For a long time, youth entrepreneurship has always been a hot topic of social concern.

At the two sessions, delegates and committee members made suggestions on how to effectively play and integrate existing resources to create a better external environment and conditions for young entrepreneurs. Young entrepreneur members introduced their entrepreneurial experience to more and more young people who aspire to entrepreneurship.

Wu Qidi, a deputy to the National People's Congress and vice minister of education, believes that the lack of entrepreneurial ability of college students is a major problem in the path of entrepreneurship.

"Many people therefore call for entrepreneurship training. I don't think so."

Wu Qidi believes that not every college student is necessary to start a business. For college students, what is more important is the cultivation of innovative ability and innovative thinking.

Qin Shaode, NPC deputy and Secretary of the Party committee of Fudan University, said in an interview with reporters that at present, the social expectations of college students are too high, and students themselves are too idealistic about entrepreneurship.

The representative of Qin Shaode thought that we must be well prepared. In addition to finding the right direction and positioning, we should have the appropriate projects and corresponding technical preparation, psychological preparation and capital preparation.

"The source of funds is particularly important," Qin Shaode said. A college student must have a good plan before starting a business. Even if he can get start-up funds from the university student venture capital, this fund is limited, and it is necessary to achieve a virtuous circle within one to two years.

A lot of college students start to die young. An important reason is lack of funds.

Ma Dexiu, deputy secretary of the National People's Congress and Secretary of the Party committee of Shanghai Jiao Tong University, said: "at present, the proportion of entrepreneurial college students in China is quite small, accounting for only 0.3% of the total number of college graduates, compared with 15% of the US graduates.

She believes that there are several problems that need to be solved.

"The financing of college students at the initial stage of their business is rather difficult, which makes many excellent entrepreneurial plans difficult to put into practice.

Because China's venture capital system has not yet been fully established, it is very difficult for university students, especially those who have already graduated, to get investment from VC companies.

The representative of Ma Dexiu said that we should further improve the risk investment mechanism and establish a small loan guarantee mechanism for university students to start their own businesses, and encourage Vc firm to tilt towards venture capital enterprises in terms of investment.

In addition, the representative of Ma Dexiu said that at present, China's requirement for the bottom line of the registered capital of enterprises is too high, which has virtually increased the threshold for college students to start their own businesses.

Ma Dexiu suggested that we should appropriately reduce the registered capital and provide a good entrepreneurial environment for entrepreneurial college students.

Chen Kai, a member of the CPPCC National Committee and Deputy Secretary of the Shanghai Municipal Committee of the Communist Youth League, submitted a proposal to the "two sessions": "on building youth entrepreneurship service system and promoting the policy proposal of starting employment with entrepreneurship", it is pointed out that we should build a multi-source resource integrating government, market and society to meet the differentiated needs of diversified entrepreneurs, and take into account the different stages of entrepreneurship practice.

"At present, little entrepreneurial resources scattered around the community are like fireflies. This system is a torch that brings together this little fluorescent light and lights up the way forward for youth entrepreneurship."

Chen Kai made vivid and vivid metaphors, and described his five points of vision for the functions of the system carefully: one is to carry out the whole process and regular research on the issue of youth entrepreneurship, so as to provide scientific basis for government decision-making.

It can attract government officials and entrepreneurs to establish "youth entrepreneurship research and information service center", and systematically comb out policies to support youth entrepreneurship in different fields, and regularly conduct social third party assessment on policy implementation.

The two is to establish a youth entrepreneurship service platform to provide multi-dimensional and accessible information support for youth entrepreneurship practice.

Chen Kai said that the platform should take the information network platform as the carrier, and collect, pmit, process and evaluate the youth entrepreneurship cases, and quickly build a personalized service chain suitable for young entrepreneurs to provide all-weather and personalized services for young entrepreneurs.

The three is to provide multi-functional and high-quality services for young entrepreneurs through the combination of government procurement services and market mechanisms.

Chen Kai said that we should provide more effective investment and financing support for youth entrepreneurship. We suggest that the relevant government departments and joint financial institutions should develop preferential financial policies that favor young entrepreneurs, support the development of various intermediary agencies, and provide all kinds of convenient "one door" services for young entrepreneurs.

The four is to carry out systematic entrepreneurship education, cultivate young people's sense of entrepreneurship and improve their entrepreneurial ability.

"Call for more entrepreneurial system courses to be developed, or at least start with elective courses."

Chen Kai said that in addition to education and training, we should also absorb or establish more high-quality entrepreneurial training institutions, promote more excellent enterprises to become training bases for youth entrepreneurship, and create a good atmosphere for the whole society to encourage entrepreneurship.

The five is to establish a youth entrepreneurship policy coordination mechanism to ensure the long-term and effective implementation of all entrepreneurial support policies.

In order to further promote the sharing of resources, it is suggested that the government establish a long-term policy coordination mechanism, supervise and guide all aspects of entrepreneurship, and effectively reflect the role of policies in promoting youth entrepreneurship.
