China Will Carry Out Registration Management For Overseas Cotton Suppliers.
In order to prevent imported cotton from being shoddy, adulterate fake trade fraud and ensure the quality of imported cotton, the AQSIQ recently decided to register and manage imported cotton suppliers from mainland China.
Since September 15, 2008, the AQSIQ has begun to accept the application for registration of overseas suppliers. The qualified overseas suppliers must submit an application for registration to the AQSIQ, and submit written materials according to the relevant regulations.
According to the regulations, from March 15, 2009 onwards, the importing cotton consignee shall provide the entry exit inspection and quarantine institution with a certificate of registration for overseas suppliers, and may inspect the destination at the time of arrival.
If an overseas supplier fails to import registration in advance, the consignee shall stipulate the pre shipment inspection clause in the trade contract and carry out the pre shipment inspection by the inspection and quarantine agency or the AQSIQ.
When entering the country for inspection, the importing enterprise shall provide the basic situation of the overseas supplier and the declaration of the consigned goods. When the goods arrive, the inspection and quarantine organ shall carry out the on-site opening inspection at the first arrival port.
