of marine energy, and promote the development and utilization of distributed new energy. Build large-scale hydropower bases in an orderly manner, actively develop nuclear power in a safe and orderly manner, develop biomass energy according to local conditions, and promote hydrogen energy development in a coordinated manner. By the end of 2025, the proportion of non fossil energy power generation in China will reach about 39%.
2. Improve the absorption capacity of renewable energy. Accelerate the construction of external transmission channels for large-scale wind power photovoltaic bases, and improve trans provincial and trans regional transmission capacity. Accelerate the transformation of distribution network and improve the bearing capacity of distributed new energy. We will actively develop pumped storage and new types of energy storage. Vigorously develop micro grid, virtual power plant, vehicle network interaction and other new technologies and new models. By the end of 2025, the installed capacity of pumped storage and new energy storage in China will exceed 62 million kilowatts and 40 million kilowatts respectively; The demand response capacity of each region should generally reach 3% - 5% of the maximum power load, and the demand response capacity of regions where the peak valley difference of the annual maximum power load exceeds 40% should reach more than 5% of the maximum power load.
3. Vigorously promote non fossil energy consumption. Scientific and reasonable determination of new energy development scale can reduce the utilization rate of new energy to 90% in areas with good resource conditions on the premise of ensuring economy. Areas with lagging progress in energy conservation and carbon reduction indicators in the first three years of the "14th Five Year Plan" should implement the commitment of non fossil energy consumption of new projects. The proportion of non fossil energy consumption of new high energy consuming projects in the second two years of the "14th Five Year Plan" should not be less than 20%. Local governments are encouraged to increase the proportion requirements in combination with actual conditions. Strengthen the connection between renewable energy green power certificate (hereinafter referred to as green certificate) trading and energy conservation and carbon reduction policies, and achieve full coverage of green certificate issuance by the end of 2024.
(3) Action of energy conservation and carbon reduction in steel industry
1. Strengthen the control of steel production capacity and output. Strictly implement the replacement of steel production capacity. It is strictly prohibited to increase steel production capacity in the name of machining, casting, ferroalloy, etc., and strictly prevent the resurgence of "ground bar steel" production capacity. In 2024, crude steel output will continue to be regulated. In principle, no new steel production capacity shall be added in the two years after the 14th Five Year Plan in areas where the completion of energy conservation and carbon reduction targets in the first three years of the 14th Five Year Plan is lagging behind. New construction, reconstruction and expansion of iron and steel smelting projects must reach the energy efficiency benchmark level and environmental protection performance level A.
2. Deeply adjust the structure of steel products. Vigorously develop high-end steel products such as high-performance special steel, and strictly control the export of basic raw materials with low added value. Promote the integrated layout of steel, coking and sintering, and greatly reduce independent coking, sintering and hot rolling enterprises and processes. Vigorously promote the recycling of scrap and support the development of electric furnace short process steelmaking. By the end of 2025, the proportion of electric furnace steel output in the total crude steel output will strive to increase to 15%, and the scrap utilization will reach 300 million tons.
3. Accelerate the transformation of energy conservation and carbon reduction in the steel industry. Promote the comprehensive utilization of waste heat of blast furnace top gas, coke oven gas and low-grade waste heat, and promote the process connection technologies such as hot charging and hot delivery of billets. Strengthen the demonstration and application of low-carbon smelting technologies such as hydrogen metallurgy. By the end of 2025, the production capacity above the benchmark level of energy efficiency in the iron and steel industry will account for 30%, the production capacity below the benchmark level of energy efficiency will complete technical transformation or exit, and more than 80% of the national steel production capacity will complete ultra-low emission transformation; Compared with 2023, the comprehensive energy consumption per ton of steel will be reduced by about 2%, and the self generation rate of residual heat, pressure and energy will be increased by more than 3 percentage points. From 2024 to 2025, the energy saving and carbon reduction transformation of the steel industry will generate about 20 million tons of standard coal and about 53 million tons of carbon dioxide.
(4) Action of energy conservation and carbon reduction in petrochemical industry
1. Strictly enforce the policy requirements of petrochemical industry. Strengthen rigid constraints on petrochemical industry planning and layout. Strictly control the new production capacity of oil refining, calcium carbide, ammonium phosphate, yellow phosphorus and other industries, prohibit the new production capacity of PVC and vinyl chloride using mercury, and strictly control the new production scale of delayed coking. The new construction, reconstruction and expansion of petrochemical and chemical projects must reach the energy efficiency benchmark level and environmental protection performance level A, and the capacity used for replacement must be shut down and the main production facilities must be dismantled in a timely manner as required. The atmospheric and vacuum distillation units with a capacity of 2 million tons/year and below will be completely eliminated. By the end of 2025, the national crude oil processing capacity will be controlled within 1 billion tons.
2. Accelerate energy conservation and carbon reduction transformation in petrochemical industry. Optimize the energy system, strengthen the recovery and utilization of high-pressure and low-pressure steam, purge gas, residual heat and pressure, and promote energy-saving equipment such as large and efficient compressors and advanced gasifiers. By the end of 2025, the production capacity above the benchmark level of energy efficiency in the oil refining, ethylene, synthetic ammonia and calcium carbide industries will account for more than 30%, and the production capacity below the benchmark level of energy efficiency will complete technical transformation or be eliminated. From 2024 to 2025, the energy-saving and carbon reduction transformation of petrochemical and chemical industry will generate about 40 million tons of standard coal and 110 million tons of carbon dioxide.
3. Promote petrochemical process reengineering. Accelerate the promotion of the new generation of ion-exchange membrane electrolyzer and other advanced processes. Vigorously promote the substitution of renewable energy, encourage the R&D and application of renewable energy hydrogen production technology, support the construction of green hydrogen refining projects, and gradually reduce the consumption of coal for hydrogen production in the industry. We will orderly promote the transformation of steam drive into electric drive, and encourage large-scale petrochemical and chemical parks to explore the use of nuclear energy for steam and heat supply.
(5) Non ferrous metal industry energy conservation and carbon reduction action
1. Optimize the layout of nonferrous metal production capacity. Strictly implement the replacement of electrolytic aluminum production capacity, strictly control the new production capacity of copper, aluminum oxide and other smelting industries, and rationally distribute the new production capacity of silicon, lithium, magnesium and other industries. Vigorously develop the recycling metal industry. By the end of 2025, the proportion of recycled metal supply will reach more than 24%, and the proportion of aluminum water direct alloying will rise to more than 90%.
2. Strictly increase the access of non-ferrous metal projects. The new construction, reconstruction and expansion of electrolytic aluminum projects must reach the energy efficiency benchmark level and environmental protection performance level A, and the energy efficiency of new construction, reconstruction and expansion of aluminum oxide projects must reach the advanced value of the mandatory energy consumption quota standard. The energy efficiency of new polycrystalline silicon and lithium battery anode and cathode projects must reach the advanced level in the industry.
3. Promote the transformation of non-ferrous metal industry for energy conservation and carbon reduction. We will promote advanced technologies such as efficient and stable aluminum electrolysis, continuous copper matte converting, vertical reduction magnesium smelting, and large-scale submerged arc furnace silicon production, and accelerate the transformation of non-ferrous metal industry to save energy and reduce carbon. By the end of 2025, the proportion of capacity above the benchmark level of energy efficiency in electrolytic aluminum industry will reach 30%, and the proportion of renewable energy use will reach more than 25%; The production capacity above the benchmark level of energy efficiency in copper, lead and zinc smelting accounts for 50%; The non-ferrous metal industry has completed technical transformation or eliminated its production capacity below the benchmark level of energy efficiency. From 2024 to 2025, the energy-saving and carbon reduction transformation of nonferrous metal industry will generate about 5 million tons of standard coal and 13 million tons of carbon dioxide.
(6) Energy saving and carbon reduction actions in building materials industry
1. Strengthen the control of production capacity and output of building materials industry. Strictly implement the replacement of cement and flat glass production capacity. Strengthen the monitoring and early warning of the production of building materials industry, and promote the normalization of cement peak shift production. Encourage the comprehensive utilization of tailings, waste rocks, waste residue, industrial by-product gypsum, etc. By the end of 2025, the national cement clinker production capacity will be controlled at about 1.8 billion tons.
2. Strict access to new building materials projects. New construction, reconstruction and expansion of cement, ceramics and flat glass projects must reach the energy efficiency benchmark level and environmental protection performance level A. Vigorously develop green building materials, promote the productization of basic raw materials, the lightness of wall insulation materials, and the assembly of decoration materials. By the end of 2025, the production capacity above the benchmark level of energy efficiency in the cement and ceramics industry will account for 30%, the production capacity above the benchmark level of energy efficiency in the flat glass industry will account for 20%, and the production capacity below the benchmark level of energy efficiency in the building materials industry will complete technical transformation or be eliminated.
3. Promote energy conservation and carbon reduction in building materials industry. Optimize the energy consumption structure of building materials industry and promote the electrification of coal consumption. Accelerate the replacement of cement raw materials and improve the level of resource utilization of industrial solid waste. Promote energy-saving processes and equipment such as float glass with one kiln and multiple lines, ceramic dry milling, low resistance cyclone preheater, high-efficiency grate cooler, etc. By the end of 2025, about 50% of the cement clinker production capacity in the key areas for air pollution prevention and control will have completed ultra-low emission transformation. From 2024 to 2025, the energy-saving and carbon reduction transformation of the building materials industry will save about 10 million tons of standard coal and reduce about 26 million tons of carbon dioxide.
(7) Action of building energy conservation and carbon reduction
1. Accelerate the transformation of construction mode. Strictly implement the mandatory standards for building energy conservation and carbon reduction, strengthen green design and construction management, and research and promote new building materials and advanced technologies. Vigorously develop prefabricated buildings, actively promote intelligent construction, and accelerate the construction of building photovoltaic integration. Adjust measures to local conditions to promote clean heating in northern areas and promote the large-scale development of waste heat heating. By the end of 2025, new urban buildings will fully implement the green building standards. The photovoltaic coverage rate of new public institution buildings and new factory buildings on the roof will strive to reach 50%, the renewable energy substitution rate of urban buildings will reach 8%, and the area of new ultra low energy consumption buildings and near zero energy consumption buildings will increase by more than 20 million square meters from 2023.
2. Promote the renovation of existing buildings. Implement policies related to large-scale equipment renewal, and promote the renewal and upgrading of heat pump units, radiators, water chillers, external windows (curtain walls), external wall (roof) insulation, lighting equipment, elevators, and old heating pipe networks in combination with urban renewal actions, old residential quarter reconstruction and other work, so as to speed up the energy-saving reconstruction of buildings. To speed up the transformation of heating metering and charging according to heat, each region should clarify the quantitative objectives and transformation time limit in combination with the actual situation. Implement the promotion of energy-saving doors and windows. By the end of 2025, the area of completed energy-saving reconstruction of existing buildings will increase by more than 200 million square meters compared with that in 2023, the heat loss of urban heating pipe network will be reduced by about 2 percentage points compared with that in 2020, and the energy-saving rate of residential buildings and public buildings after reconstruction will be increased by 30% and 20% respectively.
3. Strengthen building operation management. Carry out supervision and inspection on energy efficiency of public buildings and residential buildings in batches. Establish the operation adjustment system of public buildings and strictly control the indoor temperature of public buildings. Explore and promote the intelligent group control technology of electrical equipment in large public buildings, and reasonably allocate electrical loads.
(8) Action of energy conservation and carbon reduction in transportation
1. Promote the construction of low-carbon transportation infrastructure. Improve the level of electrification of energy use in stations, railways, airports, etc., promote the new energy use of non road mobile machinery, and accelerate the matching transformation of domestic transport ships and port shore power facilities. Encourage the construction of photovoltaic power generation facilities in transportation hub stations and along the road network. Strengthen the construction of charging infrastructure. Develop urban rail transit and bus rapid transit system according to local conditions, and accelerate the continuous network of bus lanes. Improve the urban slow traffic system.
2. Promote low-carbon transformation of transportation equipment. Accelerate the elimination of old motor vehicles, and improve the access standards for energy consumption limits of operating vehicles. Gradually lift the restrictions on new energy vehicle purchase in various regions. Implement support policies such as facilitating the passage of new energy vehicles. Promote the electrification of vehicles in the public sector, orderly promote new energy medium and heavy trucks, and develop a zero emission freight fleet. We will promote the scrapping and renewal of old transport ships, and promote the pilot project of electrification transformation of coastal inland ships. By the end of 2025, the carbon dioxide emission intensity in the transportation sector will be 5% lower than that in 2020.
3. Optimize the transportation structure. We will promote the construction of port collection and distribution railways, logistics parks, and railway sidings for large industrial and mining enterprises, and promote the medium and long distance transportation of bulk goods and containers from public transportation to railway transportation and from public transportation to water transportation. Accelerate the development of multimodal transport and promote clean transport in key industries. Implement the priority development strategy of urban public transport. Accelerate the green, low-carbon, intensive and efficient development of urban freight distribution. By the end of 2025, the freight volume of railway and waterway will increase by 10% and 12% respectively compared with that of 2020, and the comprehensive energy consumption of railway unit conversion turnover will decrease by 4.5% compared with that of 2020.
(9) Energy saving and carbon reduction actions of public institutions
1. Strengthen energy conservation and carbon reduction management of public institutions. Strictly implement the evaluation and assessment of public institutions' energy conservation objectives and responsibilities, and explore the energy consumption quota budget system. The administrative departments of government affairs at all levels shall report the results of the evaluation and assessment of the responsibility for energy conservation goals of government agencies to the people's governments at the same level every year. By the end of 2025, the energy consumption per unit building area, carbon emissions per unit building area and per capita comprehensive energy consumption of public institutions will be reduced by 5%, 7% and 6% respectively compared with 2020.
2. Implement energy-saving and carbon reduction transformation of public institutions. Implement energy conservation and carbon reduction transformation of public institutions and update list management of energy consumption equipment. We will promote the replacement of coal in smaller quantities and accelerate the elimination of old diesel official vehicles. By the end of 2025, the proportion of coal consumption in public institutions will fall below 13%, and the advanced level of energy efficiency of new boilers, power transformation and distribution, elevators, heating, refrigeration and other key energy consuming equipment in central and state organs will account for 80%.
(10) Energy saving and carbon reduction action of energy consumption products and equipment
1. Accelerate the renewal and transformation of energy consuming products, equipment and facilities. Dynamically update the advanced level of energy efficiency, energy conservation level and access level of key energy using products and equipment, promote the update and upgrading of key energy using equipment, and accelerate the energy conservation and carbon reduction transformation of the data center. Compared with 2021, the average operating thermal efficiency of industrial boilers and power station boilers in 2025 will increase by more than 5% and 0.5% respectively, and the proportion of high-efficiency energy-saving motors and high-efficiency energy-saving transformers in operation will increase by more than 5% and 10% respectively High efficiency and energy saving products in general lighting equipment accounted for 40%, 60% and 50% respectively.
2. Strengthen the recycling of waste products and equipment. Accelerate the construction of waste materials recycling system, and strengthen the supply and demand connection of waste products and equipment recycling and disposal. Carry out the responsibility system of enterprise recovery target. Strengthen the recycling of industrial equipment, information communication, wind power photovoltaic, power batteries, etc. Establish a basic database of important resource consumption, recycling, treatment and disposal, and consumption of renewable raw materials.
3、 Management mechanism
(1) Strengthen the responsibility and assessment of energy conservation and carbon reduction goals. We will implement policies such as excluding raw material energy use and non fossil energy from total energy consumption and intensity regulation, and refine and decompose the energy conservation and carbon reduction goals and tasks in all regions, key areas, and key industries. Strictly implement the evaluation and assessment of energy conservation objectives and responsibilities, and comprehensively assess the amount of energy conservation transformation and non fossil energy consumption. Strengthen the analysis of the situation of energy conservation and carbon reduction, implement the warning and warning of energy consumption intensity reduction, and strengthen the assessment of the progress of carbon emission intensity reduction. Compact the main responsibility of enterprises for energy conservation and carbon reduction. Strengthen the assessment of energy conservation and carbon reduction targets in the assessment of the operating performance of the person in charge of central enterprises.
(2) Strictly carry out energy conservation review and environmental assessment approval for fixed asset investment projects. We will strengthen the check on the source of energy conservation review, give full play to the role of energy consumption, emissions, technology and other standards, and resolutely curb the blind start of projects with high energy consumption, high emissions, and low levels. Establish a dynamic adjustment mechanism for the power of energy conservation review of major projects, study how to collect the power of energy conservation review of large-scale projects in individual key industries according to the mechanism, and strengthen the supervision of energy conservation review during and after the event. The relevant requirements of carbon emission assessment will be included in the energy conservation review of fixed asset investment projects, and a comprehensive assessment of the project energy use and carbon emissions will be carried out. Strictly implement the environmental impact assessment system of construction projects, and carry out environmental impact assessment of greenhouse gas emissions of construction projects in key industries. Major energy project construction shall carry out planned environmental impact assessment according to law.
(3) We will strengthen energy conservation and carbon reduction management for key energy users. Establish energy conservation management files for key energy users, strengthen the submission and review of energy utilization reports, and improve the construction and operation of online energy consumption monitoring system. Carry out energy efficiency diagnosis in key areas, establish and improve the inventory of energy conservation and carbon reduction transformation and energy equipment update projects. The responsibility weight of renewable energy power consumption is decomposed to key energy consuming units. We will implement budget management for fossil energy consumption of key energy consuming units, and offset the excess by purchasing green electricity and green certificates.
(4) Strengthen energy conservation supervision. We will speed up the improvement of the provincial, municipal and county energy conservation monitoring system, make overall use of comprehensive administrative law enforcement, market supervision and law enforcement, special equipment supervision, credit management and other means, and strengthen the supervision and inspection of the implementation of energy conservation laws, regulations, policies and standards. By the end of 2024, more than 60% of key energy consuming units in all regions will have completed energy conservation supervision; By the end of 2025, the energy conservation supervision of key energy consuming units will be fully covered.
(5) We will strengthen the statistical accounting of energy consumption and carbon emissions. Establish the energy consumption and carbon emission statistical quick report system that is suitable for the management of energy conservation and carbon reduction objectives, and improve the accuracy and timeliness of data. Consolidate the statistical accounting basis of fossil energy, non fossil energy and raw material energy consumption. Actively carry out monitoring and analysis of energy consumption and carbon emissions based on electricity and carbon market data.
4、 Support and guarantee
(1) Improve system standards. Promote the revision of the Energy Conservation Law, timely improve the energy conservation review methods for fixed asset investment projects, energy conservation management methods for key energy consuming units, energy conservation supervision methods and other systems, strengthen incentives and constraints, and implement the whole chain management of energy consumption. We will improve the national carbon market regulatory system. In combination with promoting large-scale equipment renewal and consumer goods trade in, we will benchmark the domestic and international advanced level, accelerate the formulation and revision of mandatory energy conservation standards, and expand the coverage of standards. Level 1, Level 2, Level 3 (or Level 5) indicators of energy conservation standards shall be set according to the top 5%, top 20%, and top 80% levels of energy efficiency of relevant industries and product equipment.
(2) Improve the price policy. We will implement the price of coal power capacity, deepen the market-oriented reform of new energy feed in tariffs, and study and improve the price mechanism for energy storage. It is strictly prohibited to implement electricity price preference for high energy consuming industries. Strengthen the coordination of price policy, industrial policy and environmental protection policy, comprehensively consider the level of energy consumption and environmental protection performance, and improve the ladder price system in high energy consuming industries. Deepen the reform of heating metering and charging, and orderly implement the two-part heating price.
(3) Strengthen financial support. Give play to the amplification effect of government investment, actively support energy conservation and carbon reduction transformation and energy equipment upgrading, and promote the expansion of effective investment. Encourage all regions to support energy conservation and carbon reduction transformation, energy equipment update, and energy and carbon emission statistical accounting capacity improvement through existing funding channels. We will implement fiscal and tax policies that are conducive to energy conservation and carbon reduction. Give play to the role of green finance and guide financial institutions to provide financial support for energy conservation and carbon reduction projects in accordance with the principle of marketization and legality.
(4) Strengthen scientific and technological leadership. Give full play to the role of major national science and technology projects, and focus on tackling a number of key common technologies for energy conservation and carbon reduction. We will solidly promote the construction of green and low-carbon advanced technology demonstration projects. Revise and issue the green technology promotion catalogue, and advocate the best energy-saving technology and best energy-saving practices. Actively cultivate energy efficiency "leaders" of key energy using products and equipment, key industry enterprises and public institutions.
(5) We will improve the market mechanism. Implement carbon emission quota management on key emission units included in the national carbon emission trading market. Orderly build a voluntary greenhouse gas emission reduction trading market and consolidate the data quality supervision mechanism. Accelerate the construction of green card trading market, well connect with the carbon market, and expand the scale of green electricity consumption.

All regions and departments should, under the centralized and unified leadership of the Central Committee of the Communist Party of China, anchor their goals and tasks, increase their efforts to tackle key problems, pay close attention to the implementation of their work, adhere to the principle of "starting before breaking", steadily grasp the pace of work, strive to ensure the demand for high-quality development of energy consumption while continuously promoting energy efficiency improvement and emission reduction, and try their best to meet the binding targets of energy conservation and carbon reduction in the "14th Five Year Plan". The National Development and Reform Commission should strengthen overall coordination, do a good job in scheduling work, and strengthen the evaluation and assessment of energy conservation objectives and responsibilities. The Ministry of Ecology and Environment should strengthen the target management of carbon emission intensity reduction during the 14th Five Year Plan. All relevant departments should refine measures according to the division of responsibilities, compact responsibilities, and promote the implementation of various tasks. Local people's governments at all levels are responsible for energy conservation and carbon reduction in their administrative regions. The main responsible comrades are the first responsible persons.
