    Online shopping

    It is a new form of Retailing Based on Internet and information technology. It has the advantages of less circulation, low paction cost, fast turnover of capital, high efficiency of circulation, wide sales scope and convenient purchase for consumers.

    The development of online shopping helps enterprises expand marketing methods, stimulate consumption, expand domestic demand, change the way of development, help to promote entrepreneurship and employment, and promote the coordinated development of upstream and downstream related enterprises and improve the industrial chain.

    In recent years, China's online shopping market presents a good situation of expanding consumer groups and rapidly expanding consumption scale.

    At the same time, there are also some practical problems, such as policies, regulations, management capabilities and service levels, which do not meet the needs of online shopping development.

    To promote the healthy development of online shopping, the following opinions are put forward:

    Vigorously develop railway, highway, civil aviation, ship ticketing, tourism and hotel network booking and services.

    We should actively expand real estate, pharmaceuticals, health products, distance education, housekeeping services and other commodities and services that are suitable for online pactions.

    Integrate community business service resources and develop community e-business.

    Support the development of mobile e-commerce.

    Encourage circulation enterprises to store sales and support network sales.

    Using the existing brand advantage, physical network resources and logistics distribution system of circulation enterprises, it will provide rich products, good reputation and excellent service for network sales.

    Actively explore the interactive marketing mode of "online market" and "offline market", and expand sales.

    Enterprises are encouraged to sell and purchase on the international market and expand the international market.

    Starting from the practical conditions of Internet application in rural areas, relying on the "new rural business network", combined with "10000 villages and thousands of townships" and "double hundred market projects", we will build a modern circulation system in rural areas, promote two-way flow of agricultural products and industrial products to the countryside, and expand new channels to increase farmers' income and expand rural consumption.

    We should guide the healthy development of the third party network trading platform, implement the business registration system of the network commodity management (service) enterprises, require the registration of personal real names by using the network platform to engage in business activities, and gradually implement the industrial and commercial registration system for the network sales individuals when conditions are met.

    Improve website security measures, information security and confidentiality management system, user information security management system.

    We will improve the online shopping after-sale service system, establish a shopping risk warning and consumer complaints handling mechanism, and implement the advance compensation system.

    In conjunction with the relevant departments, we should conscientiously implement the contract law, the product quality law, the consumer rights protection act, the postal law, the foreign trade law, the auction law, the electronic signature law, the Internet management regulation, the regulations on the registration and registration of foreign trade operators, the regulations on the management of futures trading, the law on the investigation and suppression of unlicensed business, and other laws, regulations and regulations, and improve the network market supervision system.

    We will conscientiously implement the Ministry of Commerce's Guiding Opinions on online pactions (Provisional) (Announcement No. nineteenth of 2007), "the opinions of the Ministry of Commerce on promoting the development of electronic commerce standardization" (commercial reform [2007]490), and the normative documents of the Ministry of Commerce on accelerating the development of e-commerce in the circulation sector (Commerce and trade [2009]540), and other domestic trade standards.

    Research and formulate relevant management systems and standards in the important links such as information management, electronic contracts, trading behavior, commodity distribution, privacy protection and other aspects in online shopping, and promote the legalization and standardization process of online shopping.

    We should speed up the establishment of a unified national credit information resource sharing mechanism, and improve the credit supervision and punishment mechanism.

    We will improve the statistical system of e-commerce and conduct online shopping analysis and evaluation.

    The competent departments in charge of commerce should take the lead in establishing the relevant department liaison system for online shopping work.     We should give full play to the role of intermediary organizations and trade associations in strengthening the self-discipline and improving the functions of supervision, coordination and service.

    We should strengthen online shopping guidance, knowledge popularization and safety education through various forms and channels, so as to enhance the participation consciousness and risk awareness of enterprises and consumers in online shopping.


    Online shopping is a new thing in the economic and social development. The competent departments in charge of commerce should fully understand the importance of promoting the healthy development of online shopping, and establish and improve the organizational guarantee system and working mechanism with relevant departments, organize and implement measures according to local conditions, so as to ensure the actual effect of the work.
