Audit Office: 17 Provinces, Municipalities And 62 Billion 500 Million Non Tax Revenue Unpaid Into The Treasury

From January 2008 to June 2009, there were 7 provincial and 59 provincial governments and development zones in order to attract investment, to introduce tax reduction and refund policies and to return taxes and land transfer fees to enterprises in the name of government incentives and financial subsidies, involving 12 billion 573 million yuan in gold. 4 local governments and development zones under provincial and 10 provincial governments paid 463 million yuan to 20 thousand executives in the name of housing subsidies, car subsidy and talent reward.

This is found by the Audit Commission in 2009 when conducting an audit survey on the financial management of 2 planned cities and 15 provinces, districts, cities, and 2 provinces and municipalities in Beijing, Hebei, Shanxi, Heilongjiang, Shanghai, Jiangsu, Jiangxi, Shandong (excluding Qingdao city), Guangdong (excluding Qingdao city), Guangdong, Qingdao, Shanxi, Heilongjiang and Shanghai provinces.

The Audit Commission released the relevant audit findings in the form of the announcement of the audit results No. twelfth in 2010 on the 13 th.

The results of the audit investigation show that since the second half of 2008, under the leadership of the Party Central Committee, the State Council and the local Party committees and governments, the above 17 provinces, regions and municipalities have conscientiously implemented the policies and measures of the central government to expand domestic demand, ensure growth, adjust the structure and benefit the people's livelihood, implement the proactive fiscal policy, and ensure the steady and rapid development of the local economy, and have achieved remarkable results. The audit investigation found no major violations of the law, but found some non-standard and unstrict issues in the preparation of the final accounts, income collection and management, and the management of financial funds.

Financial revenue collection and management is not in place, which is one of the main problems found in the audit investigation. In addition to the billions of financial revenue mentioned above, hundreds of millions of financial revenues have been flowing into and out of the enterprises in various ways. The audit survey also found that the collection of non tax revenue in some areas such as land transfer income is not in place, and has not been included in budgetary management according to the regulations.

As a result of inadequate collection and arrears of payment units, as of the end of June 2009, 12 provinces, municipalities, and 26 cities and counties had not collected land tax revenue, mineral resources compensation fees, and prospecting and mining rights and other non tax revenue of 79 billion 416 million yuan, including 94.76% of land revenue. From January 2008 to June 2009, 17 provinces, districts and municipalities had collected 62 billion 538 million yuan of non tax revenue which was collected in time and failed to pay the Treasury in time for budgetary management.

In addition, the audit survey also found that 4 provincial, regional and municipal budgetary statements of central special transfer payment were not complete; some local financial statements were not accurate enough; some local financial departments opened more accounts and scattered financial funds.

The head of the financial audit department of the Audit Commission indicated that the 17 provincial, district and municipal governments attached great importance to the problems found in the audit investigation, and took active measures to carry out the rectification.
