The Historical Logic Of The Industrial Pformation In Yangtze River Delta And The Change Of Regional Value
GDP accounts for 1/4 of the total Yangtze River Delta, leading the Yangtze River, ready to dance.
In this region, it has gathered part of the world's top five hundred R & D design centers and manufacturing bases, China's most active industrial clusters, China's largest IT and IC clusters, China's most densely packed airports and ports, and the most intensive inter regional barriers and duplication of production.
Data show that in 1-5 months, the loss of Enterprises above Designated Size in Jiangsu increased by 16%, up 1.3 points compared with the same period last year, and the deficit increased by 56.5% compared with the same period last year. The losses of Enterprises above Designated Size in Zhejiang were 1.07 and 19.6%, while the number of new businesses and registered capital fell for the first time in 3 years. At this time, the media spread out all sorts of frustrating reports about the private economy in the Yangtze River Delta.
In the twinkling of an eye, the development mode of the Yangtze River Delta has reached its own limit. Recently, it has been discovered that the Yangtze River Delta was also so fragile.
The Yangtze River Delta
The Yangtze River Delta is still a separatist regime. In fact, until the 2005, the Yangtze River Delta only partially possessed the position of China's economic leader. During this year, all the total indicators in the Yangtze River Delta exceeded the PRD. But until now, both the quality and the quality of people are not as good as the Pearl River Delta. The modern service industry is much lower than the Pearl River Delta.
The most commendable place in the Yangtze River Delta is that its upstream and downstream product systems can basically maintain self balance within the Yangtze River Delta. In the area along the Yangtze River in Jiangsu, five categories of software and IC industry cluster systems, such as software, integrated circuits, computers and equipment, modern communications and digital audio, have been initially formed. The advantages of industrial clusters such as mouse, display, laser disc player and communication cable are also forming. Among them, the agglomeration of foreign invested enterprises in Kunshan alone provided a total of 310 billion yuan. For example, from Yangzhou to Nanjing, to Zhenjiang, to Changzhou, to Wuxi, and then to Shanghai, this is a "corridor" which is very concentrated in China's automobile industry.
The spillover advantage of industrial clusters has been most vividly demonstrated in the Yangtze River Delta. But the homogenization between regions is serious every day. A research report I have grasped shows that there are more than 60% isomorphisms among the three provinces and cities in the Yangtze River Delta region, and the rate of industrial isomorphism among the fifteen cities in the Yangtze River Delta region is also very obvious. The rate of industrial isomorphism in all cities is over 65%, and some even reach 99%. The convergence rate of the pillar industries in the Yangtze River Delta provinces, such as electronic information, automobiles, new materials, biomedical engineering and so on, has reached 70%.
In the past two years, the vicious competition between local segmentation and self governance has reached the point of hand to hand combat. At the beginning of 2003, in the three places of Shanghai, Jiangsu and Zhejiang, there was a joint investment promotion campaign. The cities in the region launched a "dumping" competition, which used the usual "jumping price" to compete for foreign capital, and even resorted to "zero land price" to attract foreign businessmen. For example, Shanghai abandoning Ningbo Beilun port instead of building another Yangshan port. For example, Shanghai has to pfer all international flights to Hongqiao International Airport to Pudong International Airport, thus causing a serious blow to the IT industry in Suzhou. Suzhou and Wuxi are also competing for new problems on the new airport. Behind this is Shanghai, Suzhou, Kunshan, Hangzhou and other cities in the introduction of the information industry has been particularly jealous. In addition, Shanghai's dissatisfaction with the two provinces in the Jiangsu and Zhejiang provinces caused by the construction of the small special zone in the suburbs, such as the division and contradiction between the central bank Shanghai branch and the Nanjing branch. Even in the current photovoltaic industry, Jiangsu, Zhejiang, Shanghai and Jiangxi are all in a rush, causing huge waste of resources.
To solve this "prisoner's dilemma", it is not only to issue documents, or to set up a coordinating body overriding the Yangtze River Delta. As far as I know, the previous division of industrial division is almost a minefield of interval dialogue. Because we can see that in the action plan of Shanghai's priority for the development of advanced manufacturing industry, the outline for the construction of advanced manufacturing bases in Zhejiang, or the development strategy of Jiangsu along the Yangtze River, the automobile, petrochemical and electronic information industries are the leading industries for future development. Among the 16 cities in the Yangtze River Delta, 11 of them choose automobile as the key development industry, 8 of them choose petrochemical industry, and 12 of them choose electronic information industry.
The pain of the Yangtze River Delta is historic.
Why is every city so anxious? Because the economic model handed down from Japan is inherently bitter.
Fundamentally speaking, the Yangtze River Delta and the Pearl River Delta are not different, they are all export-oriented economies. There was once a saying that the Pearl River Delta was exported and the Yangtze River Delta was selling domestically, but this obviously ignored the increase in throughput of ports and airports in the Yangtze River Delta. Therefore, the whole Yangtze River Delta is still a cheap terminal on the industrial chain of pnational industrial capital control. It is only manifested in the state-owned enterprises in Shanghai. It is shown that Jiangsu is a divergent cluster of FDI direct investment, which shows that Zhejiang is a private enterprise.
Before the industrial upgrading, most of the duplication, waste and vicious competition were unintentionally covered up, because the manufacturing industry chain was mainly formed in the market configuration, such as printing, packaging, catering, sales and so on. At the end of the last century and at the beginning of this century, based on the motive of serving the enterprises, a new round of industrial chain competition was spread to the long-term shortage of infrastructure, and the most typical competition was port and airport. This has already sounded the alarm for a chaotic administrative pattern. Today, the full integration of production factors is imminent. Labor force, enterprise equity and trading, financing platform, R & D platform, trade platform and so on.
The author thinks that the adjustment of swarm is not desirable. We should realize that upgrading of manufacturing industry is not from one.
