President Of The European Parliament: Not Considering The Recognition Of China'S Market Economy Status
In May 28th, the English China Daily reported on May 28th that the European Parliament President Buzek (Jerzy Buzek), visiting Beijing, said in an interview with China Daily on Thursday that the EU has not yet considered recognizing China's market economy status.
Buzek made this statement when the United States said it would recognize China's market economy status two days later.
On the 25 th of this month, when the second round of strategic and economic dialogue between China and the United States closed in Beijing, the US side said it would quickly endorse China's market economy status through a Sino US Joint Commission on commerce and trade.
In the interview, he said that China has not yet reached the EU's standards of market economy, that is, China has not yet implemented "implement" laws and regulations.
After he said this, he immediately referred to the United Nations International Covenant on Civil and political rights, which came into force in 1976.
The preamble of the Convention says: "the States parties to this Convention consider the recognition of the inherent dignity and equal and unchanging rights of all members of the human family in accordance with the principles announced in the Charter of the United Nations, which is the foundation of freedom, justice and peace in the world."
Although the Chinese government signed the Convention in 1998, it did not implement it at home.
Since the United Nations Convention on political rights is an international law, once China ratified the Convention, it will face the relationship between international human rights conventions as an international law and China's internal law.
In an interview, Fuzawa Katsunori appealed to China to ratify and implement the Convention as soon as possible.
Chinese scholars believe that linking China's market economy status with the Convention is untenable.
Zhang Tong, an expert in EU law at China University of Political Science and Law, thinks that although the EU's judgement of market economy has its own criteria, "but not necessarily reasonable".
Zhang Tong introduced that the European Union has promulgated five criteria for judging the market economy, including the autonomy of enterprises, the degree of government intervention, the degree of freedom of bargaining, and the degree of freedom of exchange rate.
In fact, in 2001, Li Xiaoxi, a domestic scholar, conducted a market based assessment of China according to the criteria of the market economy in the United States. The final figure is that the degree of marketization has reached 69%, which can be said to have achieved initial market results.
In 2005, the same number of evaluators was made again, the figure reached 78%.
Zhang Tong said that under the same standard, the European Union has conducted an evaluation of Russia and China. According to the results of the evaluation, the degree of marketization of Russia is lower than that of China.
However, in June 2002, the United States recognized the market economy status of Russia. Then, in the same year, the European Union recognized Russia's market economy status.
"I am afraid it is still affected by the so-called actions of the West."
The basic treaty policy of the European Union stipulates the recognition and promotion responsibility of Member States for basic values.
Not only in terms of economics, but also in political terms.
The EU recognizes an orderly competitive market economy, a fair and free judicial ruling system, and a democratic and free political environment.
For not recognizing China's market economy status, Zhang Tong believes that the EU is actually measuring other countries with its own values, and hopes that other countries will also recognize and promote their values.
EU talks about setting up "Tibet envoy"
In addition to not recognizing China's market economy status, President Bush told reporters in the interview that there are still many problems and differences between China and the EU, especially in terms of "minority rights and civil rights".
For example, Tibet is the "ethnic minority issue" in Buzek's eyes and even the whole European Parliament.
He also told reporters that the EU parliament is discussing the establishment of a special envoy for Tibet.
He thought it was a "expectation" in the European Union.
The European Parliament has a long history of interfering in China's Tibet issue.
According to the archives of the European Parliament, since 2000, the parliament has made at least one Tibet related resolution every year.
Seeking a special envoy for Tibet is nothing new.
In April 10, 2008, the parliament passed a resolution calling on the EU Council to appoint a special envoy for Tibet to "assist the dialogue and negotiations of all parties concerned".
In fact, in addition to the Tibet issue, the European Parliament has repeatedly violated China's interests in human rights in the past few years.
In the three major EU institutions (including the Council of the European Union and the European Commission), the media once called the European Parliament the most Anti China institution.
But Buzek categorically denied such words.
"Absolutely wrong.
"We are not anti China," he said, adding that the main purpose of his visit to China is to strengthen cooperation between the EU and China in the face of growing global crises and challenges.
It is only that "minority issues are very important in our concept", he said, adding that the EU respects China's sovereignty and territorial integrity.
Regarding the establishment of the so-called "Tibet envoy", Fang Lexian, a European expert at Renmin University of China, said that the Chinese government could not "promise" and should be "vigilant".
Fang said that China should tell Europe through various channels, and that Tibet is related to China's internal affairs. It is China's core interest and can not be "internationalized".
At the same time, he also said that if the EU set up a special envoy for Tibet, there might be a chain reaction that would make more western countries imitate it.
