According to the 242nd paragraph of the report of the working group on China's accession to the WTO, the textile special measures will expire at the end of 2008.

Since January 1, 2009, China's textile exports will no longer be subject to quotas, and the Sino US bilateral memorandum of understanding on textile products will also expire at the same time.

Recently, the head of the Ministry of foreign trade of the Ministry of Commerce issued a statement on the relevant policies and export situation after the expiration of the Sino US and Sino EU textile memorandum, indicating that measures should be taken to ensure steady growth and stable pition of China's textile exports in 2009, creating a favorable external environment for textile exports.

The person in charge said that in December 31, 2008, the 242nd paragraph of the report on China's accession to the WTO and the textile specific measures and the expiration of the Sino US and European Central Textile memorandum, the Ministry of Commerce will no longer carry out the export volume of textiles exported to the United States and license management and export textile export license management since January 1, 2009.

The official pointed out that at present, the international financial market has been rapidly turbulent, the world economic growth has obviously slowed down, and the unstable factors in the international economic environment have increased significantly.

According to the statistics of Chinese customs, in 2008 1~9, my textile and clothing exports totaled 136 billion 940 million US dollars, an increase of 8.1% over the same period last year, an increase of 11.9 percentage points from the same period last year.

Among them, US exports to US $19 billion 240 million, an increase of 1.4% over the same period last year, an increase of 28 percentage points over the same period last year.

The official said that in order to implement the spirit of the executive meeting of the State Council and maintain steady growth in exports of textile and other labor-intensive products, the Ministry of Commerce will further strengthen dialogue and communication with the countries concerned to ensure a smooth pition and create a favorable external environment for China's textile exports.

At the same time, he also requested that the competent departments of commerce at all levels should continue to do well in service work, guide enterprises to change the mode of growth and readjust the product structure; the relevant trade associations should give full play to the role of bridges and ties, actively carry out the coordination of industries such as self-discipline and reciprocal law, and safeguard the stable and sustainable development of China's textile exports; the vast majority of textile exporting enterprises should actively change their concepts, adapt to the new situation as soon as possible, arrange export plans in an orderly manner, avoid blind expansion of production capacity, strive to improve the quality and added value of products, strive to create brand export products, and enhance the international competitiveness and risk tolerance of Chinese textiles.
