China Will Take Four Measures To Develop Green Economy And Low Carbon Economy.

The reporter learned from the thirteenth session of the eleven NPC Standing Committee, which has just concluded, that the Chinese authorities have proposed that four measures should be taken to develop green economy and low-carbon economy.

On the issue of vigorously developing green economy and low-carbon economy put forward by the Standing Committee members, the report of the development and Reform Commission indicated that the following tasks will be focused on:

First, we should strengthen planning guidance and improve supporting policies.

The concept of green economy and low carbon economy development and related development goals should be included in the "12th Five-Year plan" and related industrial development plans. We should study and formulate the development plan for energy saving and environmental protection industry, the development plan of new energy industry, the guiding opinions for developing low-carbon economy, and the opinions on accelerating the implementation of contract energy management to promote the development of energy saving service industry.

Formulate policies to promote the development of green economy and low carbon economy, such as finance, taxation, finance and price.

Two, we must promote energy conservation and emission reduction and strengthen ecological and environmental protection.

We will comprehensively implement the comprehensive work plan for energy conservation and emission reduction, strengthen the assessment of target responsibility, speed up the construction of key projects for energy saving and emission reduction, and promptly release the "energy saving assessment and review management measures for fixed assets investment projects". We will further implement the "energy-saving products and benefit projects" and promote energy-efficient technologies.

We should vigorously develop renewable energy such as biomass energy, solar energy, geothermal energy and wind energy, develop hydropower in an orderly way, and actively develop nuclear power. By 2020, the proportion of non fossil energy consumption to primary energy consumption will reach 15%.

Extensive afforestation and forest management are being carried out. By 2020, the forest area will increase by 40 million hectares, and the volume of forest reserves will increase by 1 billion 300 million cubic meters over 2005.

The three is to organize a pilot project of circular economy and low carbon economy.

The circular economy development plan of key areas such as reproducing metal and remanufacturing should be worked out, and urban mineral recycling project should be launched.

Select typical regions and industries to carry out pilot demonstration of low-carbon economy development.

The four is to establish and improve the supporting system of science and technology, statistics and information.

We will increase investment in R & D and industrialization of energy saving, clean energy, carbon capture and utilization, storage and other technologies.

Gradually establish greenhouse gas monitoring and statistics, climate change information sharing platform and information service system.

Five, we should strengthen publicity and guidance, and promote green, low-carbon lifestyle and consumption patterns in the whole society.

According to the report of the development and Reform Commission put forward by the Standing Committee members about the development of low carbon energy and the optimization of energy structure, relevant departments have implemented relevant regulations and launched the demonstration project of solar power plant and the "solar roof project".

The report of the development and Reform Commission said that the departments concerned will give full play to the support and guidance role of science and technology, improve fiscal and tax preferential policies, and accelerate the utilization and promotion of low-carbon energy from the following aspects: gradually increasing the proportion of nuclear power to primary energy supply, speeding up the construction of nuclear power in the coastal areas, steadily promoting the construction of nuclear power in the central coal shortage provinces, and building an independent innovation system for nuclear power, and promoting the construction of modern nuclear power industry system.

We should speed up the development of wind power and gradually establish a relatively complete system of wind power industry in China.

According to the report of the development and Reform Commission put forward by the Standing Committee members for organizing the implementation of the objectives of controlling greenhouse gas emissions in 2020, the next step is to organize the formulation of the national plan for coping with climate change during the "12th Five-Year" period. Relevant departments and regions will also study and formulate long-term plans and action plans for their departments and regions to cope with climate change and mitigate greenhouse gas emissions according to the objectives set by the State Council, so as to promote the mitigation and adaptation of climate change in various fields and industries in China.

In studying and formulating policies and measures to achieve the goal of controlling greenhouse gas emissions, the report of the development and Reform Commission indicated that the next step, according to the requirements of the State Council on putting the carbon dioxide emissions per unit of gross domestic product into the national economic and social development plan and meeting the requirements of the target, the development and Reform Commission will organize the compilation of greenhouse gas emission inventories in 2005 and 2008, enhance the completeness and accuracy of China's greenhouse gas emission inventories, find out the situation of carbon dioxide emissions in China, and gradually establish and improve the statistical monitoring and decomposition assessment system for greenhouse gas emissions, effectively ensuring the goal of controlling greenhouse gas emissions.
