Tong Bingshui's concern is not unreasonable. In 2014, an enterprise in Zhejiang invested in the construction of the Children's Wear City in Wangjiang. The Children's Wear City "replicates" the mode of "going to the factory and going to the store" in Zhili Town, and consists of a factory style main building and corresponding annex buildings. After the Children's Wear City was built, many Wangjiang people in Zhili returned to their hometown and set up textile enterprises. But before long, many people returned to Zhili.

"The main reason was that there was a big gap between Wangjiang County and Shanghai, Jiangsu and Zhejiang in terms of facilities, industrial chain integrity and market vitality," said Tong Bingshui.
