In recent years, along with the rapid development of urbanization, some economically developed towns have witnessed rapid economic growth and rapid population growth. They face many new situations and new problems in social management and public services. The traditional institutional mechanisms have been increasingly handicap, which has affected and restricted the further development of the economy.
This has aroused widespread concern in the economic circles, academia and grass-roots work comrades.

The town of Shengze is a prominent example.
As an important silk textile production base and product distributing center in China, the "Silk City" of Shengze's more than 30 square kilometers town has gathered more than 2300 textile enterprises and more than 5300 textile firms. It has become a super large town with a population of 300 thousand and a population of 170 thousand. In 2009, the GDP reached over 19 billion yuan, and many major economic indicators even exceeded the prefecture level cities in the inland provinces.

The relevant experts summed up the difficulties faced by the economically developed towns in the following three aspects: first, the power and responsibilities are not equal, lacking the necessary economic and social management authority; two, the lack of financial resources and power, the lack of financial resources at the township level, the difficulty of meeting the needs of raising the level of public services; three, the "big cars and small horses", and the organization and staffing of villages and towns can no longer meet the needs of management services.
As a result, the call for expansion of power in the strong economic towns is high.
At least one town in each province will enter the pilot area.
The 20 reform pilot towns in our province were selected from 999 townships in the province. The main choice was based on the total economic volume, fiscal revenue, population size and area of jurisdiction in the provincial cities.
At least one township in each provincial municipality was selected, of which Suzhou occupied 4 seats.
It is understood that at present, there are 107 townships and 892 towns in Jiangsu.
In the town, there are 95 people with a total population of more than 100 thousand, with 97 townships covering more than 10 square kilometers, and 40 of the total revenue exceeds 1 billion yuan.
In 2006, there were 275 towns in the 1000 towns of the comprehensive development level of small towns in China, and 128 of the 500 towns in China's comprehensive strength in 2008. Jiangsu accounted for 128 in Jiangsu.

According to the directive spirit of Liang Baohua, Secretary of the provincial Party committee, on the "reform at the town level to expand the scope of the pilot project", the relevant departments of the province have studied carefully, and have chosen Zhangjiagang Fenghuang Town, Taicang Shaxi Town, Changshou City Mei Taicang, Yixing City Tianmu town, Danyang City Town, Danyang City, Xiaojiang Town, Qidong City, Lvsi Gang Town, Rugao City Changjiang Town, new town of Jingjiang City, Longgang town of Siyan District, Ma County town of Xi county, temple town of Gulou District, the town of Xiaoxian, the Xiaodian town of Zunshi City, and the town of Zan Feng to carry out the provincial pilot.
Pilot towns will be granted economic and social management rights at county level.
The main goal of the pilot reform in Jiangsu Province is to promote the development of a number of conditional economic developed cities into a new small city with population agglomeration, industrial clusters, reasonable structure, institutional innovation, environmental friendliness and social harmony through two years' efforts.
To this end, the main contents of the experiment include the following four aspects:
One is the innovation management system.
We should explore a new grass-roots government management structure with comprehensive organization and management, flat and efficient, well staffed and flexible operation mechanism.
The pilot towns shall be managed according to the sub county (Department) level, and no dispatched offices shall be established below the town.
The two is to expand management authority.
In accordance with the principle of consistency of powers and responsibilities, the principle of "letting go and letting go" is granted to pilot towns and counties in terms of economic and social management rights.
The administrative licensing, administrative examination and approval and public service matters entrusted to the pilot towns shall be entered into the convenient service center in principle, and the "one-stop" service shall be implemented.
A comprehensive administrative law enforcement agency is set up in the pilot town, and comprehensive administrative law enforcement is carried out.
The departments stationed at the county level or above shall be managed by the pilot towns in principle.
The three is to strengthen public services.
We should clarify the division of powers between counties and towns, adhere to the matching of financial resources and powers, and further improve the financial management system.
The provincial, city and county levels should increase investment in the pilot towns, and tilt them to the pilot towns in the aspects of the general budget revenue sharing ratio, the excess revenue collection and return of fiscal revenue, the fees and land pfer to Jin Liucheng, and enhance the ability of social management and public services in the pilot towns.
We should give full play to the role of existing special funds of provincial finance and increase support for pilot towns.
In the new round of land use master plan revision, we should give full consideration to the development needs of the pilot towns, make rational arrangements, and make overall arrangements; support and encourage pilot towns to carry out pilot projects for comprehensive improvement of rural land and increase of land use in urban and rural areas, and carry out land consolidation, wasteland and wasteland development and utilization in an orderly way, and promote industrial, population and residential "three concentration" in an orderly way; guide farmers to share ownership of collective assets, land contract rights, homestead and housing to replace stock cooperative equity, urban social security and urban housing property rights.
