Foreign Trade Frictions With China Slowed Down In The First Half Of 2010

In the first half of 2010, 37 foreign trade relief cases started in China in the first half of the year, a decrease of 29 from the same period in 2009, with a drop of 43.9%. Among them, 19 anti-dumping cases, 16 year-on-year reductions, 3 countervailing cases, 2 from the same period last year, 14 from China's safeguard measures, 5 from the same period last year, and the special safeguard measures were 1, decreasing from last year.

Metallurgy: the number of new cases dropped by 11.1% compared with the same period last year, and iron and steel products are the focus of investigation.

In the first half of this year, the number of trade remedy cases involving China's metallurgical products was 8, ranking the first among various industries, but 1 year-on-year.

Among the 8 cases, 3 cases were anti dumping, 1 against countervailing measures, and 4 involving China's safeguards, including 1 double counteracts.

In the first half of this year, a total of 5 countries launched trade relief investigations on China's metallurgical products.

Indonesia was the top 3, followed by the United States and 2; India, Thailand and Ukraine were 1.

It is worth noting that the 3 investigations launched by Indonesia are all safeguards. 2 of the United States initiated anti-dumping and countervailing measures. 1 from India and Thailand started anti-dumping, and 1 from Ukraine.

Iron and steel products are the focus of double reverse investigation. The main raw materials of iron and steel products and iron and steel are the focus of safeguards investigation.

In the 8 trade relief investigations, 4 cases involving iron and steel products, 3 seamless steel tubes and drill pipes, 3 cases involving iron and steel reprocessing products, iron or non alloy steel wires, zinc plated or zinc coated iron wire or non alloy steel wire and stranded wire, rope and cable, and 1 iron and steel products in iron and steel production.

Petrochemical: the number of new cases dropped by 40% compared with the same period last year. Chemical raw materials are the focus of the investigation.

From 1 to June, a total of 4 countries (regions) launched 6 trade relief surveys on China's petrochemical products, namely, India, the European Union, Ukraine and Russia, and second place in building materials, representing a decrease of 4 over the same period last year.

Among them, 4 anti-dumping cases and 2 safeguard measures.

Start with petrochemical products in China

In the 6 trade remedy survey of petrochemical products, 3 are basic chemical raw materials, and the remaining 3 belong to chemical fertilizer, plastic products and miscellaneous chemical products.

Among them, 3 investigations on basic chemical raw materials are all anti-dumping investigations.

Building materials: the number of new cases is 3 times that of the same period in 2009, and glass fiber products are the focus of investigation.

In the first half of this year, a total of 5 countries (regions) launched 6 trade relief surveys on China's building materials products, namely, Turkey, India, the European Union, Ecuador and Australia, and ranked second in petrochemical industry, 4 more than last year.

Among them, 5 anti-dumping cases and 1 safeguard measures.

From the country (region), the EU is the main sponsor, launching 2, India, Turkey, Ecuador and Australia 1.

In the first half of last year, the 2 trade relief surveys of foreign building materials products in China were all flooring products. In the first half of 2010, 6 of the trade remedy investigations on building materials products in China involved 3 glass fibers and their products, 2 from glass products (float glass and windshield), and 1 from tile.

The 3 investigations involving glass fiber and its products were all anti-dumping investigations initiated by India, Turkey and the European Union.

Light industry: the number of new cases dropped by half over the same period last year. Food is the focus of investigation.

In the first half of this year, 4 countries launched 5 trade relief surveys on China's light industrial products, namely, India, Russia, Ukraine and Dominica, representing a decrease of 5 from a year earlier, a decrease of 50%.

Among them, 1 anti-dumping cases, 3 safeguard measures and 1 special safeguard measures.

Russia is the main sponsor of the trade remedy survey for light industry products in China, with 2 initiators, 1 from India, Dominica and Ukraine.

It should be pointed out that the 2 measures launched by Russia are all safeguards. The 1 safeguard measures initiated by Dominica are special safeguards. This is the only special safeguard measure in the first half of 2010. India and Ukraine launched anti-dumping investigations and safeguard measures respectively.

Food is a light industrial product from abroad to China.

Textile: the number of new cases dropped by 76.9% year on year, and fabric is the focus of investigation.

In the first half of the year, 3 countries launched 3 trade relief surveys on Chinese textiles, namely, Argentina, Mexico and Dominica, representing a decrease of 10 over the previous year, with a drop of 76.9%.

Of these, 1 were fabrics and 2 were fabrics.

Papermaking: the number of new cases is unchanged from 2009, and the double counter case has struck again.

In the first half of this year, a total of two countries (regions) launched 3 trade relief surveys on paper products in China, namely the European Union and Dominica, which were unchanged from the same period in 2009.

Among them, there are 1 anti-dumping, countervailing and safeguard measures.

The 2 form of EU investigation is anti-dumping and countervailing. The 1 investigation initiated by Dominica is a safeguard measure.

The 3 products involved in the trade remedy survey are coated paper and toilet paper. This is the second time that China's coated paper has encountered double counter investigations, but the country of investigation has changed from the United States to the European Union.

Electronics: high tech electronic products have become the focus of attention.

In the first half of the year in the electronics industry, only the European Union launched an anti-dumping investigation on China's data card (also known as the wireless wide area network modem), and at the same time launched an investigation into the general safeguard measures for the product.

According to preliminary estimates, China's exports to Europe amounted to about US $4 billion 100 million in 2009.
