The ecology of the European Union in the past two years

    Label

Many of the products covered by the standards are the main products exported by Chinese enterprises to the EU market, such as footwear and wooden furniture.

In August 2009, the European Commission formulated and published.

    European Union

The new eco standards for footwear eco labelling (2009/563/EC) limit the level of toxic residues and VOC emissions.

According to reports, the European Union has developed the standard of footwear eco labelling before. This time, on the basis of reviewing the existing footwear ecological standards, the European Union decided to revise the definition of the product group, and at the same time set up a new eco label standard.

According to the new standard, the footwear product group includes all clothing designed for protection or covering the feet, with a fixed sole on the ground, and footwear products shall not contain any electrical or electronic components.

For leather made footwear, suppliers must ensure that there is no six valent chromium (ChromiumVI) and provide a test report through the ISO17075 test method (determine the 3 part ppm limit).

In addition, there must be no arsenic, cadmium and lead in the raw materials for footwear production.

Textile auxiliaries for the production of shoes shall not contain formaldehyde.

The content of leather composition (tanned and hide) should not exceed 150ppm, and the new standard also limits the consumption of water.

In terms of hazardous substances, pentachlorophenol (pentachlorophenol) and four chlorophenol (tetrachlorophenol) are not allowed, and azo dyes are not allowed.

The content of N- nitrosamine can not be found in rubber (25645520.00,2.07%).

The new standard also asks for packaging.

If carton packaging is used, it must be 100% recycled materials; if used in plastic (10460,45.00,0.43%) bags, it must be at least 75% recyclable material or biodegradable material.

At the end of 2009, the European Commission approved and published the European eco standards for wooden furniture (2009/894/EC), with a view to reducing the adverse effects of wood furniture on environment and human health.

The main contents of the standard include the implementation purpose and certification requirements, exemption scope, product specification, hazardous substance management, wood and wood material sources and harmful substances limit requirements, standards for surface treatment of wooden furniture products, and combination furniture.

And VOC content limit standards and final product packaging and labeling requirements.

Restricted substances include nitrogen, propylene, polypyruvate, pentachlorophenol, formaldehyde, flame retardants, organotin compounds, heavy metals and fungicides.

The standard also stipulates that wooden furniture must be at least 90% (weight ratio) of solid wood furniture or wooden materials.

Glass (for example, easy to replace), technical equipment and devices can be excluded from the weight calculation range.

The weight of any monomer material (except solid wood and wood materials) shall not exceed 3%. of the total weight of the product. The total weight of such materials shall not exceed 10%. of the total weight of the product.

If you want to get the eco label, you must "cut the six pass after five passes".

Ecological labels look simple, but the environmental standards behind them are very strict. Only the most environmentally friendly products can be labeled with the EU eco label.

The eco labelling standards need to make a scientific assessment of the environmental impact of the products in all stages of life. These assessments involve various factors such as energy consumption, pollution emissions and waste generation in the production and use of products.

The eco label standard is formulated through scientific research and extensive consideration of different economic and social factors.

To develop product eco labeling standards, the European Union.

After the European Union decides to set ecological standards for certain products, the Council will convene a standard setting working group for producers, retailers, consumer representatives, representatives of environmental protection organizations, and eco label management agencies of Member States, and designate a member's label management agency as the lead of the work to enhance the pparency of the entire drafting process and the universality of social participation.

On the basis of listening and considering various opinions, the working group worked out a draft standard and submitted it to the Council for discussion and amendment.

The Council will then discuss the revised draft standard for consideration by the European Commission.

The standard text will be published in the official publication of the European Commission in the form of the communiqu of the European Commission resolution.

If an industrial and commercial enterprise wants to make its product get the EU eco label, it must apply to the eco label management organization designated by the EU Member States, complete the specified test procedure and submit the specified test data, and prove that the product has reached the award standard of the ecological label.

The EU has set the corresponding environmental performance standards for each category of products.

These standards are mainly related to the conservation of natural resources and energy, and the discharge of pollutants.

    The specific application procedures for EU eco labelling are as follows: {page_break}

First, enterprises submit applications to the eco label management agencies of EU Member States.

A producer or exporter from a third country outside the European Union can submit an application to the eco label management agency of any member country of the EU and provide the necessary details and test results to prove that the product is in line with the ecological and performance standards.

Two, management institutions examine application materials.

The European Union has formulated corresponding environmental standards for each category of products involved in eco labelling. The eco label management agencies in member countries have assessed the application according to the information provided by producers or importers and the results of independent laboratories, and have the right to decide whether the relevant products reach the ecological standards set by the European Union.

If the member countries' Eco label management agencies confirm that the relevant products meet the standards, they will notify the European Commission and other Member States to grant manufacturers or importers ecological labels.

If the European Commission and other member states have no objection, the eco label management agency of the member countries will formally grant the product eco label.

The approval process is usually completed within 3 months.

Three, sign the contract of use and get the right to use the eco label.

If the product's environmental standards and performance meet the requirements, the member countries' Eco label management agencies will sign a standard contract with producers or exporters to use eco labels.

Four, the use cost of eco label.

After obtaining the right to use the eco label, the producers or exporters must pay the annual eco label usage fee, which is 0.15% of the annual sales volume of the related products, and the maximum annual payment fee is 25000 euros.

If it is an enterprise accredited by ISO14001 or EMAS (EU eco management and auditing system), it can reduce the use cost of 25%.

All the above reduced royalties can not exceed 50%. of the nominal amount payable. If the enterprise is one of the first three applicants in an eco label product category, it will get a 25% annual royalty rate.

Five, the use and supervision of ecological labels.

The European Union member states which grant the eco label have the right to check the production workshop and products of the producers to ensure the authenticity of the products.

Generally speaking, the eco label awarding agencies are obliged to help producers and exporters to publicize the environmental protection characteristics of their products to consumers.

Therefore, once the product is labeled with an eco label, the manufacturer or exporter can contact the label awarding agency to seek market promotion help.

Before 2010, the application of EU eco label is required to pay the application fee.

In early 2010, the European Commission decided to cancel the eco label application fee, so that enterprises could apply for EU eco label free of charge.
