Putian Relies On The Export Base Of Shoe Industry To Bring New Opportunities.

　　福建日前啟動(dòng)了首批15個(gè)重點(diǎn)商品出口基地建設(shè)，莆田市是以建設(shè)鞋出口基地為主的，這給該市鞋業(yè)發(fā)展帶來了新的機(jī)遇。眼下，莆田市正緊緊抓住這個(gè)出口基地的作用，政府、企業(yè)攜手通力合作，共同發(fā)展莆田鞋革產(chǎn)業(yè)。

    　　制鞋產(chǎn)業(yè)是莆田市目前最大的產(chǎn)業(yè)，全市鞋業(yè)企業(yè)有2100多家，從業(yè)人員50萬左右。2009年，鞋業(yè)行業(yè)雖遭受國際金融危機(jī)等嚴(yán)峻沖擊，該市制鞋產(chǎn)業(yè)出口總額仍同比增加了5.6%，今年1至2月份出口增長高達(dá)20.4%。

　　在3月底舉行的莆田市2009年度十大工業(yè)新聞暨十大民營工業(yè)經(jīng)濟(jì)人物頒獎(jiǎng)典禮上，中國·莆田鞋業(yè)服裝城盛大開業(yè)、莆田鞋類品牌“Clorts”代表“中國制造”形象在美國CNN上熱播、中國首個(gè)鞋業(yè)研發(fā)設(shè)計(jì)中心落戶莆田等3個(gè)工業(yè)新聞與鞋業(yè)有關(guān)。

　　而2009年度莆田市十大民營工業(yè)經(jīng)濟(jì)人物，鞋業(yè)上占了2位。在莆田，鞋業(yè)與工藝美術(shù)產(chǎn)業(yè)分別提前兩年、提前15個(gè)月實(shí)現(xiàn)“十一五”既定的200億元、50億元目標(biāo)。

At present, Putian makes use of the city to become an opportunity for the export base of footwear industry in Fujian Province, breaking the boundaries of administrative regions, and establishing a regional footwear industry cluster with the center of Hanjiang, Licheng and Chengxiang as the center.

For qualified enterprises, it can help them achieve leaping development through various forms, such as listing, financing, capital raising and stock expansion, and joint merger, and become the "carrier" or "flagship" of the footwear industry in the region.

　　以兌現(xiàn)省委、省政府《關(guān)于扶持中小企業(yè)經(jīng)營發(fā)展的若干意見》等一系列優(yōu)惠政策，并進(jìn)一步創(chuàng)造扶持壯大鞋業(yè)企業(yè)發(fā)展的良好環(huán)境。在莆田市委、市政府的大力支持下，3月31日莆田市嘉華投資擔(dān)保公司成立，該公司注冊資金9999萬元，實(shí)際到資9999萬元，是目前莆田市實(shí)際到資最多的擔(dān)保公司，也是莆田市鞋業(yè)行業(yè)第一家投資擔(dān)保公司，它的成立后將有效解決莆田中小制鞋企業(yè)融資難問題，專門為鞋業(yè)行業(yè)中小企業(yè)提供便利快捷的融資擔(dān)保業(yè)務(wù)的服務(wù)機(jī)構(gòu)。

The national footwear inspection center of Putian is a National Key Laboratory of footwear inspection authorized by the State Administration of quality supervision, inspection and Quarantine (AQSIQ) and the China National Accreditation Committee for conformity assessment (CNAS). It integrates testing, R & D, marking, information collection, personnel training and international exchanges. It is currently the largest and most comprehensive footwear professional testing organization in China.

The center has a total of about 30000000 yuan domestic and foreign advanced testing equipment and testing standards or methods. It is fair, scientific, accurate and efficient to carry out more than 400 items of routine physical performance, physical safety performance, chemical safety performance and hygienic and antibacterial properties of 43 kinds of footwear products and shoes materials, leather, plastics, rubber, textiles and metal accessories.

　　中心按照ISO/IEC17025國際標(biāo)準(zhǔn)建立和實(shí)施實(shí)驗(yàn)室質(zhì)量管理體系，獲得CNAS認(rèn)可和CMA認(rèn)證，可隨時(shí)跟蹤國際先進(jìn)技術(shù)，主持和參與制修訂多項(xiàng)國家標(biāo)準(zhǔn)和行業(yè)標(biāo)準(zhǔn)，具備相關(guān)技術(shù)水平領(lǐng)先地位。莆田市提出要進(jìn)一步發(fā)揮“國家鞋類檢測中心”、“中國鞋業(yè)研發(fā)設(shè)計(jì)中心”、“中國鞋業(yè)信息中心”、福建制鞋行業(yè)技術(shù)開發(fā)(莆田)基地等的作用，積極倡導(dǎo)企業(yè)創(chuàng)建省級企業(yè)技術(shù)中心的做法，加強(qiáng)產(chǎn)學(xué)研合作，推進(jìn)制鞋科技成果轉(zhuǎn)化，不斷提升自我創(chuàng)新和自行設(shè)計(jì)開發(fā)能力。并引導(dǎo)企業(yè)積極參與各類標(biāo)準(zhǔn)制定，推廣質(zhì)量體系認(rèn)證，引進(jìn)培養(yǎng)人才，提高管理水平，致力技術(shù)創(chuàng)新，做強(qiáng)做大企業(yè)，爭取每年都有一兩個(gè)國家級品牌，若干個(gè)省級品牌出現(xiàn)。

   　　 莆田鞋業(yè)協(xié)會(huì)是個(gè)民間協(xié)會(huì)，在該市鞋業(yè)發(fā)展過程發(fā)揮著重要的作用。眼下，這個(gè)協(xié)會(huì)正不斷協(xié)助推進(jìn)該市制鞋產(chǎn)業(yè)轉(zhuǎn)型升級，提升制鞋產(chǎn)業(yè)市場核心競爭力。同時(shí)，不斷拓展工作領(lǐng)域，組織行業(yè)與臺灣同業(yè)公會(huì)進(jìn)行深度對接，力求在對臺先行先試方面有新的突破。
