"Solving the financing difficulties of small and medium-sized enterprises is a long-standing problem that the government attaches great importance to, but it has been difficult to break through. Over 99.4% of the textile and garment enterprises in China are small and medium-sized enterprises. Their financing difficulties are mainly reflected in the difficulty of guarantee funds. The most important thing is the lack of credit system, which is urgently needed to solve in the post international financial crisis."

Du Yuzhou, President of the China Textile Industry Association, said that the textile industry is a traditional pillar industry and an important livelihood industry of our national economy. At present, China is changing from a big textile country to a strong textile power, and the credit evaluation system of textile enterprises is established. It not only provides letter guarantee and strong evidence for enterprise financing, but also improves the brand competitiveness of the enterprises. From the industry, it can also form a good trend of keeping promise and practice, and it will generate an endogenous driving force for the development of the industry.

Du Yuzhou admitted that there are many deficiencies in the current credit construction of the textile and garment industry, such as false escapes, contract frauds, fleeing sales and the sales agency conflicts caused by lack of credit, which are restricting the development of the industry as a whole. It is the "credit crisis" that the industry needs to solve urgently.

China Textile Industry Association is the third batch of industry pilot units of the Ministry of Commerce and the SASAC credit evaluation work.

According to Ye Zhimin, director of the credit office of the China Textile Industry Association, the China Textile Industry Association will first carry out enterprise credit evaluation among the members of the association and the members of the escrow professional association.

Enterprise credit evaluation will follow the principles of being realistic, objective, voluntary, open and pparent, serving members and supporting the strong and strengthening the enterprise.

The enterprise credit evaluation will be carried out as a long-term work to promote the development of the industry and to serve the member enterprises. Since 2010, it has been accepting the declaration from enterprises.

Du Yuzhou told the China Commercial Daily reporter that at present, some enterprises have voluntarily declared their requirements for assessment.

According to Du Yuzhou, the basic framework of the credit evaluation system for textile and garment enterprises is to objectively analyze and evaluate the financial, financial, human resources allocation, operation and operation, enterprise management, product quality, safety production and social credibility of textile and garment enterprises, and publish the evaluation results to the society two times a year, as an important reference for enterprises to carry out foreign economic activities such as financing and mergers and acquisitions.

"Many companies do not tell the truth about their production scale and sales volume, so our credit rating system includes these basic data."

In addition, the association will also establish an industry credit information collection channel and an enterprise credit database, including the credit archives and trading partner credit files of key enterprises, and enterprises can voluntarily swap, providing free information for their own information, and offering open payment to society.

At the same time, we will establish a mechanism of rewards and punishments for trustworthiness and dishonesty. For trustworthy enterprise associations, they will recommend to financial institutions and relevant government departments, while the discredited enterprises will be included in the "blacklist".

Du Yuzhou said that the textile industry is facing two international and domestic markets, the industrial chain is long, the effect of industrial clusters is obvious, and it directly serves tens of thousands of consumers. Therefore, the establishment of credit system and the credit evaluation work of textile and garment enterprises are related to the interests of enterprises and all parties.
