    Since July 1st, according to the request of the Quanzhou Municipal People's Government on announcing the notice of municipal departments' decentralization of administrative examination and approval power, the Quanzhou municipal labor and Social Security Bureau has authorized the administrative approval authority of "Taiwan, Hong Kong and Macau personnel in mainland China's employment permit" to be delegated directly to counties (cities and districts) by means of "direct decentralization".

    This means that in the future, Taiwan, Hong Kong and Macao people will come to our city for more convenient employment.


    From the employment center of Quanzhou labor and Social Security Bureau, the employment certificate of Taiwan, Hong Kong and Macau personnel has shown an increasing trend from 2005 to 2009. In 2005, there were only a few people, up to 299 in 2008 and 415 in 2009.

    "Actually, people in Taiwan, Hong Kong and Macau who are employed in our city are far more than this number."

    City Labor and Social Security Bureau Employment Center staff said.


    Taiwan talents are encouraged to start their businesses.


    A few days ago, the municipal Party committee and the municipal government formally formulated the three talents policy documents on the introduction of some regulations on the introduction of high-level entrepreneurial talents in Quanzhou, the opinions on the construction of industrial talent highland and the leading talent team in Quanzhou, and the regulations for the selection and management of talents in Quanzhou.


    In terms of strengthening the cooperation in Quantai, an annual arrangement of 5 million yuan will be used to fund the production, teaching and research cooperation of Quantai experts. Experts from Taiwan should be invited to serve as management positions or expert advisers in universities, vocational schools, scientific research institutions, cultural institutions, and Taiwan related parks.

    At the same time, we should support talents in the industrial field to employ Taiwan talents, and encourage Taiwan students who graduated from universities in the mainland of China to go to Quanzhou's industrial talent highland for employment.


    Talent exchange and cooperation in Quantai has also become the focus of personnel training in Quanzhou in 2010, that is, "bringing Taiwan students to Quanzhou employment into the category of graduates' employment, and encouraging Taiwan graduates from mainland China to graduate and work in Quanzhou."

    It is understood that in addition to the implementation of Taiwan's employment policy in Quanzhou, Taiwan will study the implementation of preferential policies for talents in Zhejiang.
