Why are dye enterprises in China "passive" responding to REACH regulations?

According to the implementation schedule of the REACH regulations, from June 1, 2008 to November 30, 2008, it is the pre registration stage. "Pre registration is popularly known as registration. Pre registered chemical enterprises will have a fixed buffer period before the arrival of different registration deadlines for the corresponding REACH tons."

Prior to this, Tianxiang group and China Dyeing Association have helped Chinese dye enterprises complete the pre registration of REACH regulations.
Wang Zheng said: "enterprises with pre export registration, whose export volume is over 1000 tons, or those with carcinogenic, mutagenic and reproductive toxicity levels of more than 1 tons or more than 100 tons of R50-53 substances that are toxic to aquatic organisms must be officially registered before December 1st of this year. The export volume of 100~1000 tons will be officially registered before May 31, 2013, and those under 100 tons will be officially registered before May 31, 2018," he said. At present, China's dyestuff enterprises have completed the pre registration of more than 1200 products, and the coverage is relatively perfect.
The companies that complete pre registration should officially register formally, but this is obviously not the case.
"Cost should be the main issue," Da Limin said.
It takes about 10 million yuan for a product from zero data state to complete registration.
Of course, the enterprise will have some data, so the actual cost will not reach this figure, but it is also quite high.
It is precisely this high cost that "scared" has run a lot of enterprises ready for formal registration.
Da Limin said, "70% to 80% of the money is spent on testing, and 70% to 80% of the cost of testing is used for toxicological and ecotoxicological tests. The real chemical safety test accounts for only about 20%."
The toxicological data are the most lacking in Chinese dyestuff enterprises. For example, the white mice experiment has never been done by Chinese dyestuff enterprises, and the data state is zero.
In addition, since the completion of pre registration, some enterprises did not see the inspection of relevant European Union institutions, resulting in the REACH law "law enforcement lax" luck.
"This is a serious misunderstanding."
Wang Zheng told the newspaper: "since May last year, the EU has been conducting spot checks on producers, importers, traders and downstream users. There are regulatory measures such as rectification, fines, prohibition of export or even the sole agent's order to shut down. The frequency and severity of enforcement are unprecedented. The information is only returned to the sole agent of the European Union and has not been reported to the enterprise, so it is not known to the enterprises."

A person in charge of dye enterprises who did not want to be named confirmed to our reporter that they could extend the buffer period by reducing export volume. "Next year exports will be as low as 1000 tons, and the buffer period of REACH regulations will extend to us in 2013."

In recent years, with the increase of labor costs and the intensification of trade friction, the life of dyestuff enterprises is rather difficult.
Not long ago, just 18 industries were eliminated, and more than 2000 enterprises were shut down. 5 of the industries that affected the dye industry were leather making, textile, paper making, printing and dyeing, and chemical fiber.
Tianxiang group recommends that many chemical enterprises in China should set up two points: "no data, no market", "the sooner you register, the cheaper it will be."
"No data, no market" is not difficult to understand. After all, the unregistered chemical enterprises will lose the European market after the end of the exemption period, but why is it that the sooner the registration is cheaper?
Wang Zheng said that there are two sources of data for a product: one is to purchase or get free data to the data owner, the two is to test itself.
The data owners of dye products are mainly concentrated in the hands of European giants such as BASF, Klein and Texas. These enterprises usually set up guilds to set membership price and data access price.
For example, the organic pigments guild is the same. The price of the right to use is not low at present, but it will receive a general late fee of 10% per year. If a material is purchased in 2018, the price will be doubled.
In view of the fact that there has not been a public association or a leading registrant, the Chinese dye association is currently taking the lead in the joint registration of enterprises and "embracing the response", in order to become a data owner and substantially reduce the official registration fee. After all, the joint submission of the price is based on the number of participating companies.
