The State Council has made a series of major deployments and carried out fruitful work in various regions and departments. The energy consumption per unit of GDP in the first four years of 11th Five-Year has fallen by 14.38%, but the goal of reducing the "11th Five-Year" reduction by around 20% is still very arduous.

Especially in the first quarter of this year, the 6 high energy consuming industries, such as electricity, iron and steel, nonferrous metals, building materials, petrochemical industry and chemical industry, have increased rapidly, and the energy consumption per unit of GDP has increased by 3.2%, which has greatly increased the work pressure of the last three quarters.

To ensure that the goal of energy conservation and emission reduction in 11th Five-Year is a solemn promise for all levels of government to deliver to the people, an urgent task for implementing Scientific Outlook on Development and changing the mode of economic development, and a practical action for China to tackle global climate change. Wen Jiabao stressed that we should persist in the promotion of energy conservation and development, coordinate development with conservation, integrate government regulation and market mechanism, and comprehensively use economic, legal, technological and necessary administrative means to do a good job in energy conservation and emission reduction so as to ensure the goal of energy conservation and emission reduction in 11th Five-Year.

We must take advantage of iron to eliminate backward production capacity. We must shut down 10 million kilowatts of small thermal power units this year, eliminate backward production capacity of iron ore, 25 million tons, 6 million tons of steel, 50 million tons of cement, 330 thousand tons of electrolytic aluminum, 6 million boxes of flat glass, and 530 thousand tons of papermaking. The task should be carried out to all regions and enterprises by the end of May.

(two) speed up the implementation of key energy conservation projects and focus on energy conservation and emission reduction in key areas.

The central budget will be invested 33 billion 300 million yuan and the central government's energy saving and emission reduction special funds will be 50 billion yuan. It will support ten key energy-saving projects, flue gas desulphurization and energy conservation and environmental protection capacity building in key industries, etc., so as to ensure that the energy saving capacity is 80 million tons of standard coal, the daily sewage treatment capacity of new towns is 15 million tons, and the garbage disposal capacity is 60 thousand tons.

We will continue to focus on energy conservation in the three key areas of industry, construction and pportation, and the energy consumption index of public institutions will be reduced by 5% over last year.

(three) vigorously promote energy-efficient products, and actively implement contract energy management.

We should speed up the implementation of the "energy-saving products and benefit projects", continue to do a good job in the promotion of energy-efficient air conditioners, increase the intensity of old cars and appliances, and popularize more than 150 million energy-saving lamps.

Encourage enterprises to strengthen energy saving technology pformation and key technology tackling key problems.

Publish energy-saving and environmental protection technologies and products list.

Expand the scope of implementation of energy efficiency labeling and energy saving product certification system.

We should comprehensively implement the government's priority and compulsory purchase of energy-efficient products.

We should conscientiously implement policies and measures to implement energy management contracts and promote the development of energy saving service industries.

Wen Jiabao demanded that all localities and departments should integrate their ideas into the decision-making and deployment of the central government, strengthen organizational leadership, and form a working pattern of grasping the first level and implementing the work at all levels.

We must strictly guard against fraud and make sure that every place and enterprise must resolutely deal with data falsification and face to face articles to ensure the authenticity, accuracy and consistency of the data of energy consumption per unit gross domestic product.

We should increase capital investment and establish energy saving and emission reduction investment mechanism with government guidance, enterprises as the main body, loans from financial institutions and active participation of social funds.

To deepen the study of major issues, relevant departments and regions should do well in the analysis and early warning of the monthly and quarterly unit GDP energy consumption reduction, and study the energy conservation in 12th Five-Year.

The people's governments of all provinces, autonomous regions and municipalities directly under the central government, and the main persons in charge of the Xinjiang production and Construction Corps, the principal responsible persons of various departments of the State Council, and the principal responsible persons of the central and local important enterprises attended the meeting.
