For this reason, Chen Ke Chang of Textile Bureau of Jinjiang State Inspection Bureau suggested that Jinjiang might as well try to develop export footwear.

According to the statistics of Jinjiang State Bureau of inspection, the number, quantity and amount of footwear exports in Jinjiang increased by 1.21%, -7.99% and 1.69% respectively in 2006, and the average unit price of export footwear increased by 10.2% over the previous year.

The rise in unit price has delighted Jinjiang, but the vicious competition among export enterprises has been encouraging.

It is understood that, because the product is almost the same, importing buyers often make many homogeneous enterprises quote at the same time before placing orders. In this case, in order to maintain the order quantity required for production, the prices of products are often forced to decrease continuously, and the profit space has been shrinking, especially in small and medium-sized enterprises.

In order to maximize profits, enterprises must try their best to reduce costs, which will inevitably lead to the decline of product quality and the difficulty of upgrading export products.

Where should local minimum quality standards be established?

In this regard, Chen Ke Chang suggested that local footwear authorities and trade associations should formulate the minimum quality standards for export footwear, formulate the minimum standards of physical and chemical properties of all kinds of shoes, further standardize the export footwear market and avoid disorderly competition, so as to improve the quality of export footwear and develop healthy products.

For Chen Ke Chang's proposal, some stakeholders in Quanzhou footwear industry agree with each other.

In terms of footwear exports, export enterprises often set different quality standards according to the requirements of different countries and different customers. Especially in some relatively backward countries, the quality requirements are often very low.
