Printing And Dyeing Industry Association: New Industry Access Conditions Announced
Not long ago, the newly revised "printing and dyeing industry access conditions" put forward higher entry barriers and requirements for printing and dyeing enterprises. Entry requirements are more detailed in terms of enterprise layout, process and equipment requirements, resource consumption, environmental protection and comprehensive utilization of resources. Then, the Executive Council of the State Council put forward the requirement of increasing the intensity of work to ensure the goal of energy saving and emission reduction in 11th Five-Year.
After the efforts made in the first 4 years of 11th Five-Year, the energy consumption per unit of GDP decreased by 14.38%, but it still had a big gap with the target of 20% reduction in 11th Five-Year. The executive meeting of the State Council has made 8 requests for energy saving and emission reduction goals, making this goal more solemn. What are effective measures?
In the past 3 years, the printing and dyeing industry has made great progress in energy saving and emission reduction, and has greatly improved both in terms of technology and management. This is not only the requirement of the government, but also the requirement of printing and dyeing enterprises themselves. Printing and dyeing industry is the industry that energy consumption and water consumption are much higher in textile industry. In recent years, printing and dyeing enterprises have greatly improved their industry level through energy saving transformation, and the utilization rate of recycled water has increased from 10% in the past 20% to about 20%, and good printing and dyeing enterprises even reached 50%. China printing and Dyeing Industry Association experts said.
As early as June 2007, the China printing and Dyeing Industry Association issued the "energy conservation and emission reduction initiative" jointly with 6 local provincial and provincial textile associations, printing and dyeing associations and 20 large backbone printing and dyeing enterprises. It urged the national printing and dyeing enterprises to take positive actions and resolutely implement the provisions of the Party Central Committee and the State Council, fully carry out the work of energy conservation and emission reduction, earnestly fulfill their obligations, assume responsibility, and set an example for energy conservation and emission reduction, and complete the "energy saving and emission reduction targets" proposed by the state and industry in 11th Five-Year. In 2007 ~2009, the printing and dyeing Association launched the recommended catalogue of advanced technologies for energy saving and emission reduction in China's printing and dyeing industry, with a total of 3 batches of 91 advanced technologies. The recommended catalogue covers equipment, process technology, auxiliaries for dyeing and finishing, waste water treatment, waste gas recovery, and resource recovery. In the past 3 years, the promotion of a number of advanced and practical technologies for energy saving and emission reduction has increased the level of energy conservation and emission reduction in the industry. Such as condensate cooling water recycling technology, light alkali recovery technology, rosin recovery technology, sewage heat recovery technology. The technology in the catalog is mature, practical, advanced and effective. Taking the printing wastewater treatment and reclaimed water reuse technology of Changzhou Dong Xia textile printing and dyeing Co., Ltd. as an example, the COD index of printing and dyeing effluent dropped from original 1200mg/L to 193mg/L, and further decreased to 36.85mg/L after further treatment in the third batch of recommended catalogue. After deep treatment, 50% recycled water is used, and daily water consumption is 1000 tons, and ammonia nitrogen can be reduced by 241.5 tons and 241.5 tons of total phosphorus all year round.
With a consistent theme
The requirements for resource consumption in the newly revised "printing and dyeing industry entry conditions" in 2008 and 2010 were compared: the new or expanded printing and dyeing projects, and the comprehensive energy consumption of cotton, hemp, chemical fiber and blended woven fabrics increased from standard coal of less than 38 kilograms per kilogram to standard coal of 100 meters or less of 35 kilograms. The comprehensive energy consumption of cotton, hemp, chemical fiber and blended woven fabrics in existing printing and dyeing enterprises increased from 100 meter to 54 kilograms of standard coal to 100 meter or 42 kilograms of standard coal.
The revision of the printing and dyeing industry entry conditions not only further improves the entry threshold for printing and dyeing industry, but also puts forward specific quantitative indicators for water consumption and energy consumption of existing printing and dyeing enterprises. Therefore, the printing and dyeing enterprises should continue to increase investment in energy conservation and emission reduction, and take energy conservation and emission reduction as an important measure to enhance the competitiveness of enterprises. At the same time, we should further promote cleaner production technology, reduce the amount of sewage generated and pollutant emissions, and realize the transformation of pollution prevention and control in printing and dyeing industry from the end to the source. Only in this way can we achieve win-win economic and environmental benefits.
In the whole textile industry, printing and dyeing is undoubtedly an important link, which is a capital intensive and technology intensive industry. Energy saving and emission reduction is an important part of industrial transformation and upgrading, and industrial upgrading is ultimately reflected in products. Making first-class products is the direction of joint efforts of the printing and dyeing Association and printing and dyeing enterprises in the future. We should do well in product research and development and independent innovation in printing and dyeing industry, improve the added value of products, and take the road of independent research and development of products, which is the key to maintain the long-term vitality of the printing and dyeing industry.
