Recently, the 13th National Policy Publicity Week for Reducing the Burden of Enterprises was officially launched. The Ministry of Industry and Information Technology, the National Development and Reform Commission, the State Administration of Market Supervision and other departments introduced the work of reducing the burden of enterprises this year.

The latest data shows that the total number of business entities in China is 188 million, an increase of 3.9% over the same period last year. The market vitality is constantly stimulated, which has played a positive role in stabilizing employment and the basic economic situation.

At present, China is focusing on reducing the cost burden of enterprises, improving the administrative regulations and systems related to enterprises, and further promoting the implementation of a series of policies to reduce the burden of enterprises.

　　 Xin Guobin, Vice Minister of the Ministry of Industry and Information Technology: At present, the situation at home and abroad is still complex and severe, the foundation for stable economic growth is still not solid, and the production and operation of enterprises are still facing many difficult problems, such as high enterprise costs, arrears of enterprise accounts and other problems occur from time to time, which need to be attached great importance to and continue to promote solutions.

It is understood that since this year, the Ministry of Industry and Information Technology has thoroughly implemented the work plan for stabilizing growth in ten key industries. The National Development and Reform Commission and the Ministry of Transport introduced a series of policies and measures to reduce the cost and improve the quality and efficiency of transportation logistics, promoting the effective reduction of logistics costs in the whole society. The Ministry of Finance continued to implement policies such as pre tax plus deduction of R&D expenses, plus plus deduction of value-added tax for advanced manufacturing industries, and improved preferential tax policies for technological transformation of manufacturing enterprises.

During the National Enterprise Burden Reduction Policy Publicity Week, we will coordinate and help solve the outstanding problems reflected in the early enterprise burden survey and the national burden reduction supervision through policy publicity and other forms.

　　 2024 National Enterprise Burden Survey and Assessment Report Release

Recently, the China Center for the Development and Promotion of Small and Medium sized Enterprises released the survey and evaluation report on the national enterprise burden in 2024, and released the survey and evaluation results on the burden reduction work of 31 provinces (districts, cities) and more than 8500 large, small and micro enterprises.

According to the survey, more than 70% of enterprises believe that the tax burden is moderate or reduced on the whole, and 90% of enterprises believe that the burden of institutional transaction costs such as administrative approval and supervision and inspection is basically the same as that of the previous year.

Since this year, all relevant departments and regions have strengthened enterprise services, further implemented preferential policies such as tax and fee cuts, and actively improved the business environment. The burden on many fields has been reduced compared with the previous year.

However, due to the complex and severe international political and economic situation, insufficient domestic effective demand and other factors, the survey shows that 30% of enterprises still report that the cost burden of water, electricity, gas, land and other factors is heavy, and some enterprises report that the order is insufficient, calling on the state to continue to increase the relief efforts to help business entities overcome the difficulties.
