    In March 28th, Li Xiaoxin, director of the Chengdu municipal labor and Social Security Bureau, explicitly interviewed the reporters on the draft of the employment promotion law, saying that governments at all levels must be stipulated as "the main responsible person" to promote employment and expand re employment, and the corresponding proportion of funds should be allocated from the finance to support employment.



    "Promoting employment is the foundation of people's livelihood and the strategy of making peace."

    Li Xiaoxin said that in February 26th this year, the first draft of the employment promotion law, which was first considered by the twenty-sixth session of the ten NPC Standing Committee, embodied the principle of "enlarging employment in the prominent position of economic and social development", which has important practical significance for promoting employment and expanding re employment in the future.

    But at the same time, he also believes that as a long-standing law, some chapters of the draft seem to require more principles and rigid provisions, which are not conducive to actual operation, and some provisions can be more specific.



    For example, he said, the third general provisions of the draft stipulate: "people's governments at or above the county level should take the expansion of employment as an important goal of economic development and readjustment of their economic structure, and integrate them into the national economic and social development plan, and formulate long-term plans and annual work plans to promote employment."

    He said that in the next few years, there will be 10 million new labour force and 14 million laid-off workers in the whole country every year.

    By 2010, the total labor force in China will reach 830 million, and the supply of new urban labor force will be 50 million, while the employment demand for labor force will only increase by 40 million, and the labor supply and demand gap will be around 10 million.

    Since the national employment situation is so severe, we should increase the responsibility of governments at all levels to "main responsibility", and urge governments at all levels to really take the responsibility.

    "Without the guarantee of government financial input, it is still difficult to promote employment and expand reemployment."

    Li Xiaoxin said.



    The fifteenth provision of the draft stipulates that "the State implements fiscal policies conducive to the promotion of employment, improves the employment environment and expands employment.

    The people's governments at or above the county level shall, according to their employment status and employment objectives, arrange appropriate funds in the budgetary budget to promote employment. "

    But he thought that "arranging the appropriate funds" seemed vague, and he suggested that it should be changed to "no less than the corresponding proportion of local GDP growth".



    Clause twenty-fourth of the draft stipulates that "people's governments at or above the county level should cultivate and improve a unified, open, competitive and orderly talent and labor market, standardize market order, create a fair employment environment, and promote laborers to achieve employment through the market."

    In this regard, Li Xiaoxin believes that the division of the talent market and the labor market is, after all, the product of the planned economy era.

    At present, many of our rural labor force have become skilled technicians and senior technicians who are skilled workers. Are they considered talents? Therefore, we should manage the two markets collectively as the "human resources market" to manage all the labourers, so as to avoid any systematic discrimination on the issue of laborers' identity.
