Shandong Provincial Department Of Commerce Launched Three Additional Measures To Help Textile Enterprises "Set Sail"
On March 25, the Information Office of Shandong Provincial People's Government held a series of press conferences on the theme of "focusing on reform and innovation to promote high-quality development", inviting leaders of Shandong Provincial Department of Industry and Information Technology to introduce the situation of Shandong accelerating the cultivation of new quality productivity in light industry and textile industry, and boosting consumption expansion and quality improvement with high-quality supply.
As an important base for national textile and garment production and export, Shandong Province's textile and garment export volume will reach 210.6 billion yuan in 2024, with a year-on-year growth of 2.9%, and will continue to consolidate its dominant position in the industry. South Korea, the United States and ASEAN are still the top three textile and clothing export markets in Shandong, accounting for 45.2% in total. Among them, exports to the United States increased by 9.9%, and the ASEAN market grew by 16.3%. At the same time, Latin America and Europe have achieved remarkable results in market development, with export growth rates of 16.1% and 15.2% respectively. In order to further promote the textile industry's "going out to sea" to improve quality and efficiency, Shandong Provincial Department of Commerce recently released three major strengthening measures to make precise efforts from three aspects: market development, marketing services and cross-border e-commerce.
International market expansion: "Ten thousand enterprises go to sea" action releases policy dividends
Shandong Provincial Department of Commerce will focus on the action of "ten thousand enterprises going to Shandong to trade globally", and organize enterprises to participate in more than 370 overseas exhibitions throughout the year, including 28 key textile and clothing exhibitions, focusing on expanding emerging markets in South America, Eastern Europe, Central Asia, etc. In order to reduce the exhibition costs of enterprises, the subsidy policy of booth fees was further optimized: the subsidy proportion of key exhibitions was increased to 70%, and the subsidy proportion of new market exhibitions was 80%. The application process was simplified, and subsidies were directly distributed quarterly, so that enterprises could "go into battle light".
In addition, Shandong will adopt the double line mode of "going out+inviting in", and rely on the foreign trade transformation and upgrading base to hold a special session for precision procurement of textiles and clothing, attracting international buyers to "choose products face to face". At present, the preparations for the first quarter of the exhibition have been fully launched, and channel resources such as foreign trade representative offices and overseas business associations will also work together to enhance the overseas exposure of Shandong textiles.
Build an international marketing system: build a "Made in Shandong" high-quality product library and go to sea together
In view of the pain points faced by small and medium-sized enterprises such as narrow channels and weak brands, Shandong is accelerating the establishment of an international marketing service system, and jointly with the Provincial Department of Industry and Information Technology and the leading enterprises in the supply chain to establish a "Shandong Foreign Trade Quality Product Library", covering eight competitive industries such as textiles and clothing. The system will promote the two-way connection between "Made in Shandong" and overseas markets and cultivate a batch of internationally competitive enterprises and product brands through comprehensive services such as "direct procurement by manufacturers, industry certification and one-stop procurement".
Financial support will be increased simultaneously. Shandong will deepen the "business+finance" mechanism, expand the underwriting scale of export credit insurance, and escort enterprises to expand the market.
Cross border e-commerce empowerment: cultivate six major industrial belts and build 100 public overseas warehouses
Cross border e-commerce has become a new engine for textile export. Shandong plans to implement the cultivation action of cross-border e-commerce industrial belt of textile and clothing, focus on building six characteristic industrial belts, and build a full chain coordination system relying on industrial belt workstations and docking activities. The 100 public overseas warehouses newly built in 2024 will provide warehousing and logistics support for enterprises and promote digital transformation.
In addition, Shandong will strengthen the attraction of cross-border e-commerce platforms, promote the construction of industrial parks, improve public service functions such as incubation and investment attraction, and provide talent support for the sustainable development of the industry by building provincial cross-border e-commerce training bases, business talent training centers and other initiatives.
Xia Bingjun, the second level inspector of Shandong Provincial Department of Commerce, said that a series of measures aimed to promote the textile industry to upgrade to "high-end, brand and international", help enterprises stabilize orders, expand growth, and inject new momentum into the high-quality development of Shandong's foreign trade. In the future, Shandong will continue to optimize policy supply, consolidate the advantages of traditional markets, accelerate the layout of emerging markets, and polish the international business card of "Shandong Textile".
