Chen Deming: China's Independent Innovation Policy Is Not Linked To Trade Policy.

According to the Ministry of Commerce, Chen Deming, Minister of Commerce of China, said at the seventeenth joint meeting of the Sino Japanese investment promotion agency held in Tokyo, Japan in June 7th, China will further optimize the structure of foreign investment, diversify the ways of absorbing foreign capital, deepen the reform of foreign investment management system, and create a favorable investment environment.

He also stressed that he hoped that the countries concerned would recognize China's national conditions as a developing country and lower the asking price, so as to create conditions for China's early accession to the GPA so as to realize the mutual opening of the government procurement market.

In his speech at the meeting, Chen Deming pointed out that absorbing foreign capital is an important part of China's opening up. Despite the impact of the financial crisis, China's absorption of foreign capital has maintained a good momentum. Facts have proved that China is still the most attractive foreign investment destination in the world.

He said that China has always been committed to creating a more optimized and open environment for foreign investment. Before long, the State Council issued several opinions on further improving the utilization of foreign capital. China will further optimize the structure of foreign investment and encourage foreign investment in high end manufacturing, high-tech industries, modern service industries, new energy and energy saving and environmental protection industries, encourage foreign businessmen to invest in the central and western regions, promote diversification of foreign investment absorption, deepen the reform of foreign investment management system, and create a favorable investment environment.

In response to the concerns of Japanese enterprises, Chen Deming said that China is building an innovative country. China knows that only by protecting intellectual property rights can we protect innovation. China has upgraded the protection of intellectual property rights into a national strategy, and has established a relatively complete protection system for intellectual property rights, which will further intensify law enforcement.

Chen Deming stressed that the Chinese government encourages all enterprises in China to actively carry out innovative activities, and the foreign-funded enterprises established in China are Chinese enterprises whose products are Chinese products, and the innovation activities carried out in China are innovative activities of Chinese enterprises. China's policy of encouraging independent innovation is not linked to trade policy.

He also pointed out that in China's government procurement, the standard of local products is based on its added value in China, which is the same for all enterprises in China, including foreign-funded enterprises. China is not a member of the WTO government procurement agreement, but also purchased many high-tech products from foreign enterprises in government procurement. China is actively promoting negotiations on accession to the government procurement agreement, and hopes that the countries concerned will recognize China's national conditions as a developing country and lower the asking price and create conditions for China's early accession to the agreement so as to achieve mutual opening of the government procurement market.

Chen Deming also made four suggestions on strengthening investment cooperation between China and Japan: first, speed up the process of cooperation between the two sides in the field of energy conservation and environmental protection, and increase the proportion of investment in new energy and renewable energy fields. The two is to encourage the two investment promotion agencies to actively support the cooperation between the two SMEs, expand the investment in Japan by the Japanese service industry, and increase the outsourcing of software and information technology services between China and Japan. Three, we should learn from Japan's advanced experience in developing precision agriculture and actively guide enterprises in the two countries to strengthen agricultural cooperation. The four is to create a good two-way investment environment, support Chinese enterprises to invest in Japan, encourage enterprises to play their respective advantages and jointly carry out outward investment cooperation for third parties.
