    A few days ago, the Ministry of Industry and Information Technology and the National Development and Reform Commission issued the Guidelines for the Construction of New Material Pilot Platforms (2024-2027), which proposed that by 2027, facing the key fields of new material industry, with the goal of supporting the transformation of scientific and technological achievements to form industrialization capacity, support local pilot platform construction and capacity improvement, and strive to build about 300 local new material pilot platforms, Cultivate about 20 high-level new material pilot test platforms on a selective basis, build a pilot test platform system of professional construction, market-oriented operation and open service, and support the improvement of pilot test service capability and supply level of new material industry.

    The pilot scale test is a transitional test to transfer the achievements with practical value generated through scientific research and technological development to industrial production, and it is a key link to accelerate the industrialization of achievements. As an innovative carrier for providing pilot service, the pilot platform is the basis and guarantee for carrying out pilot test. Through the pilot test, problems can be found in time, solutions can be improved, quality can be improved, and the success rate of achievement industrialization can be greatly improved. It is urgent to solve the problems such as whether the product can be produced and used through pilot test.

    The data shows that only 37.3% of industrial enterprises above designated size have carried out research and testing activities, and a large number of small and medium-sized enterprises still do not attach enough importance to pilot certification and have not yet built pilot capacity. The established manufacturing platform also has some problems, such as scattered function orientation, low service level, and weak role, which can not effectively meet the practical needs of high-quality development. In order to solve the problems of insufficient overall layout, low construction quality and insufficient service support of China's new material field pilot test platform, the two ministries and commissions issued the Guidelines for the Construction of New Material Pilot Test Platform (2024-2027) on the basis of the Implementation Opinions on Innovative Development of Manufacturing Industry Pilot Test this year.

    Focusing on the strategic needs of accelerating the promotion of new industrialization and building a manufacturing power, the Guide focuses on key short board materials related to national security and economic construction, cutting-edge materials leading emerging industries and future industrial development, focuses on key common technologies with obvious "by analogy" effect and strong industry progress drive, and identifies key areas for the construction of new material pilot platforms, Including petrochemical and chemical industry, steel, nonferrous metals, inorganic nonmetals, and cutting-edge materials. Among them, in the petrochemical and chemical field, key materials such as high-performance fibers, functional membrane materials, bio based materials, and new catalytic materials are involved; In the field of inorganic non-metallic materials, it involves key common technologies such as the preparation and molding technology of high-performance fibers and their composites, and key materials such as high-performance fibers and their composites.

    The main construction tasks are basic conditions, technical support and public service.

    The Guide proposes four construction paths. One is to support the adoption of flexible and diversified construction models. Focusing on the needs of industrial development, with the goal of stimulating the enthusiasm of all parties to participate, improving the construction efficiency and operational vitality, we will support enterprises, industrial parks, joint research institutions and other units to explore diversified construction and operation modes according to local conditions, and achieve differentiated and characteristic development of pilot platforms.

    The second is to explore the mechanism of sharing the costs of pilot scale test. Encourage pilot platform operators, achievement owners, achievement transferees, industrial parks, financial capital, etc., explore mechanisms such as joint contribution and sharing of pilot costs, clarify the investment, ownership of intellectual property rights, and the proportion and share of transformation income distribution of all parties, so as to realize risk sharing and benefit sharing.

    Third, improve the operation management system of the pilot platform. Guide the pilot platform operator to standardize the external service acceptance procedure and business scope, establish and improve the work system and system process in technology transfer, technology service, technology leasing, technology intermediary, cooperative research and development, joint venture establishment, and technology secret and intellectual property protection.

    The fourth is to form the self hematopoietic capacity of the pilot test platform. Support the pilot platform operators to make use of the technical service income, achievement transformation income, enterprise incubation investment return and other ways to obtain service income, gradually enhance self hematopoietic capacity, and ensure the sustainable development of the platform. Encourage the built professional self use pilot platform to be open to the society for paid use.
