    Pilot Survey Of Corporate Remuneration In Ministry Of Personnel And Social Affairs

    Enterprise salary

    The second trial was extended to Beijing, Jiangsu, Sichuan and Hubei provinces.


    In the first half of this year, the first trial was launched in four provinces in Jilin, Shandong, Guangdong and Shaanxi.

    Pilot investigation

    The target enterprises include three industries: manufacturing, wholesale and retail, and financial sectors.


    The second survey added four provinces (cities) on the basis of the first survey. The survey industry increased the construction industry, pportation, storage and post industry, as well as the production and supply of electricity, gas and water.


    The two pilot survey will directly affect the adjustment of the national salary survey and the issuing system.


      

    Labor remuneration will be included in the survey.


    In the 8 provinces and cities that conducted the pilot survey, 5-10 cities were selected in each province, and each city was then surveyed for different types of enterprises. Altogether, about 4000 enterprises were selected.


    The types of enterprises that are included in the enterprise salary survey include state-owned enterprises, collective enterprises, joint-stock enterprises, joint ventures, wholly state-owned enterprises, Limited by Share Ltd, private enterprises, other domestic enterprises, Hong Kong, Macao and Taiwan investment enterprises, foreign-invested enterprises and so on.


    In addition to major economic indicators such as business income, value added, profit and cost involved in routine investigations, enterprises are required to provide labor cost data in detail, including employees' labor remuneration, welfare costs, education funds, insurance costs, labor protection costs, housing costs and labor costs.

    In addition to filling in the basic data, the survey also requires the enterprise human resources department to fill in the "wages of workers" separately. Different levels of management positions, senior and junior titles and technical staff need to be separately reported.

    The data in addition to basic wages include performance related pay, allowances, overtime pay and so on.


    It is worth mentioning that in addition to the formal contract staff, the relevant data of the dispatched workers are also required.


    After the end of this year, all relevant data collected by the Ministry of human resources and social affairs will be used to analyze the data collected in 2008 and 2009.


    However, the Ministry of human resources and Social Affairs said that the two survey data were analyzed only and were not released.


      

    Deliberate and establish a unified information release system


    The leaders of the Ministry of human resources and social affairs made clear on many occasions that this round of enterprise pay surveys is to prepare for the establishment of a unified enterprise salary survey and information release system.

    Through the pilot investigation, the relevant index system of the enterprise salary survey is revised and perfected.


    Liu Xin, Professor of organization and Human Resources Research Institute, School of public administration, Renmin University of China, pointed out that in the long run, the reasonable determination of wage distribution level, the flow of labourers in the labor market, and even the reform of civil servants' wages in the future, and the establishment of wage comparison system for civil servants and fairly high level personnel all depend on the establishment of the national salary survey and release system.


    At the practical level, accurate and detailed salary data have been lacking, and the income gap between industries and enterprises needs to be adjusted. An updated and more comprehensive data release system is also required objectively.


    At present, the official payroll data are mainly investigated and released in two ways: first, the "labor statistics report system" implemented by the National Bureau of statistics, covering about 110 million of the work remuneration of the employees in the urban units and the wages of the workers on the job. Two, the special investigation carried out by the administrative departments in some areas, such as the wage price survey in labor market, labor cost investigation, etc.


    Even so, the data gap is still large, for example, the labor statistics report system implemented by the statistical bureau can only cover Enterprises above Designated Size, but there are no more than 200 million practitioners of township enterprises, private enterprises and individual businesses.


    In addition, the coordination and improvement of wages and labor cost data collection in various industries and the statistical caliber of various wages need to be further promoted.


    Ceng Xiangquan, President of the labor and Personnel Institute of Renmin University of China, suggested that the next step is to clarify the relationship between the salary survey and the wage survey of the existing Statistics Bureau and the wage price survey of the Ministry of labor and social affairs of the Ministry of labor and social affairs, and clarify the respective application and value of the survey and strengthen coordination.
