In recent years, as people pay more attention to ecological and environmental problems, green trade barriers, as an important part of non-tariff trade barriers in international trade, are playing an increasingly important role in international trade.
According to Deng Jin, director of Textile Laboratory of textile inspection center of Jiangsu entry-exit inspection and Quarantine Bureau, with the continuous improvement of China's manufacturing reputation, the export pattern of China's textile and garment industry has developed from low-end "big cargo" to high-end high-end "comfort products", and the concepts of cleaner production, green products and ecological textiles have entered the field of international textiles. People put forward higher requirements for the safety of textiles in the process of wearing and using.
However, with the escalation of international trade protection, the western developed countries are taking advantage of the trend of green wave sweeping the world and the rise of the world's green economy. Under the banner of protecting natural resources, protecting the environment and human health, we have formulated a series of complicated and stringent environmental protection systems and standards to set up barriers for products and services from other countries or regions.
In recent years, countries around the world, especially the European Union, have issued a lot of laws and regulations for the performance requirements of consumer products, especially the EU's REACH regulations and the CPSIA (Consumer Goods Safety Improvement Act) launched by the United States.
At present, some EU buyers are required to write a clause in the contract that they can not meet the "European Union's eco textile standards" for compensation of 10% of the goods.
According to the introduction, there is a common point in all countries' requirements, that is, clothing should not contain toxic and harmful substances that cause harm to human body. There are no potential factors that may cause harm to human body or other objects.
With the progress of society and the improvement of global environmental awareness, the concept of "environmentally benign products" has become a mainstream trend in guiding production and consumption.
Experts believe that the impact of green barriers on China's foreign trade has exceeded the impact of anti-dumping cases, which has become an unavoidable issue after WTO entry.
Under the premise of harmonious development of people-oriented and social, economic, environmental and human health, the emergence, existence and development of green trade barriers have its reasonable and legitimate side. However, to cross this barrier, we must pay more cost and restrict the development of trade.

Lin Xuanwu, vice president of Hongkong Textile Industry Association, said that many green barriers first affected the market access of China's textile and apparel products to foreign trade, and some export textiles suffered a return.
According to a data from the United Nations Conference on trade development, China's exports of up to US $7 billion 400 million a year are negatively affected by green barriers.
For example, in 2008, the total export volume of textiles and garments in Zhejiang province was 704 batches (excluding Ningbo) in 6~10 months, and the refund amount was 15 million 860 thousand US dollars.
The reason is that most of them are related to green barriers.
Secondly, green barriers make the cost of textiles rise and affect the competitiveness of products.
It is reported that the cost of textile and clothing products exported by China is mainly caused by two reasons: on the one hand, the manufacturers have to use expensive imported dyes instead of domestic dyes to avoid the banned dyes in the products, resulting in higher cost.
On the other hand, due to the high cost of testing banned dyes, according to the requirements of the testing standard, the printed products must be sampled and analyzed one by one for each color, while the inspection fee is charged according to the number of color samples, thereby increasing the export cost of the products.
"The impact on the colorful textile and silk clothing industry is particularly obvious."
Wu Di, deputy director of the China Textile Economic Research Center, said that China's textile industry needs to accelerate the "green turn" and take positive measures to meet the challenge of global greening.
First of all, through the implementation of industry adjustment and revitalization plan, the government departments should speed up the adjustment of industrial structure, vigorously promote energy conservation and emission reduction, and strive to realize the pformation of the economic development mode of the textile industry, which is an important task at present.
The departments concerned should take various measures to strengthen the monitoring of the green environmental standards of Chinese textiles, reduce the harm to the human body and the environment, and punish the enterprises who violate this principle.
At the same time, faced with increasingly strengthened green barriers, China's textile and garment enterprises should actively promote green management.
Green management refers to integrating the idea of environmental protection into the operation and management of enterprises.
This idea can be summed up as the "5R" principle, that is, research (Research), environmental protection is included in the decision-making elements of enterprises, and attention should be paid to studying the environmental countermeasures of enterprises. Reduce, adopting new technologies and technologies to reduce or eliminate harmful waste emissions; redevelopment (Reuse), changing traditional products into environmentally friendly products, actively adopting "environmental protection signs"; recycling (Recycle), recycling waste products, recycling, protecting (Rescue), actively participating in environmental tidiness in the community, promoting environmental publicity for employees and the public, and building an environmental protection corporate image.
