    Some industry associations, intermediary agencies and public institutions are attached to administrative power, and the phenomenon of compulsory service charges is still outstanding.

    At present, there are many unreasonable charges in the whole country, so it is difficult to accurately count them.

    Zhou Tianyong, a professor at the Central Party school, conservatively estimated that in 2007, besides paying regular taxes to government departments, enterprises should pay more than 800 billion yuan for the cost of rent seeking due to administrative management, examination and approval, supervision and law enforcement.


    Chen Naixing believed that if the state really lightens the burden of enterprises, it needs to reform some systems and cancel all kinds of fees.


    Many departments in the country are making great efforts to reduce all kinds of unreasonable fees.

    The special action undertaken by the Ministry of industry and commerce to reduce the burden of enterprises is also aimed at strengthening the examination and approval, collection and use management of enterprises' fees, further improving the auditing system for reducing the burden of enterprises by government departments, improving the burden supervision system of enterprises, especially small and medium-sized enterprises, and actively exploring long-term mechanism for reducing the burden of enterprises.
