However, the reality of shortage of workers has made the operation of enterprises seem more than enough.



    Quanzhou is a key area of labor importation in China. There are nearly 13 private enterprises in the city, attracting 1 million 700 thousand migrant workers every year.



    It is understood that this year, Quanzhou enterprises are expected to lack more than 160 thousand workers.

    The most serious problem of labor shortage is labor intensive enterprises, mainly including shoemaking, textile and clothing, electronics, machinery manufacturing, stone, plumbing, resin, bags, ceramics, food and beverages, etc.

    Among these enterprises, SMEs are the most serious, accounting for more than 70% of the total number of workers.

    Taking Nanan as an example, the investigation by relevant departments shows that 118 enterprises in the city lack more than 2.5 workers, and 15 thousand of the 28 enterprises in shoes, clothing, umbrella and bag industries are short of work.

    Similarly, there are 185 labor-intensive enterprises in the labor intensive area, with 12 thousand workers short of labor, concentrated in bags, clothing, resin and other labor-intensive enterprises.

    With the textile and clothing industry and shoe industry as the leading two cities in Jinjiang and Shishi, the number of general practitioners is most in short supply, and the shortage rate in general enterprises exceeds 15%.

    Because of the lack of manpower, some labor-intensive enterprises can not even work.



      

    Big business is difficult to enter. Small businesses are hard to recruit.



    Starting from the beginning of the first eight months of the month, the relevant departments of Quanzhou began to hold a number of job fairs in succession, and hundreds of enterprises and tens of thousands of people made the recruitment scene unprecedented.

    Reporters at a number of job fairs, and in-depth interviews with enterprises found that one factory was unable to recruit workers and worried that workers were trying to find an ideal enterprise.

    Why is there such a strange phenomenon?



    Quanzhou, known as the brand city, has 51 well-known trademarks, 47 Chinese famous brand products, and 28 existing listed companies. Among them, clothing, sports shoes, plumbing and ceramic products occupy an absolute advantage in the domestic market. These brands require a large proportion of workers, but they are hardly affected by "labor shortage".

    In addition to the need for large numbers of workers in the new production line, there will be a temporary shortage of workers, and the rest of the time should not be worried about recruitment.



    As the economy gets warmer, the phenomenon of job shortage is even more obvious.

    Reporters found that the local large enterprises, due to stable orders, plus good treatment, there is basically no shortage of workers, such as "Anta", "Heng", "seven wolves", "PEAK" and other brand listed companies. After the Spring Festival, the rate of entry to posts is generally over 95%.

    Insiders analysis: recruitment difficulties, in fact, is the game between big factories and small factories.

    Many workers choose big enterprises, and the most important point is trust in large enterprises.

    In these big enterprises, the rights and interests of workers can be guaranteed relatively, while some small businesses even pay wages for workers.

    The wages of large enterprises are relatively small, and factories are much higher. Workers have fixed basic salary, overtime pay, overtime summer cooling, holidays, red envelopes, good welfare, no arrears and deduction of wages, general skilled workers earn more than 2000 yuan a month, and important jobs can get 3000-5000 yuan.

    Large enterprises also handle medical and social insurance for their workers. The dormitories are equipped with life necessities such as air conditioners, telephones, televisions, water heaters, etc.

    Therefore, many small factory workers will be able to jump to big enterprises after they are skilled in business skills.

    As a result, large enterprises need not worry about hiring.

    Small factories are different. It is difficult to provide the same treatment as big enterprises. Recruitment is relatively difficult.

    These small and medium-sized enterprises are more common.



    Liu Qingjian, deputy general manager of the Fujian JOYOU building materials group responsible for personnel work, is deeply touched by the great changes in recruitment in recent years.

    It used to be recruiting people everywhere, regardless of the age of men, women and children, so long as they could get the production line, so the quality of personnel was uneven and the work efficiency was not high.

    Over the past few years, almost all skilled workers have been recruited to the factory. Once they get to work, they will be readily available. Many front-line workers will be brought up for management after examination, so that their wages will double.

    Later, it was learned that these front-line workers had switched jobs from some small factories.

    Many workers who are unable to enter a business at any time will tell their fellow townsman or workmates who are familiar with it and strive to apply for them when they want to add new workers.

    Large enterprises have become the first choice for the employment of workers. Only when the large enterprises are full, the workers will put their goals to small and medium-sized enterprises.



    Mr. Lin, who is engaged in garment processing in the Donghai industrial area of Quanzhou, confirms the above statement. The real main body of the "shortage of migrant workers" is small businesses. Lack of work is a habit for them. Often they have to recruit people at recruitment fairs, but basically they are disappointed.

    He told reporters that there are many reasons for the recruitment difficulties of small businesses. First, the conditions are poor, and the processing factories can not provide high-quality employment environment as big enterprises, and to a large extent, they can only survive.

    Two, there is a certain shortage of funds. Relying on the processing of large enterprises, there is no guarantee in the settlement time and capital withdrawal, which will default on the wages of workers.

    Three, the order processing can not be guaranteed, because it is dependent on large enterprises to live. When there is a business, it will keep you busy. When there is no business, the workers sit and wait, so that wages can not keep up. When there is a living, the wages are OK, to one thousand or two thousand yuan.

    It is these reasons that lead to job hopping too frequently.



      

    "Labor shortage" is beneficial to guide enterprises to improve employment environment



    The lack of employment integrity over a long period of time is a hard job for SMEs.

    A large proportion of the enterprises in Quanzhou are labor-intensive small and medium-sized enterprises. They are survival through processing orders, low profit margins, low wage level, and lack of attraction for job seekers.

    The survival conditions of these enterprises are relatively special. In order to maintain maximum profits, they often ignore workers' rights, work hours are long, and sometimes they also deduct workers' wages, and social security is the most common phenomenon.

    The difficulty of recruiting workers is those enterprises with poor production and living conditions, long working hours, non payment of wages, and low treatment of employees.



    The interview found that today's employment environment in Quanzhou has been changing, from the past enterprises to pick workers, quietly pformed into workers selected enterprises.

    A worker came to a city and was not anxious to find a job. First, he looked at which company was well paid and had a good employment environment. The migrant workers with children also had to consider whether the location of the working place could facilitate their children to go to school.

    In the past, because of the low education level, most of the workers were not too concerned about the employment environment and conditions.

    Now the new generation of migrant workers are becoming the main force of job seekers. Their demands are more abundant, and they need to work, rest, social security, entertainment and development platform. Traditional enterprise piece rate mode and overtime work are hard for them to attract.



    Experts believe that the current "labor shortage" is conducive to guiding enterprises to pay more attention to the income level and welfare status of migrant workers, so that workers can get better protection.

    The government and enterprises should take precautions, strengthen the platform for safeguarding rights, increase the publicity of labor and social security laws and regulations, and enhance the consciousness of protecting the rights of workers and workers according to law.

    The most important thing is to provide medical insurance, serious illness assistance, low rent housing, children's schooling and other "social treatment" to the migrant workers, and guide enterprises to set up a new concept of "relying on career to retain employees, rely on feelings to contact employees, increase employees by treatment".

    According to the survey, the Quanzhou municipal government has made great efforts in retaining foreign workers several years ago, and achieved good results. SMEs also actively follow the example of the success of brand enterprises, actively improve the employment environment and continuously improve their work remuneration.

    In 2009, the average wage level of ordinary workers was around 1800 yuan, which is expected to reach more than 2000 yuan this year.



    According to the expert analysis, although labor shortage has indeed appeared in some locality, the labor force is still oversupply, but the special "labor shortage" has issued a strong warning signal to the government and enterprises.

    The relevant departments and governments at all levels in Fujian are adopting various positive measures to regulate the gap between supply and demand.

    During the reporter's interview, the recruitment team led by Fu Furong, chairman of the Quanzhou Federation of trade unions, has gone to Zhengzhou, Nanyang and Sichuan Luzhou and Meishan for a week of recruitment in Henan.

    In the next few days, hundreds of Fujian enterprises will go into the central and western regions to recruit workers, and the scene will continue for some time.
